If we can’t spend 50% budget even by December, it doesn’t serve purpose:Pandian

If by December, even 50% sanctioned budget is not spent, it just doesn’t serve any purpose. If benefits of sanctioned scheme faily to reach beneficiary on time, it’s not effective governance. These remarks were made by Chief Secretary of Gujarat state, DJ Pandian in Gandhinagar in his address to government officials during the Good Governance Day function held in presence of the Chief Minister.

Giving an example he said, “school session begins in the month of June, but girls don’t get bicycle approved by government even till October. It can’t be called good governance. Though grant money are approved and released, the tender process takes time. This is poor governance.

He went on to say that if by December even 50% budget is not spent, it doesn’t serve purpose.

Pandian said e-governance is not only effective, easy, efficient and economical governance, but also timely governance.

Pandian pointed out that district collector offices in Gujarat are called Jilla Seva Sadan. He described collector as mukhya sevak(main servant) of district.

He stressed on mobile governance and said, “We have completed the target of Jan Dhan yojana. Whenever money is deposited in beneficiary’s account, we should be able to update him/her on mobile phone through Gujarati language message. If we can do that, the purpose is solved.”

Pandian pointed out that technology is fast improving. He said, “speedy implementation of 4G infrastructure has to be ensured. 4G operator should give justice to common man by offering the technology to him/her at affordable rate.”
