When Kankariya lake front project’s construction work was kicked off by chief minister shri Narendra Modi, Ahmedabad Municipal Corporation had put a signboard at the site of construction that was showing deadline, cost and end date of this project. This was admirable step towards transparency and efficiency.

In the sign board, it was written that inaugurated on 6th of December 2006, this project would be finished within a year’s time limit on or before 6 December, 2007. Cost of this project was declared as Rs. 2637 lakh ( 26.37 crore Rs. or 260 million Rs.).

So everything was sounded good initially.
But then ? our same system, our same people, our same problems and our same style of work !! The result ? Well, project has yet not completed even after three months of pre-announced deadline!!

Obviously, municipal authority didn’t want to make mockery of itself, so they removed this signboard after they crossed the deadline!! Thank God, DeshGujarat’s camera had clicked a photo of this signboard earlier, and that is here on this page.

So the photo above tells what were the projections when Kankaria lake front project was started. If we compare details in signboard with current realities. The results are following.

-Today (on 1st of March 2008) project has not finished. Looking at current pace of work, project will be completed atleast after a year from now. So 12 months time limit that was announced earlier may stretch up to 24 months.

-Cost of the project has escalated and has reached to 35 crore Rs Compare to 26 crore Rs as projected earlier. Delayed projects generally bring such escalation.

And we want to compete China for development!!

અમદાવાદના કાંકરિયા લેક ફ્રન્ટનો પ્રોજેક્ટ જ્યારે શરૂ કરવામાં આવ્યો ત્યારે તેમાં સૌથી સારી બાબત એ જોવા મળી હતી કે કંસ્ટ્રક્શનની સાઈટ પર સાઈન બોર્ડ મૂકવામાં આવ્યુ હતુ જેમાં એ દર્શાવેલું હતું કે કાંકરિયા લેક ફ્ર્ન્ટનો પ્રોજેક્ટ ક્યારે પૂરો થશે.સાઈન બોર્ડમાં લખ્યા પ્રમાણે કામકાજ ૬ ડિસેમ્બર ૨૦૦૭ના દિવસે પૂરુ થવાનુ હતું. ૨૬ કરોડના ખર્ચે પૂરુ થવાનુ હતુ અને બાર મહિનાના સમયગાળામાં પૂરુ થવાનું હતુ.

પરંતુ કામકાજ પૂરુ થવાની તારીખ છ ડિસેમ્બર ૨૦૦૭ને હવે ત્રણ મહિના વીત્યા છે અને કાંકરિયા લેક ફ્રન્ટનું કામ પૂરુ થયુ નથી. આ કામ હજુ તો બીજુ એક વર્ષ ચાલે તેમ છે(હમણાં જ કાંકરિયાની ફરતે ફરનારી ટ્રેનનો ઓર્ડર બ્રિટિશ કંપનીને આપવામાં આવ્યો છે અને ટ્રેન આવતા ને ઈરેક્ટ થતા એક વર્ષ થાય તેમ છે). ઉપરાંત યોજનાનો ખર્ચ સાઈન બોર્ડ લગાવ્યુ હતુ તેમાં ૨૬ કરોડ લખ્યો હતો તે હાલના તબક્કે અંદાજીત ૩૫ કરોડે પહોંચ્યો છે.

ચાલો આ તો વાત થઈ કે પ્રોજેક્ટનું શું થયું ? પરંતુ જો વાત કરીએ કે પેલા સાઈન બોર્ડનું શું થયું ? તો મ્યુનિસિપલ કોર્પોરેશને પોતાની આબરૂ ન જાય તે માટે સાઈન બોર્ડને સાઈટ પરથી ખસેડી લીધું છે. સાઈન બોર્ડ આજ કાલમાં નહીં પણ ૬ ડિસેમ્બર ૨૦૦૭ની ડેડલાઈન ન સચવાઈ એટલે એની આસપાસના દિવસોમાં ખસેડી લેવામાં આવ્યું છે. ભગવાન જાણે કે એ સાઈન બોર્ડની દશા અત્યારે શું છે(અને પ્રોજેક્ટની દશાનું પણ એવું જ છે)! ઉપર આપ એ સાઈન બોર્ડની તસવીર જોઈ શકો છો. દેશગુજરાત.કોમના કેમેરાએ આ તસવીર સાઈન બોર્ડ હટાવી લેવામાં આવ્યું એ પહેલા પાડી લીધી હતી.

આપણા નેતાઓ, મેયર, અધિકારીઓ વિકાસના કામોમાં વિદેશની બરાબરી કરવાની વાતો કરીને એની આડશમાં માત્ર વિદેશના લખ્ઝુરિયસ-એક્ઝોટિક ટૂર કરી આવે છે. હકીકતમાં આપણી સિસ્ટમ, આપણા વિકાસના કામો એની ઝડપ એની એ જ કાચબા જેવી મંથર ગતિની રહે છે. પ્રોજેક્ટ પૂરો થવાની તારીખના સાઈનબોર્ડ લગાવવાનું વિદેશના વાદે આપણે અપનાવીએ છીએ પરંતુ પછી એ તારીખે પ્રોજેક્ટ પૂરો ન થાય એટલે અસ્સલ આપણી સ્ટાઈલમાં આપણે સાઈનબોર્ડ ગાયબ કરી દઈએ છીએ. અને આપણે ચીનને માત આપવી છે!!
