Justice RA Mehta as Trustee, foreign funding details of IDEAL/CSJ

With official documents in hand, in this series I am trying to narrate the details of crorepati non-government organizations functioning in Gujarat – author
Continuing the last article on Jan Vikas.
Jan Vikas has put ‘Jan Vikas Organogram – the Amoeba’ graph on its website in ‘about us’ section. It seems this graph features various NGOs/projects associated with Jan Vikas. Many of the NGOs exchange funds internally.
The list includes:Kutch Navnirman Abhiyan, KMVS, Sahjivan , Econet, HID Forum, Manav Garima, Centre for Social Justice, Indian Institute of Para Legal, Dalit Foundation, National Youth Foundation, Drishti, Paryavaran Mitra(project of Jan Vikas), Dalit Shakti Kendra, Youth Resource Centre(project of Jan Vikas), Udaan(project of Jan Vikas) etc.
Now among them, we are here discussing the funds received by the Institute For Development Education and Learning (IDEAL) – which works in public under the title of ‘Centre for Social Justice(CSJ)’. As we have discussed already in last article, the registered address of IDEAL/CSJ is Royal Chinmay, where Jan Vikas and Dalit Foundation also function.
The website of IDEAL/CSJ shows Retired Justice Shri RA Mehta as one of the Trustees of this organization. Justice RA Mehta was appointed as Lokayukta by former Congress minister in Rajasthan and present Governor of Gujarat Dr. Kamla Beniwal. Outside the bungalow of Governor, then leader of opposition had made an announcement of Justice Mehta’s appointment as Lokayukta. The state government challenged the method of appointing Lokayukta, and legal battle is still on in this case. Justice Mehta has kept dignified silence over the issue. Behaving in a true gentleman spirit, Justice Mehta has refused to take oath as Lokayukta, while legal battle is on in the court.
Coming back to the main subject, in year 2011-12, IDEAL received total foreign fund of Rs 3,17,34,340.95 for “educational” purpose. Funding agencies were; International Development Research Centre, Navsarjan Trust(part of Jan Vikas organogram), Creative Associates International Inc, HP leading Initiative for Entrepreneurs, Misuereor, Ford Foundation, Janvikas and National Centre for Advocacy Studies Pune among others.
Germany based organization Misereor donated Rs 16,68,416.08+18,17,440.09. Misereor is German Catholic Bishop’s Organization for Development Corporation. As per the decision taken by German Bishops’ Conference, Father Pirmin Spiegel is head of Misereor. Janvikas donated over Rs 12 lakh to IDEAL/CSJ. Pune based NCAS was another fund contributor. We checked the details of NCAS and found that it had received funds from Christian Aid and other foreign agencies.
Washington DC based Creative Associates International Inc donated huge fund of over Rs 1.7 crire for “Non-formal education projects / coaching classes” in one year to IDEAL/CSJ!
During the year, fund of Rs. 2,30,35,891 was transferred from USA, while Rs 65,90,237 foreign money routed through Indian agencies, Rs 34,85,856.16 came from Germany and Rs 12,06,030.15 from U.K.
During year 2010-11 IDEAL received Rs. 2,50,75,713.11 foreign fund. Major part of it was receieved through Janvikas, other fund arrived through interest in Canara Bank in Pondicherry, and State Bank of India in Andhra Pradesh. Misereor, Ford Foundation(America) and NCAS(Pune) were other donors.
During 2009-10, Janvikas continued to be the main donor of IDEAL, while Centre for Promotion of Social Cocern(Madurai) was another donor. Foreign contributions were routed through Indian NGOs. Ditto in 2008-09 when Rs 16,49,2,531 fund was transferred to IDEAL through Janvikas.
Now coming to Dalit Foundation – another NGO, registered at Royal Chinmay building, with Gagan Sethi as its Trustee. In year 2007-08 the NGO received foreign money of Rs 10,86,08925.15. Of this, Rs 7,86,69,556.00 came from New York based Ford Foundation for establishment of Corpus fund. Rs 2,10,12,082 received from same organization for “welfare of the scheduled castes”. Netherlands based ICCO gave over Rs 10.5 lakh for research. Christian Aid gave over Rs 65 lakh for research and welfare/empowerment of women. University of Washington, Asian Foundation for Philanthropy(England) and Institution of International Education(America) were some other donors in this year.
In year 2008-09, Dalit Foundation received foreign money worth Rs 2,78,36,368.32. The new donors added were America based Tides Foundation, Netherlands based Community Foundation, UK based Wylie Agency, Ireland based Northern Community Foundation, USA based American Jewish World Service, Washington DC based Holdeen India UU, and four individual private donors who donated very tiny amount of less than Rs 10,000.
In year 2009-10, Dalit Foundation received Rs 3,24,53802.99 foreign fund.New organizations joining in were America based AJWS, AFP and Netherlands based HIVOS. There were 13 individual donors too from abroad who sent funds. One thing in the sheet of Dalit Foundation’s foreign fund details is unusual. It shows gain of fund of Rs 1,08,29,245 from ‘other’ source.
The address of ‘other’ source is mentioned as ‘H.A.F (B), Part-1, Sector-10,,Dwarka Subcity, New Delhi-75’. By googling the address, I found the place belongs to ‘Golok Dham, Radha Govind Samiti – Jagadguru Kripalu Parishat’!
