Anand: Anand district police today confirmed that a complaint has been filed against then RAC of Anand district, Ms. Ketki Vyas (KV Vyas), Chitnis to Collector Jayesh Patel and his friend Harish Chavda under IPC sections 389, 354C, , IT act 66e AND 67a and IPC section 120b over viral video clips of Suspended district collector of Anand DS Gadhvi. ATS Gujarat’s Police Inspectr JP Rojiya is complainant in this case.

District Police chief SP Pravikumar Meena said the accused had purchased three spy cameras and placed two of them in Collector’s office room and anti-chamber room.

He further said – three accused had arranged a woman also, who was sent to Collector’s office and through her an attempt was made to clear several files. For each meeting, a woman was paid Rs. 5,000 and she was assured Rs. 25,000 payment per clearance of file to woman. A conspiracy also involved an intention that if any footage was arranged meanwhile to blackmail district collector and clear the files.

SP Anand, Pravinkumar Meena said police will take action against any other person who is found in this conspiracy during the course of investigation.

It’s worth noting that the State government had suspended district collector DS Gadhvi after his video clip with a woman surfaced. DS Gadhvi’s suspension was ordered by the state government on grave charges of misconduct and moral turpitude under the All India Service (Discipline & Appeal) Rules, 1969. An all-woman high-level committee was also formed to look into the issue.

The state government had also ordered Anti Terrorist Squad(ATS) of Gujarat Police to find out the truth in this issue. After ATS confirmed the role of three accused, Anand Police formally filed a complaint in to it and nabbed the accused. One of the accused Ketki Vyas who had been transferred to Southern Gujarat based tribal district is Gujarat Administrative Service (GAS) cadre officer.

Details of the FIR

Ketki vyas was Resident Additional Collector (RAC) under then District Collector Gadhvi. Jayesh Patel is Deputy Mamltdar and Chitnish of Collector. Harsih Chavda fights revenue related cases at Anand district collector office and known to Jayesh Patel.

As per the FIR: Collector DS Gadhvi would call RAC Ketki Vyas for outing with him and having meal with him. Gadhvi would ask her whether he can visit her home and also would call her to circuit house without any reason. Vyas had told about this to her Personal Assistant (PA) Gautam Chaudhary and Deputy Mamlatdar Jayesh Patel and added that something needs to be done about this.

Later Vyas had spoke to Chitnish Jayesh Patel and shared an idea to place spy cam in collector’s office, and then send a woman and record a video which can be shown to collector later to blackmail him and press him for clearance of files of disputer land cases. The money earned through this can be shared equally.

Jayesh Patel in order to execute the idea, searched Google and procured three spy cameras online, through the address of his friend Harish Chavda’s friend who runs Ganesh milk house. Chavda received the parcel, made payment using Google Pay and handed over the cameras to Jayesh Patel. The cameras were shown to Ketki Vyas and tested through the help of her PA Gautambhai.

Jayesh Patel had later on instruction of Ketki Vyas arranged a woman through Chavda and made her ready to go to collector office in exchange of Rs. 5,000 per visit and Rs. 25,000 per clearance of file eventually.

Jayesh Patel then went to collect office at 10.15 am and placed one spy camera on the right side of collector’s chair on the wall in the plug of an electric switch board. The second camera was placed in switch board’s plug in anti-chamber of Collector’s office.

Later on the same day two files of land related matters were sent to collector’s office by Chavda through the arranged woman. The woman when returned from the office of collector said the collector had given her his mobile number. After a few days, Jayesh Patel detached a spy cam and took it to Ketkiben’s office where Ketkiben, Jayesh Patel and her PA Gautambhai checked the footage. It was found in the footage that the collector was holding a hand of the arranged woman and taking her to anti chamber. This footage, as per Ketkiben’s instruction, was copied in pen drive by her PA Gautambhai and handed over to Jayesh Patel. The camera fitted in anti-chamber didn’t work as the switch board was not functional.

After ten days or so, on instruction of Ketkiben, Jayesh Patel again reached inside Collector’s office and placed a spy camera on right side of collector’s chair in electric switch board’s plug. After seven days it was detached again and Jayeshbhai took it to his office. It was checked in presence of Ketkiben and her PA in the office laptop. A video footage contained dirty activity of collector with some woman. As per Ketkiben’s instruction, PA Gautambhai copied it in pen drive and handed it over to Jayesh Patel.

Meanwhile, as per instructions of Jayesh Patel and Harish Chavda, a woman had developed very close relation with collector and they were chatting too on mobile phone. A chat’s screenshot was sent to Harsih Chavda. Jayesh Patel would take photo of the same from Chavda’s mobile.

In the mean time, Jayesh Patel, Ketkiben and Chavda had given three files of land plots in Khadol-Umeta village and Karamsad town for clearance. However the collector had refused to give clearance. Jayesh Patel, Ketikebn and Harish Chavda sent the woman to Collector’s office four to five times and paid Rs. 5,000 for each visit through Chavda. Collector had made physical relation with the woman during these visits.

Ketkiben, Chavda and Jayesh Patel after mutual discussion, sent Jayesh Patel to issue a threat to collector in his office. Jayesh Patel went to Collector and told him that if land related files sent through them are not cleared then the spy camera footage available to them, showing his sexual activity with a woman in his office, would be made viral and a complaint for repeated rape will be filed to jail him.

Collector gave counter threat to Jayesh Patel and Ketki Vyas and warned them to face consequences.

Ketkiben and Jayesh Patel then ordered an 8 GB pen drive through Chavda and in presence of Ketkiben, copy of both spy cameras was taken on Gautambhai’s computer. Five sky blue covers were filled with pendrive in each with copies of leeters that were made on PA Gautambhai’s computer. The covers were sent to six news channels via posts.
