અહીં એક માઠી વાત લખવાની છે. ગુજરાતમાં નક્સલ પ્રવૃત્તિના પ્રવેશનો તખતો તૈયાર થઈ ગયો છે. બલકે કહી શકાય કે નકસલવાદ લગભગ પ્રવેશી ચૂક્યો છે. બધાની ધારણા એ હતી કે નકસલવાદના ગુજરાતમાં પગરવ દક્ષિણ ગુજરાતમાં થશે પરંતુ નકસલવાદનો અંદેશો આપતી નકસલવાદ જેવી પહેલી મોટી ધટના ઉત્તર ગુજરાતમાં બની છે.
ઉત્તર ગુજરાતના ઈડરથી રાજસ્થાન તરફ જવાના રસ્તે પોળો અને વિજયનગરના ગીચ જંગલો આવેલા છે. અહીં નવ ફેબ્રુઆરીએ આદિવાસીઓના એક ટોળાએ ગુજરાત રાજ્યના વનવિભાગ હસ્તકના જંગલમાં પ્રવેશીને ત્યાંના વૃક્ષો કાપી દીધા. સમથળ થયેલી જગ્યા પર વાંસનુ છાપરાવાળુ ઝુંપડુ બાંધી દીધુ. ટોળા પાસે ચપ્પા, ધારિયા, તલવાર, લાઠીઓ, ફરસી જેવા હથિયારો હતા.
તેર ફેબ્રુઆરીએ આદિવાસીઓએ જંગલ ખાતાની ઓફિસ પર હુમલો કર્યો છે. જેમાં વળતા ફાયરીંગમાં બે આદિવાસીઓના મોત નીપજ્યા છે. સામે જંગલખાતાના ચાર માણસો ઘાયલ થયા છે.

આદિવાસીઓના હિંસક અતિક્રમણ અને હુમલાનું નેતૃત્વ બામસેફ નામની સંસ્થા દ્વારા થઈ રહ્યુ છે. બામસેફનું પૂરુ નામ ‘બેકવર્ડ એન્ડ માઈનોરીટી કોમ્યુનીટીસ એમ્પ્લોઈઝ ફેડરેશન’ છે. આમ તો બામસેફ એ માયાવતીવાળી બહુજન સમાજ પાર્ટીનું મજદૂર યુનિયન છે પરંતુ તેનું એક યુનિટ ચાલે છે જેનું નામ છે મૂળનિવાસી સેના. આ મૂળનિવાસી સેનાની વિભાવના એવી છે કે ભારતમાં વસતા દલિત, આદિવાસીઓ, વટલાયેલા આદિવાસીઓ એ બધા ભારતના મૂળ નિવાસીઓ છે અને બાકીના બધા આર્યો છે કે જે બહારથી ચડી આવ્યા હતા.
આવી વિચારધારા સાથે કામ કરતી બામસેફનું ગુજરાતના આદિવાસીઓ વચ્ચે સૂત્ર છે શિક્ષણ, સંગઠન અને સંઘર્ષ. બામસેફ આદિવાસીઓમાં બાબાસાહેબ આંબેડકર, પેરીયાર, ઈવી રમાસ્વામી, બીરસા મુંડા, છત્રપતિ શાહુજી અને જ્યોતિરાવ ફૂલેની વિચારધારાના પુસ્તકો, ભારતકો ગુલામ બનાનેકા કાર્યક્રમ, પુના પેક્ટ; ૧૯૩૨કે દુષ્કર્મ જેવા પુસ્તકો વહેંચે છે. જંગલમાં બામસેફની છાની છપની ભરાતી નિયમિત મિટંગોમાં બિનઆદિવાસીને પ્રવેશ નથી મળતો. ભડકાઉ ભાષણો કરવામાં આવે છે કે જંગલની જમીન જંગલ ખાતાની નહી પણ આદિવાસીઓની છે. મૂળ આદિવાસીઓ આ જંગલના હકદાર છે બીજા નહી. ગોળી ખાઈશું, મરી જાશું ને મારશું પણ જંગલનો કબજો લઈને જ રહીશું.
નવમી ફેબ્રુઆરીના હુમલા પહેલા કોંગ્રેસી સાંસદ મધૂસૂદન મિસ્ત્રી અને બામસેફના સ્થાનિક નેતા ખેરવાડા ગામના રમેશ નિનામાએ વિજયનગર આર્ટસ કોલેજમાં સાંજે જંગલની જમીન લઈ લેવા અંગે મિટીંગ ભરી હતી જેમાં ભડકાઉ અને ઉશ્કેરણીજનક વાતો થઈ હતી. આ સાબરકાંઠાનો કોંગ્રેસી સાંસદ મધૂસૂદન મિસ્ત્રી નકસલી ટાઈપ છે. હવેની લોકસભાની ચૂંટણીમાં જીતવુ હોવાથી ઠેર ઠેર આદિવાસીઓને ભડકાવનારી મિટીંગો કરે છે. એમને ખબર પડી ગઈ છે કે વિધાનસભાના ઈલેક્શન રિઝલ્ટને જોતા એ હવે લોકસભાની બેઠક પર હારે એમ છે એટલે આદિવાસીઓની ઠેર ઠેર મિટંગો ભરીને તેમને શાસન સામે ઉશ્કેરી શાસન અને આદિવાસીઓને સામસામી લાવી દેવાનો ખેલ ખેલી રહ્યા છે. ખ્રિસ્તી મિશનરી સાથે છે.

આદિવાસીઓના જંગલની જમીન પરના હુમલાની આખી ઘટનાનું બેકડ્રોપ સમજીએ તો ભારત સરકારના આદિવાસી મામલાઓના મંત્રી એક ખ્રિસ્તિ વ્યક્તિ છે. પી આર કીન્ડીઆહ નામથી ઓળખાતા આ ભારતના આદિવાસી બાબતોના મંત્રીનું પૂરુ નામ પેટી રીપલ કીન્ડીઆહ છે. સોનિયા ગાંધીએ પોતે તેમને કેન્દ્રના આદિવાસી બાબતોના મંત્રી બનાવ્યા છે એવું તેમણે રીડીફ.કોમના ઈન્ટરવ્યૂમાં પોતે જ કીધુ છે. સોનિયા ગાંધીને શું રસ પડ્યો કે વાયએસઆર રેડ્ડીને(યેસુ સેમ્યુઅલ રાજશેખર રેડ્ડી) આંધ્રપ્રદેશમાં કોંગ્રેસ જીતીતો મુખ્યમંત્રી બનાવ્યા, એકે એન્ટની(અરકાપરમ્બીલ કુરિયન એન્ટની)ને સંરક્ષણ મંત્રી બનાવ્યા કે પેટી રીપક કીન્ડીઆહને ભારતના આદિવાસી વિકાસ મંત્રી બનાવ્યા? તમે વિચારો, કે આખા ભારતમાં આદિવાસી વિસ્તારોમાં જબરજસ્ત ખ્રિસ્તીકરણ ચાલી રહ્યું છે ત્યારે ભારતના આદિવાસી બાબતોના મંત્રી કેમ સોનિયા ગાંધીએ એક ખ્રિસ્તિને બનાવ્યા છે? એજન્ડા બહુજ સાફ છે.
સોનિયા નિયુક્ત કેન્દ્ર સરકારના ખ્રિસ્તિ આદિવાસી બાબતોના પ્રધાને આદિવાસીઓને જંગલની જમીન આપવા માટે ફોરેસ્ટ એક્ટ પસાર કર્યો છે જે અનુસાર ૨૦૦૫ ડિસેમ્બર પહેલા જે આદિવાસી જંગલની જમીન પર ખેતી કરતો હોય તેને તે જમીન આપી દેવાની રહે છે. અગાઉ આવો જ કાયદો ૧૯૮૦ પહેલા આદિવાસીઓ જંગલની જમીન પર ખેતી કરતા હોય તો તેમને જમીન આપી દેવાનો થયો હતો હવે ફરીથી ૨૦૦૫ સુધીની જમીનોનો કાયદો આવતા જંગલ નાના ને નાના થતા રહે અને આદિવાસીને જમીનો મળતી જ રહે એવા રાજકીય લાભ માટેના કાયદા આવતા રહે છે. ૨૦૦૫ સુધીની ખેડાતી રહેલી જમીન આદિવાસીઓને કાયદેસર ખેતી માટે આપી દેવાનો કાયદો થતા આદિવાસીઓ હવે એવુ ઈચ્છે છે કે તેઓ જંગલની જે જમીન ૨૦૦૫ પહેલા ખેડતા હતા પણ પછી જંગલ ખાતાએ તે ગેરકાયદે હોવાથી તેમની પાસેથી લઈ લીધી અને ત્યાં નર્સરી કે વૃક્ષારોપણ કે એવું જે પણ કર્યું તેને ખેદાન મેદાન કરીને જમીન પાછી લઈ લેવી અને ૨૦૦૫ પહેલા ખેડાતીજ હતી એમ ઠેરવીને એ જમીન કાયદેસર રીતે મેળવી લેવી.
અલબત્ત અહીં નોંધવુ ઘટે કે આદિવાસીઓને નવા કાયદા મુજબ જંગલની જમીન માત્ર તેઓ ૨૦૦૫ પહેલા ખેડતા હતા એટલા માત્રથી નથી મળી જતી. તેમણે બે ડોક્યુમેન્ટ આપીને પુરવાર કરવુ પડે છે કે તેઓ ખેડતા હતા. અથવા તો પછી ગામનો કોઈ વડીલ વ્યક્તિ કહે કે ખેડતા હતા તો જમીન મળે. જમીન મળતા પહેલા ગ્રામસભાએ જમીન આપવાની મંજૂરી આપવી પડે. ગ્રામસભાનું કોરમ થયેલું હોવુ જોઈએ. ગ્રામસભાની મંજૂરી બાદ પણ જમીન આપવાની પ્રક્રિયા ત્રણ કમિટીઓમાંથી પસાર થાય છે. હજુ આ કમિટીઓ બની ન હોવાથી ગુજરાતમાં ફોરેસ્ટ એક્ટ ૨૦૦૬નો ભારતની કોંગ્રેસ સરકારે કરેલો ફતવો અમલી થયો નથી.

હવે સૌથી મહત્વની વાત. આદિવાસીઓના બામસેફના ગ્રુપે કરેલા હુમલામાં તીર, તલવાર, ધારિયા, ફરસી, ડંડા જેવા હાથવગા હથિયારોનોજ ઉપયોગ થયો છે.અહીં બંદૂક, ડીટોનેટર, બોમ્બ, ડાયનેમાઈટ, લેન્ડમાઈનનો ઉપયોગ થયો નથી. પરંતુ મિશનરીઓ અને લેફટીસ્ટ ઉદ્દામવાદીઓના નેટવર્કથી જો ઝડપથી જ તેમની પાસે આ પ્રકારના હથિયારો આવી જશે તો પછી ગુજરાતમાં નકસલવાદ ઓફિશીયલી શરૂ થઈ જશે.
પૂર્વ ભારતના પીપલ્સ વોર ગ્રુપ જેવા નકસલી સંગઠનો ગુજરાતમાં નકસલવાદ વિસ્તરે એ માટે ક્યારનાય તલપાપડ છે. પાછલા વર્ષે પૂના સ્થિત ભારતીય સેનાના સધર્ન કમાન્ડે સરકારને જે ઈન્ટેલીજન્સ રિપોર્ટ સોંપ્યો હતો એમાં સ્પષ્ટ ઉલ્લેખ હતો કે નકસલવાદીઓએ હવે તેમની પ્રવૃત્તિ ગુજરાતમાં વિસ્તારવી છે. આ વિગત ત્યારે મુંબઈના ટાઈમ્સ ઓફ ઈન્ડિયામાં પ્રકાશિત થઈ હતી. એ જ રીતે તાજેતરમાં ઈન્ડિયન એક્સપ્રેસ તથા તહેલકા મેગેઝીનોએ નકસલવાદના આગામી સંભવિત નવા ક્ષેત્રોનો નકશો પ્રકાશિત કર્યો હતો એમાં ગુજરાતનો સમાવેશ થતો હતો. ભારતનો ત્રીસ ટકા વિસ્તાર નકસલવાદથી પ્રભાવિત છે. પૂર્વ ભારતના બસ્તર વિસ્તારમાં આઠ હજાર નકસલી હથિયારબંધ સેનાનીઓ થઈ ચૂક્યા છે. કિલોમીટરોના ક્ષેત્રોમાં સરકારી વ્યક્તિ જઈ શકતી નથી. નકસલવાદીઓ પોતાના સમાંતર ટેક્સ ઉઘરાવે છે. બસ્તરમા નકસલવાદીઓને ફાયરીંગની અને રસ્તેથી જતા વાહન ઉડાડવાની ટ્રેનીંગ આપવામાં આવે ત્યારે કોઈ પૂંઠાનુ પૂતળુ મૂકીને નહી પણ સરકારી અધિકારીને ઉભો રાખીને તેને ગોળી મારીને લાઈવ ટાર્ગેટથી ટ્રેનીંગ આપવામાં આવે છે. (ગુજરાતના પોળોનો ઘટનાક્રમ પૂર્વ ભારતના નકસલવાદની માફક લેફ્ટીસ્ટ માઓવાદીઓ પ્રેરિત નહી પરંતુ બહુજન સમાજ પાર્ટીના મજદૂર સંઘ બામસેફ પ્રેરિત છે. જોકે માત્ર આટલા ફર્ક સિવાય અમલના સ્તરે બધુ માઓવાદીઓ જેવુ જ છે.ગુજરાતના પોળોના પ્રશ્નમાં જો લેફ્ટીસ્ટ પરિબળો હોત તો ભયંકર ચિંતાની વાત હોત કારણકે લેફ્ટીસ્ટ ઉદ્દામવાદીઓનું નેટવર્કીંગ બહુજ જબરજસ્ત છે એટલે અન્ય ઠેકાણે ચાલતી માઓવાદી મૂવમેન્ટનો સરંજામ તુરંત ગુજરાતમાં આવી પહોંચત. જો કે હાલ ભલે ગુજરાતના પોળોનો આદિવાસી ઉદ્દામવાદ બામસેફનો છે પરંતુ હવે અહીં પોલુ ભાળતા તુરંત લેફ્ટીસ્ટ માઓવાદીઓના દૂત આવી પહોંચે એવી શક્યતાઓ તો છે જ.)
હાલ તો વિજયનગર-પોળોના જંગલમાં એસઆરપી ખડકી દેવામાં આવી છે. જંગલખાતાના અને પોલીસના ઉચ્ચાધિકારીઓ અહીં આવી પહોંચ્યા છે. ઉદ્દામવાદી આદિવાસીઓના જૂથ હુમલા કરવા માટે એકબીજાનો સંપર્ક ન કરી શકે તે માટે મોબાઈલ ફોન બંધ કરવામાં આવ્યા છે એવો પણ અહેવાલ છે.ગુજરાત સરકારે આદિવાસીઓ વચ્ચે પોતાનું જબરજસ્ત જાસૂસી તંત્ર ગોઠવવાની જરૂર છે. ગુજરાતમાં આ અમંગળ થઈ રહ્યું છે.

તા.ક. પોળોના જંગલ નજીક પોલીસ ગોળીબારમાં ઘાયલ થયેલા ત્રણ આદિવાસીઓ કે જે અમદાવાદની સિવીલ હોસ્પિટલમાં ભરતી છે તેમની મુલાકાત લેતા તેમણે કહ્યું કે તેમના બામસેફના નેતા ભીલોડા તાલુકાના ચિત્રોડી ગામના બીએમ લટ્ટા છે. આ બીએમ લટ્ટા જામનગરમાં ગુજરાત સરકારની સેલ્ટેક્સની નોકરી કરે છે. બીએમ લટ્ટા દરેક અઠવાડિયે પોળોના જંગલના આદિવાસી વિસ્તારમાં આવીને મિટીંગો લે છે. એ ઉપરાંત અવારનવાર આદિવાસીઓની મિટીંગ લેવા ગુજરાત બહારથી બામસેફના દસેક અલગ અલગ માણસો આવે છે.
ઘાયલો સાથે વાતચીતમાં જાણ્યુ કે પોલીસે/જંગલ ખાતાએ બળાત્કાર ગુજાર્યો હોવાની વાત સદંતર જૂઠ્ઠી છે. ત્રણ ઘાયલ પૈકી એક નરેશ નામના આદિવાસીને પૂછ્યું કે શું શું થયુ હતુ તો તેણે કહ્યું કે બળાત્કાર થયો હતો. જ્યારે પૂછ્યું કે બળાત્કારમાં શું થયુ હતું તો તેણે કહ્યું કે પોલીસનો વિરોધ કરતી આદિવાસી મહિલાઓને પોલીસે રાયફલનો ગોદો બતાવ્યો હતો. પૂછયું કે શું આને બળાત્કાર કહેવાય? તો નરેશ કહે કે હા. બીજા બે ઘાયલ આદિવાસીઓને પણ પૂછયું કે તમે કહો છો કે આદિવાસી મહિલાનો પોલીસે બળાત્કાર કર્યો હતો તો એ મહિલા કોણ અને શું કર્યું હતુ પોલીસે એની સાથે તો આ બે આદિવાસીઓ પણ આનો જવાબ આપી શક્યા ન હતા અને ચૂપ રહ્યા હતા. આદિવાસીઓના આ નિવેદનો ઓડિયો રેકોર્ડિંગમાં છે. પોલીસ-જંગલખાતાવાળા એક અઠવાડિયાથી આદિવાસીઓ સાથે રીતસર ધીંગાણુ ચાલતુ હોય અને આઈજીપી, ડીએસપી, એસીએફ કક્ષાના અધિકારીઓ હાજર હોય ત્યારે બળાત્કાર કરે એ વાત બિલકુલ હંબગ છે. આવી બિનપાયાદાર વાતો ઉછાળીને નકસલવાદના અંગારાને પવન આપવાનું કામ કરનારાઓ પણ છે આપણે ત્યાં.
-બીજી વાત એ લખવાની કે ઉપર લેખમાં આંધ્રપ્રદેશમાં સોનિયા ગાંધીએ બનાવેલા ખ્રિસ્તિ મુખ્યમંત્રીની વાતનો ઉલ્લેખ કર્યો છે. આ મુખ્યમંત્રીએ તાજેતરમાં વિધાનસભામાં રાજ્યપાલના ઉદબોધનનો ઉપયોગ કરીને એવી વાત જાહેર કરી છે કે આંધ્રપ્રદેશ સરકાર હવેથી અહીંના ખ્રિસ્તિઓને પણ મધ્યપૂર્વના ખ્રિસ્તિ ધર્મસ્થાનની જાત્રા કરવા માટે સબસીડી આપશે. ઉલ્લેખનીય છે કે આંધ્રપ્રદેશમાં બે ટકા કરતા પણ ઓછી વસ્તી ખ્રિસ્તિ છે અને તેમ છતા સોનિયા ગાંધીએ ખ્રિસ્તિ મુખ્યમંત્રી મૂક્યા છે. ચાલો માનીએ કે એ તો બંધારણ પ્રમાણેની પ્રોસેસથી જ મુખ્યમંત્રી બન્યા છે પણ જુઓ હવે તે ખ્રિસ્તિ જાત્રાના સ્થળોએ જવા માટે લોકોના ટેક્સના રૂપિયે સબસીડી આપવાની જાહેરાત કરી ચૂક્યા છે.

Naxalites have Rs 60-cr budget for ’struggle’

New Delhi: The CPI (Maoist) has a budget of no less than Rs 60 crore for carrying out its armed struggle during 2007-09.
And of that, Rs 42 crore is earmarked for arms, ammunition and explosives, Rs 2 crore for intelligence gathering, an indicator of how Naxalites are prepared to pay an entrenched ring of informers. The remaining amount is allocated for transportation, computer training, propaganda and documentation.
The revelations came from Misir Besra, a top-rung Maoist leader who was arrested in Jharkhand recently. The statements by Besra, also known as Sunirmal, are significant in view of Friday’s attacks in Orissa as Besra, a “politburo” leader, had specifically spoken of police stations in the state being on the Naxalite hitlist, along with a few individuals, politicians and officers in Jharkhand and Chhattisgarh.
The Nayagarh attack points to the authenticity of Besra’s “product”. If his comrades knew of his arrest, the determination to still go ahead with the attack speaks volumes of the confidence and gumption of the ultras.

All beloved citizen of india and Jai Garvi Gujarati…. Polo forest is one of most beautiful forest in North Gujarat. it has wonderful history and geographical status. As per Polo forest and its area concern…Polo forest is targeted by BAMCEF’s so called activist. ( 1 ) if it is an employee union than what is doing in Forest ? forest does not have any employee. ( 2 ) Why targeted Polo forest ? ( 3 ) if BAMCEF is really interested in tribal upliftment than why they collected Rs. 500/- per family to be a member and giving right to encroach the forest.
( 4) Are BAMCEF is an authority to give land to tribal in just Rs. 500/- . Forest is a national property. who is selling national property?
( 5 ) If BAMCEF is really interested to help tribal community named “Mul Nivasi” than what is the meaning of it…Mul nivasi means staying in the forest..not destroying own house..home..or surrounding..it is a worst plan of action to help local community. ( 6) if BAMCEF leaders are real means of leader..think about tribal’s livelyhood, way of life of tribal community ” Mul Nivasi”. ( 7) If BAMCEF is really interested to help mul nivasi then where is the methodology to keep sustain mul nivasi without forest, water for irrigation, fuel wood, fodder for cattle, minor forest products………on which tribal is know “Mul Nivasi”. lot more to say…..chopping a forest and creating mob and attack on National Property and claiming right is nothing but just…..Politics….Shame on you….for your own power for rule and selfishness…. Perintalmanna: Police arrested Mohammed (33) and Haneefa (35) in connection with a Rape of a 15 year old Tribal(hindu) girl here in Thazekode Tribal Colony.Kerala
The Muslim youth lured the Tribal girl’s father by offering him Alcohol and got inside the home. The mother of victim, who came by hearing the cry of girl twarted the attempt.
If the Tribals in southern forest off Kerala under Missionary Menace, those in Northern forests are facing threat of sexual exploitation from Jihadis & missionaries.
