‘Apno Taluko Vibrant Taluko’ (ATVT) launched in 51 Talukas
Dabhoi, 28 April, 2011

On the occasion of concluding ceremony of Swarnim Gujarat, the Government of Gujarat launched Apno Taluko, Vibrant Taluko(ATVT) today in order to empower people locally to guide the growth process through Taluka Sarkar – a sub district citizen-centric approach where governance and development is activated at the grass root level. Marking the beginning of the 51st year of the state Apno Taluko, Vibrant Taluko (ATVT) centres was launched at 51 talukas at a go by Chief Minister Narendra Modi. The main function was held in Dabhoi in central Gujarat.

Speaking at the function, Chief Minister Narendra Modi said that the stats is standing on 26 pillars(of 26 districts) presently, but he wants to make the state standing on 225 pillars(of 225 Talukas). The Chief Minister said that he was delighted to visit the new Taluka office of Dabhoi which he found better than the Chief Minister’s office.

Modi muted an idea of Taluka level seminars on health, agriculture, education with local approach, involving local team of society and government. He said Taluka level brainstorming will connect more people to growth process.

Modi said what he’s doing today will be understood by many after delay of six months at least.

Under ATVT, every Taluka in Gujarat will be empowered and self sustaining to provide a local platform for driving double digit growth and social development. The decentralization of administration upto sub-district (taluka) level will make it more speedy, effective, transparent and citizen centric. This will lead every taluka to aspire to develop faster and instill a sense of belonging to give a new stimulus to the development process. Every taluka will now plan as per its requirements and the as per the challenges that it faces, and accordingly would carry out more focused implementation of development schemes to reap higher benefits.

Applications for assistance under various schemes would now be collected and processed at the taluka level itself and the citizen would not be required to go upto district headquarters.

This initiative entails a major revamping in the administrative set up and a shift in functioning. The concept mooted by Chief Minister Shri Modi underwent rigorous brainstorming ministers, government officials and experts before taking a final shape. It also requires improvement of infrastructure services at taluka headquarters.

The Government has made a provision to provide Rs.27 billion over the next four years for this. ATVT is another step towards grassroots democracy taken by the Gujarat Government.

Functioning of Taluka Seva Sadan:
1) All the services of different departments will be available at one place.
2) The administration will be more effective, transparent and citizen-centric.
3) The applications will be sorted round the clock.
4) E- Governance will make the system rise to a further level.
5) All the information about the plans and action as well as the acceptance and screening will be available at one place only

Gujarat government has allocated Rs. 600 crore for ATVT in this financial year budget.
