Gujarat CM opens 8th Chintan Shibir-2015, calls for preparing vision document

Chief Minister Anandiben Patel today called for establishing Gujarat’s administrative work culture as a role model of Good Governance through concerted, compassionate and competent commitment, keeping common man at the centre of all projects and procedures.

Inaugurating the 8th Chintan Shibir-2015 at the Mahatma Mandir here, she said the Government prepares plans and policies for the people’s welfare. There is need for result-oriented solutions to the problems for the ultimate welfare of the people. Suggestions should also be included from time-to-time in the process, she said.

The Chief Minister also called for preparing a Vision Document on the deliberations, group discussions, panel discussions and decision of the three-day intensive camp. The scope of the camp has been enhanced by inviting experts from the social sectors, she said.

The three-day camp is being attended by the Council of Ministers, senior Secretaries, Collectors, District Development Officers (DDOs) and other IAS officers at key posts.

Since the camp focused on raising the Human Development Index of districts and even talukas, she exuded confidence the Vision Document would involve the needs of the last man, too. She said the last man needs toilets, cleanliness, health facilities and nutritious diet more than others.

She said that experiments successfully carried out at the district and at the field levels in diverse sectors should be shared and replicated. She said there is need for evaluation and compilation of the benefits of Garib Kalyan Mela in the uplift of the poor and their wider acceptance into one treatise of sorts.

The Chief Minister suggested that the system of rewarding and honouring District Collectors and DDOs for their singular works be extended to taluka level officers and even Class IV employees. And for that she said the achievements of the taluka level should be discussed at the state-level Chintan Shibir.

Chief Secretary G.R. Aloria attributed the widespread discussion and acceptance of the Gujarat Model of Development across the country in different forums partially to the Chintan Shibir.

In this age of Information Technology (IT) and Computerization, he said the administrative process has been made simpler and transparent, but at the same time have increased challenges and responsibilities, it being the age of globalization, too. He called for churning out nectar or essence of the deliberations in this camp.

Additional Chief Secretary J.N. Singh said that Gujarat Model of Target-Oriented Development is first-of-its-kind in the country. The model takes care of transparency, administrative responsibility, people’s participation and inclusive growth. He also spoke on the success of the Chintan Shibir in Gatisheel Gujarat.

General Administrative Department’s Secretary for Training Dhanajay Trivedi in his welcome address described the three-day Chintan Shibir as an intensive exercise for extensive coverage of different aspects of administration.
