Narendra Modi’s Nepal visit – Day 01
November 25, 2014
New Delhi/Kathmandu, 25 November 2014
Prime Minister’s Statement prior to his departure for Nepal
I will leave today on a visit to Nepal to attend the 18th SAARC Summit, being hosted by the Government of Nepal in Kathmandu on 26-27 November 2014.
Although this is my first SAARC Summit, during the last six months, I have interacted extensively with leaders of SAARC countries beginning with their auspicious presence at my swearing in ceremony. Development of close relations with our neighbours is a key priority for my Government.
The 18th SAARC Summit will focus on the theme of “Deeper Regional Integration for Peace and Prosperity”. India has always emphasized the importance of greater regional integration at all levels for the socio-economic development of the South Asian region. We have undertaken several initiatives in this regard on bilateral, sub-regional and regional basis, and will continue to do more. We hope that the Summit will lead to concrete outcomes, particularly in regard to various initiatives on enhancing connectivity that have been under discussion for a long time.
I also look forward to holding bilateral discussions with other South Asian Heads of State and Government on the margins of the SAARC Summit.
This will be my second visit to Nepal within four months, which reflects the importance we attach to our unique and special relations with Nepal. There has been significant progress in the implementation of the decisions taken during my visit to Nepal in August 2014. I look forward to reviewing the progress in our relations with Prime Minister Sushil Koirala and other Nepalese leaders. We also hope to conclude some concrete agreements in the areas of connectivity and development cooperation.

He said work on hydropower projects and transmission lines was now moving forward. He also mentioned the one billion dollar line of credit, and the Kathmandu Delhi bus service. He said he had asked his officers to explore the possibility of the buses being wi-fi enabled.
He said India had reduced the rate for phone calls by 35 percent, and urged Nepal to also move in this direction. He said a mobile soil testing laboratory would be gifted to Nepal. He said it would now be possible to bring 500 and 1000 Indian rupee notes upto Rs. 25,000 into Nepal.
He highlighted people to people contact and youth exchange programmes, saying the first batch of 450 University students from Nepal was currently in Kolkata. He said he had received many good suggestions on how to establish the e-library he had mentioned during his earlier visit. Thus the Prime Minister said, India would take care of Nepal`s highways (by fixing connecting roads) as well as i-ways.
He said defence ties between the two countries were also deepening, and spoke of the Dhruv helicopter being handed over to Nepal today.
The Prime Minister made an impassioned plea for Nepal to complete its Constitution. He said the Constitution should be made by consensus, and not by majority. He said this would be in Nepal`s interest and it would require the mind of a sage (Rishi-Mann) among the members of the Constituent Assembly.
Text of the PM’s speech at the official handover and inaugural ceremony of National Trauma Center in Kathmandu, Nepal
India, Nepal ink nine deals; Modi inaugurates trauma centre, bus service
Nepal’s happiness “gives us joy”, Prime Minister Narendra Modi said here Tuesday on his second visit to the Himalayan country in 100 days as both sides inked nine agreements, further cementing their close ties.
Modi, who in his departure statement said the fact that he was visiting Nepal twice in the six months since he took over “reflects the importance we attach to our unique and special relations with Nepal”, also held delegation-level talks with his Nepali counterpart Sushil Koirala.
Modi, who is here to attend the 18th SAARC Summit, urged Nepal to frame its much-awaited constitution early and on the basis of consensus.
Addressing a gathering during handing over of a 200-bed trauma centre built by India, Modi said writing the constitution was “taking too much time” and urged Nepal to finish the work on the basis of consensus and not majority.
He said the constitution should be like a bouquet, with each flower representing each strata of the Nepali society – the Madhesis, the Maoists and Pahadis – providing them rights.
Modi said India will not interfere and has never interfered in Nepal’s affairs, but added that “Nepal’s happiness is reason for us to smile, so write it fast”.
Political parties have set Jan 22 as the deadline to draft the constitution.
The trauma centre has been built by India at a cost of Rs.1.5 billion in the city’s Bir Hospital, the oldest medical facility in the country.
Among the dozen agreements inked was one for project development agreement (PDA) for the Arun III Hydropower project.
Both sides also kicked off a Kathmandu-Delhi bus service being run by the Delhi Transport Corporation (DTC).
Modi also handed over the keys of a Dhruv Advanced Light Helicopter to the Nepali army and a mobile soil testing laboratory to the country.
He said a “lot of trust” has been put into their bilateral relations.
A “big horsepower engine” of trust has been fitted into their relations in the 100 days since his last visit to Nepal in August, he said.
Referring to his decision not to visit Lumbini, the birthplace of Lord Buddha, as well as Janakpur and Muktinath, which both Hindus and Buddhists hold as sacred, Modi said it was due to paucity of time.
“This time, I was keen to go by road because I wanted to see the difficulties the people of Nepal and Indians on that side face and help mend matters. But due to shortage of time, I could not do it,” he said.
The prime minister said he was aware of the disappointment of the people in the three places and assured them that he will visit them in the near future.
He said the bilateral decisions that were stuck for the past 25 years were now being pushed forward.
“Between my first visit, and my second, decisions have been taken to change lives in Nepal, and give happiness to India,” the prime minister said.
Modi said the hydropower projects – Pancheshwor, Upper Karnali and Arun III – that were stuck for many years have been pushed forward and that all the Nepal parties have shown farsightedness in backing the projects with India.
He said a new electricity transmission line was being set up between the two countries.
“One new transmission line of 1,000 MW is being installed, and Nepal will light up,” he said.
Modi said the $1 billion line of credit which he had announced during his last visit was being finalised.
Both countries also inked the Motor Vehicles Act that would allow regular bus service between the two nations.
The other agreements and memoranda of understanding (MoUs) inked include on setting up of a Nepal Police Academy, on tourism and traditional medicines, Sister City Agreements between Janakpur and Ayodhya, Kathmandu and Vanarasi, and Lumbini and Bodhgaya.
Modi later called on President Ram Baran Yadav at his office in Sheetal Niwas.
The Indian prime minister also held a meeting with leaders of the largest party Nepali Congress at Soaltee Hotel, where he is staying, as well as with members of other political parties.
Gadkari flags off India-Nepal bus service in Delhi
Road Transport and Highways Minister Nitin Gadkari Tuesday flagged off the Delhi-Kathmandu bus service here and said the government was planning to start similar services to every neighbouring country soon.
“This initiative by the central government under Prime Minister Narendra Modi is to extend good relations between India and Nepal, which has existed since its independence,” Gadkari told reporters while flagging off the bus from the Ambedkar Stadium bus terminal here.
This was the second international bus service by the Delhi Transport Corporation (DTC) after its Delhi-Lahore service was launched in 1999.
The bus will run between Delhi and Kathmandu daily and cover the distance of 1,250 km in around 30 hours.
The bus will travel via the Yamuna expressway to Agra, Firozabad, Kanpur, Lucknow, Gorakhpur and Sunauli and thereafter will enter Nepalese territory to reach Kathmandu.
The bus fare will be Rs.2,300 per person.
Gadkari said the bus service was part of Modi’s agenda to strengthen ties with neighbouring countries, which was very important for every nation to do.
Emphasising that Modi wants to build good ties with every nation, he said: “I am glad that the Delhi-Kathmandu bus service is also starting from the same place from where in 1999, the Delhi-Lahore bus service was started to built good ties with Pakistan.”
He also highlighted his ministry’s initiatives towards reducing pollution caused by road traffic.
The ministry was considering conversion of old diesel buses into electric ones, he said.
“E-rickshaws have been modified and they would soon ply on Delhi’s roads. One of the major concerns of my ministry is to end the problem of traffic jam in Delhi,” he added.
Delhi’s Lieutenant Governor Najeeb Jung and other ministers were also present.
“It is a very big thing that the bus started from Delhi and not from any other part of the country. This shows the dedication of the Indian government to continue its good ties with Nepal,” Jung said.
Modi flags off Kathmandu-Delhi bus service
Indian Prime Minister Narendra Modi Tuesday flagged off a Kathmandu-Delhi bus service here. A bus bound for Kathmandu took off from the Indian capital at the same time.
Modi, here to attend the Saarc Summit, is on his second visit to Nepal as prime minister.
While handing over a 200-bed trauma centre built by India, Modi said the bus service would not only help people but also promote tourism.
The bus, run by the Delhi Transport Corp (DTC), would take 30 hours to cover the journey. Each ticket would cost Rs.2,300. It would ply via Agra and Kanpur in India and carry 35 passengers.
In New Delhi, Road Transport and Highways Minister Nitin Gadkari flagged off the Delhi-Kathmandu service from the DTC terminal at Ambedkar Stadium in central Delhi at around the same time.
Modi hands over Dhruv chopper to Nepal
Prime Minister Narendra Modi Tuesday handed over the indigenous Advance Light Helicopter (ALH) Dhruv to his Nepalese counterpart Sushil Koirala here for use by the Nepal Army.
Built by the state-run Hindustan Aeronautics Ltd (HAL) in Bengaluru, the multi-utility chopper’s mark-3 version is fitted with Shakti engines, advanced glass cockpit and avionics.
Modi is in Kathmandu to attend the two-day Saarc (South Asian Association for Regional Cooperation) summit starting Wednesday.
Saarc is an economic and geopolitical organisation of eight countries in South Asia.
“The advanced version is suited for Nepal as the Himalayan kingdom is located in the hazardous mountainous terrain and faces adverse weather conditions,” HAL said in a statement.
The defence behemoth HAL had sold two Dhruv copters to the Nepalese army in November 2013.
“Dhruv mark-3 version is in line with our prime minister’s thrust on ‘Make in India’ campaign and the government’s policy towards the neighbourhood,” HAL chairman R.K. Tyagi said.
Designed to meet requirements of military and civil operators, Dhruv has been exported to Ecuador, the Maldives and Mauritius.
“Ecuador Air Force operates five Dhruv copters and Ecuador President flies in one of them,” the statement said.
As a multi-role, multi-mission new generation helicopter in 5.5-tonne weight class, Dhruv meets the US Federal Aviation Regulation (FAR) specifications.
“The all-weather Dhruv, with capacity to carry up to 16 people at 10,000 feet altitude, has demonstrated its capability in long distance flights, vertical climb and manoeuvring,” the statement added.
Dhruv is operated by Indian Air Force, the army, the navy, Coast Guard, the Border Security Force and state governments since 2002.
About 140 Dhruv copters are in operation and have logged over 120,900 flight hours since a decade.
Modi pushes Nepal to frame constitution early
Indian Prime Minister Narendra Modi Tuesday urged Nepal to frame its constitution at the earliest and on the basis of consensus.
Addressing a ceremony for handing over a Trauma Centre adjacent to the Bir Hospital, Modi said that “if Nepal smiles it is reason for India to be happy”.
He said writing the constitution was “taking too much time” and urged Nepal to finish the work on the basis of consensus.
India has supported building the trauma centre.
India is also handing over to Nepal a Dhruv helicopter and a mobile soil testing centre, which Modi said were an example of the close ties between them.
“Nepal’s happiness is reason for India to smile,” he said.
Modi is here to attend the Nov 26-27 SAARC Summit.
India, Nepal allow nationals to carry Rs 500 and 1,000 notes
India and Nepal today lifted a decade-long ban on carrying of Rs 500 and Rs 1,000 Indian bank notes by their nationals while visiting each other’s countries by setting a maximum limit of Rs 25,000 for the high denomination currency, benefiting tourists.
“We have decided to allow our nationals to carry Rs 500 and Rs 1,000 denomination notes up to the limit of Rs 25,000,” Prime Minister Narendra Modi announced here.
Indian bank notes above Rs 100 were banned in Nepal on India’s request as it feared that proliferation of fake currency in high denominations were infiltrating the country.
The new arrangement will benefit tourists from both the countries as they could earlier carry only Rs 100 denomination notes.
