Gujarat Chief Minister Narendra Modi, in his first reaction to Ahmedabad illicit liquor tragedy, released a statement on Thursday evening. Here is a full text of his statement, translated to English:

Chief Minister Modi’s appeal to the people of Gujarat

Recently there has been an unfortunate tragedy, because of which Gujarat is shocked, and personally I too feel great pain.

As a reaction to this tragedy it is natural for citizens to feel angry and I have total sympathy towards the families of the victims. My condolences are with them.

I promise the citizens of Gujarat that my government is determined to get to the root of this problem and those responsible will face an unimaginable punishment. The government will not concede in this matter. But we don’t want to stop there, because this problem has always ruined the lives of poor people. I don’t wish to raise a discussion on what did and did not happen under past governments.

The state government has immediately put a probe panel in action. This panel has been requested to not only find out the truth about this incident but to also suggest a long term remedy to free Gujarat from this problem.

In this context, I appeal to the leaders of our society and the citizens to present their suggestions freely before this commission. This commission will complete its task speedily and the state will implement all possible suggestions to pull the state out of this illness.

So far as the law and order situation is concerned, the state government has taken all necessary actions. Anyone guilty will not be spared.

We have tried our best to save the lives of the poor victims. We have worked in the best possible manner to provide them with the proper treatment immediately in our hospitals.

This tragedy is as unfortunate as it serious. Gujarat is today on the path of development in all sectors. Gujarat’s peaceful atmosphere is one of the major factors contributing to this status. Gujarat has seen many calamities. We always come out from the calamities with our wisdom.

But some political elements don’t wish to respect the deaths and intend to disturb the state by spoiling the peaceful atmosphere in society here.

Gujarat is determined to create an atmosphere to find a solution to this problem which has been plaguing us since many years. I urge my people most humbly to please not support those who want to disturb our peaceful atmosphere. I appeal to you for your support in respecting those who have died in this tragedy.

The Chief Minister earlier discussed the situation with Health minister Jaynarayan Vyas, minister of state for Home Amitbhai Shah, senior secretaries of Home and Health department, state police chief, police commissioner of Ahmedabad and municipal commissioner of the city.

    When will the lakhs suffering from silent terrorism in Vapi be saved?
    Why does Home Ministry allowing the rape of our Mother rivers? When would the love-letters between GPCB and polluters stop?
    Who will protect and compensate the innocent villagers suffering from polluted waters in golden corridor?

    It is definitely a good statement on paper by Narendra Modi although I was little disappointed by the timing of it, 72 hours after Latthakand. I have no doubt about Modi’s good intentions but I would have been more happy if he would have said something sooner. I still remember when Modi went to Mumbai after 26/11 happened when operation was still on and he announced 1 crore to Hemant Karkare’s family. That was pretty quick then why not this time? But anyways, lets not get into that. This tragic incident can be looked upon from 3 aspects.

    1. Political Aspect: In this case, the buck stops at Home Minister. It is a shame for Amit Shah whether the administration is involved in this or not. Obviously Congress will try to make it political because they want to gain advantage in Municipal Elections over the dead bodies of those who died in hooch tragedy. Nothing surprising in what Congress is doing right now and I am sure, BJP would have done the same thing if they would have been in the opposition at this time because ultimately the goal of the political party is to take advantage of the ruling party’s weakness. There is no ethics in politics. Numerous Latthakands had happened in Congress tenure too but who cares for that now. Today, it is the turn of BJP to get bashed so all these Congressis and Mahagujarat party supporters are in field to do as much damage they can. In times like this, I see Narendra Modi’s statement very promising. The only thing that bothers me is one more inquiry commission. I think it is a complete waste of money and time just like other inquiry commissions. Because ultimately if this commission’s report is going to stay in library, then there is no point of having a commission. Real culprits should be caught and they should be punished. There has to be a political will to conquer this problem. The problem with India is we are never proactive but always reactive. We always wake up after something major happens, cry about it for few weeks, debates take place, inquiry commissions are held and finally those who are culprit escape easily without much punishment and sometimes unharmed and public also forget about it after few weeks until something major happens again. It is a vicious cycle. Narendra Modi has an opportunity to break this vicious cycle. Take extreme steps to punish these bootleggers and involved police officers so Latthakand never happens again. Unless that has been done, nothing is going to change regardless of whatever inquiry commissions are held. Adminstration and political leaders must act fast and put the culprits behind the bar as soon as they can. If Congress really wants to gain advantage then they should oppose it peacefully but support the government to bring those who are involved in this. We claim to be a developed and prosperous state, rich in tradition and culture and it is a shame for the administration that it took 95 lives for them to realize that illicit liquor sale must be stopped and culprits should be punished. The police should be given strict orders to bring criminals behind bars and an appeal should be made to public to help the police in doing so and maintain peace, law and order in the state in this tense situation.

    2. Police Aspect: I have heard in one of the Hindi movies, that if the police desires, no one can snatch even a ball from a child’s hand. I don’t know how true that is, may be an overstatement but we all know what police can do if they want to. The problem is, again corruption and easy money. First of all, the job of becoming a police officer is not seen today as a job of serving the public . Instead, it is seen more as a way to make easy money by taking bribes and misusing the power they have. Corruption is there from head to bottom in the police department regardless of whatever state it is. In this case, Gujarat and particularly Ahmedabad police is a culprit. If they can crackdown on more than 400 bootleggers in just 24 hours, we can easily imagine how strong the police network was. We can imply that police knew about all the places where illicit liquor was sold and had an information about all the bootleggers then why are they arresting them now? Because now 95 lives have been lost and their job is in danger? It is absolutely unacceptable. All the involved police officers starting from hawaldaar to the highest position should not only be suspended but should be put behind bars. Second, the government and the police department need to understand why the police let the bootleggers run their business. There can be multiple reasons but the main reason is easy money. Police officers are underpaid. Pay them well although that does not guarantee that they won’t take bribe but at least the incident would decrease and also encourage people to come forward to complain against corrupt police officers. Develop a system to track police officers and do anonymous surprise checking to make sure that they take bribes or not. It is easier said than done but Government has no option. Government has to make sure that police act in the best interest of the state and citizens of state all the time. Police is here to serve people and not to act for their own benefit. Also punish the police officers severely if they are found to be involved in any illegal activity. We need more and more honest leaders and police officers for this and yes, above all that we need a competent, efficient legal system which does not let culprits escape unharmed. Otherwise, all other steps are in vein.

    3. Public Aspect: From public’s point of view, this is an eye-opener. People need to understand how bad the alcohol is for health regardless of what it is made of. NGOs and medical organizations have a chance to educate people about bad effects of alcohol. People must be educated especially poor people who are always victims of these latthakands. Public should be made aware about the problems that arise with alcohol abuse. Because it is a democratic country and everyone has a right to do whatever they want within legal boundaries, you can’t stop them from drinking but at least they should be aware of what they are doing. Secondly, public need to understand that pelting stones and breaking glasses won’t yield anything. This problem has many roots and one of the root is public itself. Some media channels and some people are saying that why not lift the ban on alcohol? Their argument is at least people will get to drink pure alcohol but these people don’t think about long term serious implications of lifting a ban on alcohol. Don’t support these people. Discourage them. Imagine someone driving in a drunk state, someone beating his wife and kids after getting drunk, someone harassing a lady after getting drunk. It will be a big threat to the society. Educated people can enlighten uneducated poor people about this problem and help them getting rid of their alcohol abuse. Again, easier said than done but initiative has to be taken for this.

    Despite all this, the bottom line remains that Government and Police Department have to play a major role to prevent such incidents in future. Rather than, throwing responsibility on each other’s shoulder, they both need to be accountable for whatever has happened and make sure that such tragedy never happens again in Gujarat and hopefully, entire country. Opposition need to understand that they need to do better job being an opposition party. Why not fight to make arrangement for quick emergency response medical team, why not allot volunteers to help the relatives of poor to get medications, why not force doctors to take care of those who were brought to the hospital and were refused treatment? Their role is not to pelt stones, burning effigies, breaking glassed and damaging infrastructure. Why not be a responsible constructive criticizing opposition party.

    At the end, I hope that this kind of tragic incident never take place in future and those who have died, may their souls rest in peace. Suggestions and comments welcome.

    This kind of tragedies are common.Have been there for long,long time in the state.
    No govt benefits from removing the illicit things.Neither here,nor anywhere in the world.
    All these viruses are natural to run – parallel to the society.
    Why not try to lift ‘ daru bandhi ‘ ?
    In Gandhiji’s Gujarat, politicians have done many…many..many wrong doings in his name. Now is the time to do something right : remove the prohibition.Bapu will surely forgive you…..

    The image of NAMO and BJP has completely vanished for me after a series of incidents happened over a span of last six months in various parts of gujarat including ahmedabad itself… NAMO has been talking enormously about safe atmosphere of gujarat..where women can go out even in midnight if they want. I know it is fact. But I give credit for it to Gujarati people. We by our nature are not tilted more towards such activities. I give no credit to gujarat police for it. or even to NAMO… I would not believe him if he has to say that this is all due to him..We all Gujarati people more like “Vepaari” and has never been like “Shikari”..!

    Furthermore, NAMO is talking about congress taking advantage of this incident.. I think he has no right to do it as he himself had gone to Mumbai during terrorist attacks on the very first day. He had even bashed on Manmohan Singh to be weak due to all these incident. Now finger has turned towards him and I think NAMO is trying to escape. Do something NAMO, and if you can’t, then stop keep talking about doing something… you have also proved yourself one of those “typical politicians”…at least for me.

    When mumbai terrorist attack happened, Vilasrao Deshmukh immediately resigned. Even Home Minister of India Shivraj Patil did resigned in a sense that he had failed to see this coming. While here, NAMO is trying to put everything behind curtains just by firing a dozens of policeman. This incident as I can see clearly indicated that the whole system of Gujarat has failed. and even BJP should start accepting their mistakes. Even in the election, they did neither support Varun gandhi nor did oppose him as a party. Individuals are giving their own opinions. While on the Congress side, as soon as there was a outrage against Tytler, they immediately canceled his ticket. And the results are in front of all to see. I can clearly see congress having an advantage here. This govt. is just not ready to accepting the lack of responsibilities. NAMO SIR, statements like this will no longer help you… we Gujaratis need firm action, as we do in our businesses.

    Besides, it clearly shows that the govt has not even think about this activities going on in Gujarat although being in power for almost a decade. I know nothing can be done overnight. But 7-8 years…. I guess its a pretty long time to do it, perhaps ample amount. Because, when an incidents like this happen, they all wake up from their long dreamy nights and police catches around1200 bootleggers over a couple of nights. It clearly implies to me that police has been knowing all these people for a long time… then only they could have done it so rapidly. 1200 bootleggers in just a couple of night…? – I wish NAMO would have spare only a month from his so called “BUSY” schedule.. things would have been much better and people might not have shamelessly ask us to lift the ban on liquor in Bapu’s Gujarat.

    Don’t lose heart. This is the challenge before all of the youths. First things first, stop seeking cheap entertainment from Bollywood, wine and gossip talks. such that you can remain focused towards your duties and be attentive to not get hunted down by the gameplan of media channels funded by the West, Chinese, and Arab agencies.
    Don’t get fooled by the black-money postman Rahul Gandhi, he has already evaporated all his youth in his columbian girlfriend. There is nothing left in him to offer to our future. You have the power to determine your own future by going to vote and keeping alive our Hindu traditions.

    Seek active participation in nation building. India’s biggest strength is its Hindu heritage of love towards Bhaaratmaa. Our population is NOT the problem, but the politicians controlled by the Western, Chinese and Arab forces are the problem. Follow on the footsteps of Sh.Anna Hazare, and continue using RTI and support Narendra Modi for he is our last hope for BJP and Gujarat.

    Here’s the suggestion for CM Narendra Modi to solve future problems.

    Simply having a prohibition law to stop illegal alcohol consumption is a half-hearted approach. Especially with the way Congress party runs government, laws are made only to be broken for their election politics.

    Gujarat Government needs to form a new cell in the government for anti-addiction, or perhaps form a solid partnership with NGOs who are already working in this area of persuading people to stay away from alcohol, drugs and other forms addictions like smoking, or anger. Some of these orgs are Sarvodaya, RSS, or Swaminarayan, or VHP, or Jain groups, or Amrutalyam . Work in partnership with these NGOs for education drive to the masses and eradicate the urge in people to drink wine, beer, or other forms for alcoholic beverages as a illusionary and temporary means of pleasure, that give comfort in short-term but create more problems long-term.

    The best way to find out about illegal alcohol and collect information proactively for arresting those breaking this law is to train our teachers, who can find out from children coming from homes where alcohol or the wine poison is in use.

    The best psychology doctors needs to be included in the commission and they be asked for preparing a white paper on ways to bring humans out of addiction. The commission should submit its recommendations in open public, and they need to monitor the progress on their recommendation, and if not followed, the Gujarat Government should be taken to the courts unlike the Congress party which can only do violence and ruckus on damaging the respect of public place like Vidhan Sabha.

    All the families affected by the Latthakaand need to be given full-time employment in this anti-addition cell of the Government/NGO to professionally work for persuading people from drinking. Believe me, the victim families will be very very motivated to perform this job well and the money well utilized and they perhaps know all the sources of these illegal daaru sold in underworld primarily by the support of the Congress party politicians.

    About the revamp of Police force: Only those who are 100% patriotic for Bhaaratmaa should be given Government jobs especially in Police and bureaucracy. Patriotism and honest worship of Bhaaratmaa must come first for them, as their motivation at work and NOT the salary.

    An appeal to Honorable CM of Gujarat:
    Please give any employment for the Police or bureaucracy jobs based on the following checklist:
    [1] Make sure the applicants are patriotic in thoughts, words and deeds. Check their understanding levels of the value of sacrifice.
    [2] ONE FOR THE REQUIREMENTS FOR QUALIFICATION FOR A GOVERNMENT JOB IS ATLEAST 200 HOURS OF VOLUNTEER WORK IN SCHOOL OR JR. COLLEGE.
    [3] Education level and reading skills.
    [4] Interest and Motivation levels for the job.
    [5] team work abilities tested through the candidates sports interest, Game tactics, and physical fitness.
    [6] Do these candidates believe in a minimal government and maximum governance.

    Only on these factor they should be allowed to be recruited for Government jobs and benefits, otherwise they are a big burden to the tax-payers. This will go a long way in making our Government responsive in serving the common citizen and a united force against the criminalization of politics by the Congress party.
