Gujarat govt to build ₹100 crore ‘green’ Tourism Bhawan; TCGL invites architect bids

Gandhinagar: The Tourism Corporation of Gujarat Limited (TCGL) has initiated the process to appoint an Architect-cum-Consultant for the design and development of a state-of-the-art Tourism Bhawan in Gandhinagar. The project, estimated to cost Rs 100 crore, will serve as the central administrative hub for the state’s tourism sector.
The proposed building will come up on a 7,000 sq metre plot in Sector 10B, near the SBI Administrative Office. Envisioned as a futuristic structure, the Tourism Bhawan aims to reflect Gujarat’s progressive outlook as a leading national and international travel destination. The total implementation period, including design and construction, is estimated at two years.
A key requirement of the project is adherence to the highest environmental standards, with the building mandated to achieve top-tier Green Building Certification such as GRIHA, IGBC or LEED.
A Comprehensive Tourism Hub
The upcoming Tourism Bhawan will be housing the offices of the Secretary (Tourism), Commissioner of Tourism, Tourism Corporation of Gujarat Limited (TCGL), Member Secretary of GPYVB, Director of GUJSAIL and CEO of GUJTOUR, along with other senior officials including Joint Directors, General Managers and Managers, with adequate staff seating and workspace.
Additionally, the building will also feature a dedicated floor for a food court, food bazaar or cafeteria, one or two floors earmarked for immersive tourism experience activities, and a top floor with a state-of-the-art conference and exhibition hall. In addition, the complex will include visitor amenities and public waiting areas, guest house facilities for visiting dignitaries, and other facilities as required for operational needs.
Scope of Work
The selected Architect-cum-Consultant will be responsible for:
Preparation of site plans, concept plans, architectural designs and drawings
Structural design and drawings with calculations
Complete site development including internal roads, boundary wall, parking, rainwater harvesting and landscaping
Design of plumbing, firefighting systems, waste management systems, electrification, IT infrastructure, HVAC, interiors, furniture, furnishings, fittings and fixtures
Preparation of a Detailed Project Report (DPR) supported by necessary surveys and investigations
Preparation of detailed drawings, estimates and Bills of Quantities (BOQ)
Preparation of tender documents and assistance in inviting item-rate tenders
Periodic construction supervision, project management support, quality control and quality assurance
Coordination between TCGL, contractors, PMC agencies and other stakeholders
End-to-end technical support for obtaining all pre- and post-construction approvals and statutory clearances
While statutory fees will be borne by the authority, documentation and coordination will remain the responsibility of the consultant.
Sustainability Features
The project incorporates multiple sustainability measures, including:
Net Zero Energy Strategy through rooftop and façade-integrated solar panels
Net Zero Water Management via sewage treatment plants, greywater recycling and rainwater harvesting
Smart Public Building Systems, including:
Smart LED lighting with occupancy and daylight sensors
Centralised Building Management System (BMS) for real-time monitoring of energy, water, HVAC, lighting and indoor environmental quality
Natural ventilation supported by adaptive architectural design and smart controls
Eco-friendly mobility, with pedestrian-friendly access and electric vehicle (EV) charging stations for official use
Tender and Bidding Process
TCGL has invited proposals from single entities only, as consortiums are not permitted. Bidders must have been in existence for a minimum of five years and should possess an average annual consultancy turnover of at least Rs 20 crore over the last three financial years.
The selection will be conducted under the Quality-cum-Cost Based System (QCBS), with 70 per cent weightage for technical evaluation and 30 per cent for financial bids. Shortlisted firms will be required to make a conceptual presentation before the evaluation committee, highlighting innovative design solutions and fast-track implementation strategies.
The Request for Proposal (RFP) was issued on January 29, 2026. The pre-bid meeting will be held on February 5, 2026, at the TCGL headquarters. The deadline for online submission of bids is February 26, 2026, by 18:00 hours, while physical bids must be submitted by March 2, 2026, by 15:00 hours. The overall project duration, covering both design and construction phases, has been fixed at 24 months.
