Gujarat Congress incharge Gurudas Kamat has fixed responsibilities of state Congress leaders for specific Lok Sabha/Vidhan Sabha seats. Even Congress party knows that some seat are not winnable. On such seats, the party will monitor efforts of particular leader who has been given responsibility of that seat. On other seats where tough fight or victory is possible, the party would seek result from the leader responsible. Selection of particular leader for particular seat has been made considering caste and geographical factors.

Deesa has considerably well Thakor and Maldhari community votes, so responsibility has been given to two Congress leaders from this community. Similarly Kunvarjibhai in Tankara for Koli votes, or Shankersinh in Matar for Kshatriya votes, or Tusharbhai for Limkheda for tribal votes. Then there are geographical reasons. Shaktisinh has been given Talaja because he belongs to Bhavnagar, Modhwadia in coastal seat and Bharatsinh Solanki obviously for Anand.
