Commercial Garba Event Organizer gets GST Notice

Valsad: The Gujarat State Tax Department has issued a notice to the Rangtali Group for organizing a commercial Navratri Garba event in Valsad without obtaining a registration number under the Central Goods and Services Tax (CGST) Act.

According to official sources, the Rangtali Group was asked three days ago to clarify why it had not obtained registration under the CGST Act. However, after the group failed to submit a reply, the department issued a formal notice late on Thursday evening.

This year, four major organizations—Rising Charitable Trust, Gokul Group, Anavil Parivar, and Rangtali Group—organized grand Navratri celebrations in Valsad. Among them, Rangtali Group is the only one not registered as a charitable trust, raising concerns about the commercial nature of its event.

The Valsad office of the State Tax Department has begun action against Garba organizers operating without registration numbers, in accordance with Section 22 of the CGST Act, which mandates registration for taxable persons making taxable supplies.

Letters were sent on October 1, 2025, to all four organizers directing them to submit registration details or clarify their tax status. The notice stated that failure to comply would make them liable for tax and penalties under sub-sections (1) and (3) of Section 27 of the Act, which apply to casual taxable persons.

The department also reminded organizers to provide information as per Sections 150 and 151 of the CGST Act, and to pay taxes at the prescribed rate if applicable.

While Gokul Group, Rising Charitable Trust, and Anavil Parivar have responded that the CGST Act does not apply to them as they are registered charitable organizations, the Rangtali Group neither accepted the department’s letter nor responded.

A senior source in the department confirmed that due to the non-response, a notice has been formally served to the Rangtali Group. Further action will depend on the group’s explanation and supporting documents submitted to the Assistant State Tax Commissioner, Valsad.
