Flying Training Organisations to Be Set Up at Dholera Airport

Dholera: In a significant move to bolster India’s aviation sector, the Airports Authority of India (AAI) has invited proposals to establish Flying Training Organizations (FTOs) at the upcoming Dholera Airport. This initiative aims to encourage domestic pilot training and reduce reliance on overseas programs.
A Collaborative Aviation Venture
The project is being spearheaded by the Dholera International Airport Company Limited (DIACL), a joint venture between the Airports Authority of India (holding 51%), the Government of Gujarat (33%), and the National Industrial Corridor Development and Implementation Trust (16%).
The selected company will be responsible for the Design, Build, Operate, Maintain, and Transfer (DBOMT) of the FTO and its necessary infrastructure, including hangars and aprons. The lease period is set at 25 years (an initial 20 years with a potential five-year extension, subject to government approval).
Key Project Highlights
Operational Commitment: To ensure the facility remains a vibrant training hub, the operator is required to complete a minimum of 3,000 flying hours in at least one accounting year out of every three consecutive years.
Pricing Structure: Evaluation of bids will be based on the highest concession fee offered per flying hour, with a set minimum of ₹675 per hour.
Infrastructure Timeline: Once the site is handed over, the operator must complete construction and commence flying operations within one year.
Long-term Transfer: At the end of the contract period, all built infrastructure will be transferred back to DIACL at zero cost.
