While addressing the concluding golden jubilee celebration of Bar Council of India as a chief guest held at Mahatma Mandir in Gandhinagar today, Gujarat Chief Minister Narednra Modi came up with inspiring suggestions for brining qualitative changes in the law traditions. He stated that for creating healthy society, every common man should have faith towards the justice and therefore the law procedures could further be enabled.
The Bar Council of India established in 1961 has completed its successful journey of 50 years. Prominent among those present on this occasion included chief judges of both the Supreme Court of India and from the High Courts of Maharashtra, Goa and Gujarat along with law, BCI officials and a large number of practicing advocates. Chief Judge of Supreme Court K.S Radhakrishnan inaugurated this ceremony.
While expressing that the common man’s faith and expectations resides in the courts and law traditions Mr. Modi said “In the court of justice there exists an array of controversial cases and also there are various aspects that delay the justice that in turn hugely affect the system of law. And if the qualitative changes are implemented in the law procedures, then no reasons shall affect to have faith in the law procedures.”
Mr. Modi stating the inspiring example of Mahatma Gandhi emphasized to create an environment in which everyone of the society including those hailing from the remotest places should avail their justice and rights to lead happy life, as it’d even shown by Gandhiji.
According to Mr.Modi in this era of technology, Digital Online Network is the most efficient medium to bring amendments in the quality of the law traditions. Mr. Modi further outlined that in all the Bar Councils, Gujarat government has already set up e-library facilities for the advocates at taluka level.
He firmly stated that the load of almost all the cases of government controversies can be alleviated if the state governance becomes policy driven. Mr. Modi said that there exist a huge influence of Forensic Science and technology in each aspect of our life and when it comes to preventing the economic and cyber crimes, maximum usage of technology should be carried out.
Mr. Modi was of the view that the online social analysis of all the cases awaiting justice should be done by the universities along with the coordination of social researches as this will help to understand the impact of the particular cases in the respective fields and it will similarly be useful to transform the mentality of the society. While emphasizing on the need of law education Mr. Modi came up with the ideas that why the court shouldn’t has its own T.V channel to spread awareness for law education ones in a week via T.V ? “ for creating healthy society, the ability of the court of justice is of utmost important as it can make a huge difference,” he added.
Our note:
Speaking at Closing ceremony of Golden Jubilee of Bar Council of India as Chief Guest, Gujarat Chief Minister Shri Narendra Modi today said social scientists should carry out district-wise research on type of cases that dominate that district.
“Suppose if it is found in research that particular district has major presence of financial matter related cases, the counseling system there can be molded accordingly, special courses can be implemented in local law colleges to address the issue,” Modi said.
Speaking on the need to educate people about law and justice system, Shri Modi said, “In my last meeting with the Chief Justice of Gujarat, I had suggested that common people should be educated on law. Generally common people don’t take interest in this subject. Till the time you suffer from diabetes, you don’t take interest in discussions on diabetes. But we need to educate people in advance. I had requested the central government that once in a week we should make a case study public through TV. The case study may mention how were the evidences, what was the result of the case etc. There should be a movement on this. If there’s Lok Sabha channel and Rajya Sabha channel why there can’t be a separate channel for judiciary? If we want to educate people, the only way is to educate common people. It will play a role in healthy society.
Modi said majority of cases in court are government related, and therefore it is important for governments to adopt policy based approach.
