Gandhinagar: Prime Minister Narendra Modi today said that Gujarat has performed a yeoman’s job by setting up the Raksha Shakti, Forensic Sciences and National Law Universities in the state to strengthen the ‘three pillars’ of police, crime detection and judiciary respectively, to check criminal activities, to ensure internal security, for the safety of the people.

Delivering the 4th convocation address at the Gujarat Forensic Sciences University (GFSU) here, he called for combining human and artificial intelligence and traditional knowledge with modern technology to take the forensic sciences to greater heights.

Mr. Modi said that Digital Technology has lent a new strength to the forensic sciences, as Internet has made lifestyle easy, but at the same time increased cybercrime and created a challenge before the people’s privacy. The forensic sciences can provide the experienced experts in cybercrime, to instil much-needed fear among the criminals in the nation.

He said that DNA profile analysis has emerged as one of the most sophisticated crime detection technology, in a development over the conventional methods of reading finger prints, signatures and psychological tests, the traditional ‘Pagi’ community of Gujarat and Rajasthan who riding on the camelback keep vigil on international border.

Mr. Modi said the Government proposed to introduce a DNA Technology (Use & Application) Bill, simultaneously setting up DNA Laboratories in every state and union territory under Nirbhaya Yojna, DNA Excellence Laboratory in Chandigarh.

It was because of development of forensic sciences that rapists in Madhya Pradesh and Rajasthan could be hanged within 5-7 days. The governments and forensic laboratories are working in tandem to deliver fast justice.

Mr. Modi said that GSFU has earned international fame by pursuing international-level research in this specialised field. The university has trained about 6,000 officers, including 700 police officers from 28 countries, during the last five years – a matter of pride for every Gujarati.

Announcing that the Central government has granted permission to upgrade the Gujarat Forensic Sciences University (GFSU), Mr. Modi said under the Police Modernization Project, to make the GFSU a Center of Excellence it would be upgraded at cost of Rs. 300-Crore. Of this, 60 % amount would be spent by the Center. Gujarat Government has already allocated Rs. 50-Crore for it.

Delivering good wishes to passing out students, Prime Minister stated that the teaching done in the study classrooms would be helpful to them in the classrooms of the life. He also sent good wishes to the students to become the center of transformation for the development. Utilize the education and brilliance to become successful by making “Out of Box Thinking”, he added.

Director General of the GFSU, Mr. J. M. Vyas said that since its inception in 2011, the GFSU has become a fully grown tree. It was then started with just five courses, but, now it is running as many as 35 courses. The university has also started Asia’s first Ballistic Research Center here.

In the presence of other dignitaries like Governor Mr. O. P. Kohli, Chief Minister Mr. Vijaybhai Rupani, and others, Mr. Modi had conferred degrees to 512 students. Beside them, Ph. D. degrees were awarded to five students. Of these students, 40 students were honoured with gold medals. The Prime Minister had also inaugurated the Asia’s first Ballistic Research Center and country’s first Cyber Defense Center at the GFSU.

Others graced the occasion included Deputy Chief Minister Mr. Nitinbhai Patel, Education Minister Mr. Bhupendrasinh Chudasama, Minister of State for Home Mr. Pradipsinh Jadeja, Board of Directors of the University, Judges of the High Court, foreign delegates, experts, vice-chancellors of various universities, students, and others.
