Details of govt procedure on land allotment to Wildwood Resort shared

In an emailed statement issued from capital Gandhinagar, more facts on land allotment to Wildwood Resort and Realities (WWR) are shared with media today. This particular statement is mainly about the procedures that took place at government side. The entire statement is presented below:

The facts related to the allegations made regarding land allotment to wildwood Resort and Realities (WWR) in Taluka Dhari of Amreli District of Gujarat.

An MOU was signed between WWR and the Tourism Corporation of Gujarat Ltd. For developing a wildlife resort and investing around Rupees 80 Crores for that purpose.

The WWR wanted to establish a Tourist Resort in Gujarat and for that purpose they asked for allotment of land in Dhari Taluka of Amreli District.

Collector Amreli has recommended the allocation of 13 different parcels of land admeasuring 994824 sq mt (around 99 ha) on 6-12-2008. The recommendation was done based on the District Level Valuation Committee Report dated 5-12-2008.The recommendation was done in line with the existing policy of the Government of Gujarat for valuation and disposal of the Govt. waste land. Out of the 13 different parcels, 10 land parcels admeasuring around 825260 sqmt were valued at Rs 60 thousand per ha and remaining 3 admeasuring 169564 sq mt were valued at Rs 1.5 lac per ha.

Tourism Corporation of Gujarat Ltd. Had recommended the allocation of around 100 ha. Government waste land to WWR on 27– 8 -2009.

The forest department of government of Gujarat accorded its NOC on 14-12-2009 for establishing and operating resort at village Patla of Ta Dhari in Amreli district.

The proposal was reviewed by Chief town planner and he recommended the allocation of the land at the revised rate of Rs 15 for all 13 land parcels. The state lavel valuation committee (SLVC) headed by Principal secretary Finance department and comprising of 3 other senior secretary of government of Gujarat and the chief town planner, considered the proposal in its meetings dated 14-07-2009 , 15-12-2009. The proposal was finally recommended by SLVC on 12-01-2010 at Rs 1.5 lac per ha for all 13 land parcels. Thus the total value of 994824 sqmt land was accordingly pegged at Rs 14922360/- . Since the land was of the value more than one crore, it was submitted to the Cabinet for its approval as per the prevalent policy of Government of Gujarat. The proposal was made to the cabinet dated with a 12 percent hike and the final value at which the land was to be given was Rs 16713043/- .

The Cabinet accorded its approval to the allotment of 13 land parcels admeasuring 994824 sqmt at the value of Rs 16713043/- on 21-07-2010. Accordingly, the government resolution of the cabinet decision was issued on 27-07-2010.

The final order for the allotment of land was issued by Collector Amreli on 27-10-2010.

The WWR had privately acquired different 16 parecels of village Patla ta Dhari admeasuring approximately 180 Acres adjoing private land in 2009 after obtaining due permission from the state government on 01-12-2008.

The entire land is situated in village Patla of Taluka Dhari of Amreli district which is near Gir national park. The government of Gujarat, has made a recommendation to the MOEF, GOI on 27-08-2015 for including certain area in eco sensitive zone. The land falling in Village patla ta Dhari is part of the proposed eco sensitive zone.
-The government of Gujarat has also come out with a GR dated 01-07-2015 which prohibits construction of resorts etc within 1km of specified areas like Gir Sanctuary.
-It’s to be borne in mind that any permission to construct resort in eco sensitive zone and near wild life sanctuaries will have to abide by the norms of eco sensitive zone and prohibitions/restrictions put up by the government

-Conclusions-

1. Both the private land and the government land were allotted as per the rules and regulations and according to prevailing policies and procedures of the State Government. No favor was done to any individual/company in this regard.

2. The allotment was done for a legitimate purpose of establishing Tourist Resort after obtaining due clearances.

3. The proposal for eco sensitive zone was made to the Govt. of India on 27-8-2015. It is to be kept in mind that the land in question has not been spared or taken out of the proposed eco sensitive zone and the resort.

4. The government of Gujarat has further put up restrictions by way of Government resolution on construction activities in the eco sensitive zone and near sanctuary which may affect the land in question. Since no resort has been constructed till now, any revised plan of construction will have to abide by prevailing norms related to eco sensitive zone as well as the rules of Forest and Revenue Department.

The Facts related to the Ownership of Wildwood Resort and Realities Company:

The Company WWR was incorporated in 2008 and promoted by Shri Sanjay Dhanak and Sudhir Ved. Shri Sanjay Dhanak is son of Shri Vajubhai Dhanak, the Ex-MLA from Janta Dal ( later merged in Congress) during 1999-1994 in Gujarat.

Later on in 2009, Mr Sudhir Ved exited from the company and Mr Harshad Mehta and his wife Naina Mehta came in his place. The application for land allocation and the land allocation by the government and private purchase of the land was done between the period 2008 to 2010.

Afterwards, in from April 2011 to September 2012 shares belonging to Mehtas and shri Dhanak were purchased by Parshwa Taxchem ( promoted by shri Daxesh Shah ) and Anil infra plus ( promoted by Shri Amol Shah ). These transactions have occurred after the land was allotted and permission of establishing the resort was given.

Ms Anar Patel doesn’t hold any equity in any of the above mentioned companies. She is not a director in any of the above mentioned companies.

Thus to associate Ms Anar Patel or any other family member of Hon CM is completely false and baseless as well as politically motivated.
