This is the video captured by DeshGujarat.Com, showing how stray cows are caught by Ahmedabad Municipal Corporation(AMC) on the roads of the city.
Workers of AMC’s cattle control department are beating cows not only on their bones (which is voicing in video) but also on their very delicate organs of body (through between the two legs at backside).
One person standing on the jeep adjoining the cage-trolley is beating cows without any purpose, just for time-pass! What is the reason to beat a cow which is already inside the caged trolley?
Isn’t there any sensible alternative, any other way without cruelty and beating? What these people will do with these cows once they are taken to AMC’s jail of stray cows? It is irony that slaughter house being run by AMC and Cattle nuisance team (which catches stray cows) both fall under same wing and people are transferred from slaughter house to cattle nuisance department frequently. How a person who has worked in slaughter house will serve these cows once they are caught? In past there have been instances when captured stray cows were supplied to illegal slaughter houses. Recently one worker of AMC was suspended too on this ground. This issue is discussed in detail in Gujarati script of this page.

ગાયોની થતી ધડાધડ મારામારીનો આ વિડીઓ હાથ લાગ્યો અમદાવાદના પાલડી વિસ્તારમાં પાલડી ગામના પછવાડે.
અમદાવાદ મ્યુનિસિપલ કોર્પોરેશનના રખડતી ગાયો પકડનારા વિભાગના ટ્રેક્ટર સાથે જોડેલા બે ફરતા પાંજરા લઈને ગાયો પકડીને તેમાં ભરવાના કામમાં જોતરાયેલી ટીમ જ્યારે ગાયોને કોર્નર કરીને બેફામ રીતે મારીને પકડતી હતી ત્યારે આ દ્રશ્ય શૂટ કરવામાં આવ્યું.ગાયોને જે રીતે તેમના હાડકા પર આડેધડ રીતે લાકડીઓ મારવામાં આવતી હતી તે નજારો હૈયું હચમચાવી દે તેવો હતો. આના રીતસર ખાસ્સા અંતર સુધી અવાજો આવતા હતા. ગાય એ બિચારું મૂંગૂં પ્રાણી છે. એને તો મેગાસીટીના કાયદા ખબર નથી. એનો લાલચુ માલિક આ વિસ્તારના જૈનો ‘પૂણ્ય કમાવવા માટે’ સવારે ચાર રસ્તાઓ પર અને દેરાસરોની બહાર ઘાંસનું નીરણ કરતા હોવાથી તેના પર નભવા માટે ગાયોને છુટ્ટી છોડી મૂકે છે, એટલે ગાયો રખડતી થઈ જાય છે.ગાય કયા વાંકે માર ખાય છે ? એક વખત ચૈતન્ય શંભુ મહારાજે વાતચીતમાં કહ્યું હતું કે ગાયોને નહીં પરંતુ તેમને છુટ્ટી મુકી દેનારા તેમના પાલકોને પાંજરામા પુરી દેવા જોઇએ.
રસ્તા પર ફરતી ગાયને પાંજરામા ચડાવવા,તેને પકડવા તેના પર બળપ્રયોગ થાય છે. ઝીણવટપૂર્વક જુઓ તો વિડીઓમાં જોઈ શકશો કે એક કર્મચારી ગાયને પાંજરાગાડીમાં ચડાવવા પાછળથી બે પગની વચ્ચેથી લાકડી આંચળના નાજૂક ભાગે ફટકારે છે.તે સતત આ ક્રમ દોહરાવતો રહે છે. તો બીજી એક વાત પણ તમે વિડીઓમાં ગૌર કરીને જોઈ શકશો કે જે ગાયો પાંજરાગાડીમાં ચડી ગઈ છે તેમને જીપ પર ચડેલો એક કર્મચારી વારંવાર બેહિસાબ રીતે લાકડીથી મારે છે.તે આવું કેમ કરે છે? કોઇજ કારણ વગર, ગાયોને મારીને ટાઈમ પાસ કરે છે ?
ગાયો એક વખત રસ્તા પરથી પાંજરામાં અને પાંજરામાંથી મ્યુનિસિપાલીટીના ઢોરવાડામાં જાય પછી આ જ કર્મચારીઓનાઅને કેટલાક આનાથી પણ બદતર કર્મચારીઓના હવાલે હોય છે.ગાયોને મ્યુનિસિપાલિટીના ઢોરવાડામાંથી કસાઇને ત્યાં વેચીને વગે કરી દેવાના કૌભાંડો અવારનવાર પ્રકાશમાં આવતા રહે છે અને તાજેતરમાં આવા જ એક પ્રકરણમાં મ્યુનિસિપાલિટીના એક કર્મચારીની નોકરી પણ ગઈ હતી.
ખૂબીની વાત એ છે કે અમદાવાદ મ્યુનિસિપન કોર્પોરેશનના જે વિભાગ હેઠળ કસાઈખાનું ચાલે છે(હા અમ્યુકો કતલખાનું પણ ચલાવે છે) એ જ વિભાગ હેઠળ તેનો ગાયો પકડવાનો અને નિભાવવાનો ઢોર વિભાગ પણ આવે છે. અને કતલખાનેથી ઢોરવાડામાં કર્મચારીઓની બદલી પણ નિયમિત રીતે થતી રહે છે. આવામાં કતલખાને કામ કરતા માણસને ઢોરવાડામાં ડ્યુટી આપી દો તો એ માણસમાં આ મૂંગા જાનવર માટે લાગણી હોય એવી આશા તો કઈ રીતે રાખી શકાય ?
હવે અહીં છેલ્લે કેટલાંક પ્રશ્નો અને પરિસ્થિતિનું નિષ્પક્ષ વિવરણ. એ પરિસ્થિતિનું કે જે ઘૂંચવાયેલી છે, જે હલ માંગે છે, અને હલ ના આવવાના કારણે આ ગાયો માર ખાય છે.
- ગૌ પાલકો કહે છે કે તેઓ તો પાલડી ગામ, વાસણા ગામ, વેજલપુર, ઘાટલોડીયા, નારણપુરા ગામમાં પરાપૂર્વથી વસતાં હતા. આ દરેક ગામમાં ગૌચર હતા.ધીરે ધીરે અમદાવાદ મોટું થતું ગયું, અને આ ગામો અમદાવાદ શહેરનો ભાગ બનવા લાગ્યા.આવામાં આ ગામોના ગૌચર(પશુઓના ચારા માટે અનામત-રિઝર્વ રાખેલી જમીન એટલે ગૌચર. ગુજરાતમાં ગામેગામમાં ગૌચર જમીન હતી અને છે, જેના પર ઈન્ડસ્ટ્રીથી માંડીને રહેણાંકના, બીલ્ડરોના કાયદેસર, ગેરકાયદેસર દબાણો થતાં જ રહે છે. અમદાવાદની નજીક સાયંસ સિટી છે એ ગૌચર પર બનેલી છે. ગુજરાતની ગૌચરપ્રથા પર ક્યારેક દેશગુજરાત પર વિસ્તારથી લેખ આપીશું)ગયા.પશુપાલકોની દલીલ છે કે ‘શહેર તો પછી આવ્યું, અમે તો અહીંજ અમારા ઢોર સાથે જીવતા હતા, તમે અમારા ગૌચર લઈ ગયા, ગાયને રોજ ચાલવા મોકલવી પડે, અમે શું કરીએ?’ ભૂતકાળમાં પશુપાલકો અને અમ્યુકો વચ્ચે એવી ચર્ચા પણ થઈ હતી કે તેમને અમદાવાદની બહાર પીરાણા તરફ એક જમીન આપી દેવામાં આવે જ્યાં તેઓ પોતાની ગાયો રાખી શકે. મુંબઈની આરે કોલોની જેવા આ કોન્સેપ્ટમાં પશુપાલકોને પશુપાલનની તમામ સુવિધાઓ મળી શકે, અને તેઓએ ગાયોને શહેરની બહાર કાઢી દેવાની. આ મામલે પછીથી પશુપાલકો અને અમ્યુકો વચ્ચે કોઇ પ્રગતિ સધાયા હોવાના અહેવાલ નથી.
-આખા પ્રકરણમાં એક હિસ્સો અમદાવાદના જીવદયાપ્રેમી જૈનોનો પણ છે. સવારના પહોરમાં દેરાસર જતી વખતે ગાયોને ઘાંસ ખવડાવીને તેઓ પુણ્ય કમાઈ લેવા માંગે છે.અને દેરાસર પાસે આના માટે ઘાંસ નીરવા માટે પ્રોફેશનલ માણસો પણ ત્રણ્ પૈડાની પગ રિક્ષા લઈને હાજર હોય છે. ભૂતકાળમાં અમ્યુકોએ આવા ઘાંસ નીરણને અમદાવાદની હદમાં પ્રતિબંધિત કર્યું હતું પરંતુ એનું થોડો સમય જ અમલીકરણ થયું અને હવે પાછું ફરી પહેલાની જેમ બધું જેમનું તેમ જ ચાલે છે. અને જૈનો મફતમાં ઘાંસ નીરણ કરતા હોય ત્યારે તેનો લાભ પોતાની ગાયને મળે તે માટે પશુપાલકો ગાયોને છોડી મૂકે છે(ભેંસોને કદી નથી છોડતા,કારણકે લોકો માત્ર ગાયને જ પવિત્ર ગણે છે અને ભેંસને નીરણ નાંખતા નથી). શ્રાવણ મહિનામાં તો આ પ્રવ્રુત્તિ પરાકાષ્ઠાએ હોય છે અને ઠેર ઠેર રસ્તાઓ પર ઉભેલી ગાયો દેખાય છે,ઘણી ગાયો તો રસ્તાની વચ્ચેવચ શાહીઠાઠથી બેઠી હોય છે.પછી અમ્યુકોની પાંજરાગાડી આવે છે અને ગાયોને માર પડે છે.એ દરેક વર્ષનો ક્રમ છે કે અમ્યુકો ગાયોને પકડે અને જન્મષ્ટમી આવે એટલે પશુપાલકોનો અમ્યુકો કચેરી પર મોરચો નીકળે કે જેમાં છેવટે એવું સમાધાન થાય કે જે અનુસાર જન્માષ્ટમી નિમીત્તે ગાયોને છોડી મૂકવામાં આવે. જોકે પાછલા બે વર્ષથી આ શિરસ્તો અમ્યુકોએ બંધ કર્યો છે.
-ગૌપાલક રબારીઓની એક ખાસિયત છે ક જ્યાં ગાય પકડવાની પાંજરાગાડી આવે, ત્યાં બાઈકો ને સાઈકલો લઈને તેની પાછળ પાછળ ફરવાનું. રબારીઓનું આખું ટોળું આ રીતે પાંજરાગાડીની પાછળ પાછળ ફરે. પાંજરાગાડીઓ અને સ્ટાફને પોલીસ પ્રોટેક્શન હોવાના કારણે રબારીઓ મારામારીથી દૂર રહે, અન્યથા ભૂતકાળમાં એવું બન્યું છે કે પોલીસ ના હોય ત્યારે પાંજરાગાડીવાળા સ્ટાફ પર હુમલો પણ થયો હોય અને લોહી વહ્યું હોય.અમદાવાદના સરખેજ-ગાંધીનગર હાઈવે વિસ્તારમાં ઠેર ઠેર સ્થાનિક નગરપાલિકા તંત્રે સાઈન બોર્ડ મૂકેલા છે જેમાં લખેલું છે, કે રખડતા ઢોર પકડવા માટે આ ફોન નંબર પર સંપર્ક કરો. રબારીઓએ આવા દરેક સાઈન બોર્ડમાં જ્યાં તંત્રનો ફોન નંબર લખ્યો હોય તેના પર રાત્રે આવીને કાળો પાકો રંગ લગાવી દીધો છે.
-અને એક રસપ્રદ પહેલુ એ પણ છે કે અમ્યુકોની ગાડી ગાયોને તો પકડે છે પણ રખડતા આખલાને પકડી શકતી નથી કારણકે આખલા સામા થાય છે અને પકડનાર કર્મચારીને લોહિલુવાણ પણ કરી શકે છે. આવા આખલાઓનો ત્રાસ પણ રસ્તાઓ પર રહેતો હોય છે.
એ વાત તો સાચી જ છે કે ગાયો રસ્તા પર બેસે, ટ્રાફીકને અડચણરુપ રહે, ક્યારેક તેના શીંગડાના પ્રહારથી નિર્દોષ માણસનું મોત થાય તો એ બધું નિવારવું તો જોઇએ. પણ કઈ રીતે? એવો કાયમી અને દીર્ધકાલીન ઉપાય થઈ શકે કે શહેરની બહાર પશુપાલકો માટે કોલોની હોવી જોઇએ કે જેમાં સારામાં સારે પદ્ધતિથી ગાયોનો ઉછેર થઈ શકે.અને આ તો દીર્ધકાલીન ઉપાયની વાત થઈ પરંતુ વહેલામાં વહેલી તકે , પહેલામાં પહેલું એટલું તો કરવું જ જોઇએ કે ગાયોને પકડવાની રીતરસમનો વિકલ્પ વિચારાવો જોઇએ.

આ સાચો મુદ્દો છે. પાંજરામાં ખરેખર તો કોને પૂરવા જોઈએ ?

કે પછી
(૨) તેમને છુટ્ટી મૂકી દેનારા પશુપાલકોને ?
(૩) તેમને નિર્દયતાથી પકડનારા આ લોકોને ?

There was a news recently that highcourt had ordered to catch all stray cows in city, so this staff is doing it’s duty but at the same time they can not break the law of animal cruelty. They are visibaly breaking one law to protect the other law. At some instance they are beating cows without logic or reason. This is punishable.

Ahmedabad, March 20: DEPUTATION of police inspectors Kishanlal Makwana and Lalsinh Rathod exclusively for the Cattle Nuisance Control Department (CNCD) of the Ahmedabad Municipal Corporation (AMC) under deputy superintendent of police N V Munia has boosted the morale of squads going out for capturing stray cows.
But the cops who reported for duty three weeks ago are yet to get any weapons without which deterrence is not possible.
Officials in CNCD say that though cattle control squads are using the existing number of protection force, they would be able to keep the trolley-chasing cattle owners at bay once the new police personnel are provided with weapons. “We had written to the police department some time ago about early issuance of weapons to police posted with CNCD so that effective capturing operations could be started,” said Munia. Reminders sent for early despatch of weapons have so far gone unheard.
Attacks on CNCD squads were commonplace in the recent past, so much so that a number of squad members sustained severe injuries and had to be hospitalised. One of them even died of shock as a consequence of such an attack in Kubernagar some months ago. This had forced the AMC to expedite the process of providing more police protection to the squad members. Accordingly, request was made for sending senior police personnel on deputation to the AMC.
Munia said that the personnel were undergoing a short-term training. “The process of getting arms for these inspectors is in progress besides the regularisation of their deputation in the AMC,” he said.
A police chowky, especially for taking up complaints regarding attacks on CNCD teams, is being set up at J L High School near Dhalgarwad, he added.
The inspectors had presented themselves for duty on January 31 following clearance of their deputation by the director-general of police a week before that.
Currently, four CNCD teams go out in a day and capture around 40 cows daily.

i have sympathy for these cows but not for the owners. the rabaris are responsible for this. u r showing how they r beating the cows but y dont u show the chaos in traffic these cows create? so many people have collided into the stray cattle and have been badly injured, i myself admitted a young boy to medilink hospital when rammed a into cow’s horns and sustained grave head injury. if u have so much sympathy for these cows then go n teach those rabaris. i dont have any complaints with these amc officials becoz amdavadis can only learn the hard way. they leave their cattle astray n then these cows block the traffic, dump their heads in garbage bins and spread the stink on the roads. if u cannot afford the cattle y do u keep it? cows ni dekhbhaal nathi kari shakta to bhukto. gaay nu doodh kaadhi levu chhe pan ene chaaro nathi khavdavo, rasta par rakhadti muki devi chhe ane pachhi govt. ne gaalo devi chhe. jo amdavad ne sudhaarvani jaraay ichha hoy to strict to thavuj padse.
