NHRC orders arrest of Ahmedabad rural SP

The National Human Rights Commission (NHRC) has issued a non-bailable arrest warrant against Ahmedabad District Superintendent of Police Nirlipt Rai for not obeying its orders.
The human rights body has served a notice on the chief secretary Gangaram Aloria to arrest Rai within 24 hours and produce him before the NHRC in Delhi on September 24.
Mr Rai said he would appeal to the NHRC to cancel the warrant.
The NHRC issued the warrant because Mr.Rai disobeyed its order to appear before the commission despite several notices served on him.
A farmer of Kamaliya village of Dhandhuka taluka had complained to the NHRC that a retired deputy superintendent of police had opened fire and threatened to kill him. The NHRC directed the district superintendent of police to inquire into the complaint and file a report. The then district superintendent of police Mr. Gagandeep Gambhir conducted the inquiry and had submitted report to NHRC.
The NHRC, however, was not satisfied by the report and directed the district police superintendent to conduct a fresh inquiry. By this time Mr. Gambhir was transferred and his position was taken by Mr. Nirlipt Rai. The NHRC directed to appear before it on June 30 along with his report. Mr. Rai did not appear before the NHRC despite repeated orders.
