GujRERA fines ex-MLA Indranil Rajyaguru for major violations in housing project

Gandhinagar: The Gujarat Real Estate Regulatory Authority (GUJRERA) has levied a fine of Rs. 1.10 lakh on former MLA Indranil Rajguru for serious violations in his Neel’s Greenwoods project.
The penalty, issued on April 7, includes a Rs 50,000 fine for breaching Sections 13(1) and 61 of the RERA Act, and an additional Rs 60,000 for disregarding prior directives and violating Sections 61 and 63. The authority made it clear that these fines must be paid directly by Rajguru, not from the project’s separate account as required by the RERA Act.
The violations came to light when the Gujarat RERA Secretary initiated suo motu proceedings against the project. Neel’s Greenwoods has an estimated cost of Rs 33.20 crore. Upon reviewing the project details on the RERA portal, officials found that Rajguru had collected over 10 percent of the sale price upfront from 86 buyers, which violated RERA Orders No. 45 of 2021 and No. 71 of 2022 on advance payments.
In his defense, Rajguru’s representative argued that 42 of the 86 units were sold on time and blamed documentation issues on an oversight by their chartered accountant. They claimed direct sale documents had been prepared for these 42 units, with only two pending. They also referred to the extension delay as an unintentional error.
RERA rejected these explanations, noting that Rajguru had accepted more than 10 percent of the sale price for 41 units without proper sale documents, and that sale agreements for two units were entirely missing.
