Why small Gujarati newspaper cutting was viral online today

A small newspaper cutting from Gujarati daily Gujarat Samachar is viral online today. Various people are seen sharing it on Facebook, Twitter and Whatsapp.
The cutting contains expression of regret by daily for publishing factually incorrect details against Prime Minister Shri Narendra Modi.
Gujarat Samachar’s daily columnist Gunvantlal Chhotalal Shah had in his column ‘Network’ authored a heading that Prime Minister Narendra Modi’s wax statue by Madame Tussauds museum was made at expenditure of USD 1,25,000, burden of which was on people of India(picture of that part is attached above).

Though the headline made this allegation and even introduction para of article mentioned same, there was nothing to support such claim in entire article.
While Gujarat Samachar freely publishes stories against BJP, Gujarat government and central government regularly and it often mixes opinions with news, this particular article had gross factual error and that too in headline and without any supporting facts or details.
Gujarat Samachar in its clarification(attached below) said: Gujarat Samachar coveys it with regret that an article published in 9th May 2016 edition titling “What is Madam Tussads where Modi made to install a wax statue of own spending people’s money worth 1,25,000 dollars?” was totally full of mistake. Fact is that the Prime Minister Shri Narendra Modi agreed for his statue respecting the wish by Madam Tussads office. Not a single Rupee of public has been spent in this task. The mistake in article was not intentional but it went without checking facts for which we are regretted.
