Gandhinagar: During the mock drill to be held on May 7th as per the instructions of the union ministry of Home Affairs, during 7.30 to 8.00 pm, 18 districts of Gujarat will observe complete black out. All lights across these districts, be it street lights or lights in residential and commercial buildings or temples and all kinds of other structures will remain shut during the blackout period. Curtains shall be used on windows if it can prevent light to be visible outside. People will need to move to safe places and stay away from using elevators.

Vadodara, Surat, Tapi, Patan, Banaskantha, Ahmedabad, Jamnagar, Dwarka, Kutch, Bharuch, Gandhinagar, Bhavnagar, Morbi, Gir Somnath, Mahesana, Narmada, Navsari and Dang are the districts covered under this mock drill.

Mock drill for district administrations will begin at 4 pm with sounds of sirens. District administrations will be performing mock drills at vital installations post 4 pm. The name of the installations shall be conveyed to officials at last minute.

Sharing these details, minister of State for Home, Harsh Sanghavi said that there’s no need to panic or fear, as this mock drill is just for awareness. He said, the detailed guideline is readied by Civil Defense which shall be shared with the people. DeshGujarat

Minister of State for Home Affairs Shri Harsh Sanghvi, while giving details to the media regarding this, gave details of what the common citizens should do in the context of the mock drill and said that in such a situation, the citizens should do the following:

* When a warning is given, citizens should remain alert and understand two types of sirens. In which (1) Warning signal: A long siren will sound indicating a possible air strike. (2) All clear signal: A short and steady siren indicates that the danger has passed.

* As an immediate citizen response in any emergency situation, all outdoor activities should be stopped immediately and assistance should be given to the elderly, children and disabled citizens. In addition, the use of lifts should be avoided and stairs should be used during evacuation.

* On 7/5/2025, there will be a blackout for half an hour in different districts of the state from 7.30 to 8.30 in the evening. During which all lights in homes, offices and vehicles should be turned off or covered. Use blackout curtains or heavy cloth to prevent light leakage. Avoid using mobile phones or flashlights near windows.

* Follow official instructions given by civil defence officials through radio or advertisements, do not spread rumours or misinformation and provide help and guidance to neighbours who are unaware of the procedures.

The Minister of State for Home also appealed to all citizens that this mock drill is only to be done as a form of alertness and preparation, hence no one needs to fear or panic.

Minister of State for Home Affairs Shri Harsh Sanghvi, while giving details of the districts of the state in which this mock drill is to be held, said that mock drills will be held in a total of 18 districts including Ahmedabad, Gandhinagar, Vadodara, Bharuch (Ankleshwar), Tapi (Kakrapar), Surat, Bhavnagar, Jamnagar, Devbhumi Dwarka (Okha, Vadinar), Kutch-East (Gandhidham), Kutch-West (Bhuj, Naliya) and Patan, Banaskantha, Gir Somnath and Morbi.

While giving details of the step-by-step process for the mock drill, the Minister of State for Home Affairs said that,

* According to the general principles of Civil Defence, there are a total of 12 different types of services, which will actively participate in such a situation, which includes trained wardens/volunteers of Civil Defence.

* Indian Air Force sends secret message to Civil Defence through hotline

* ​​Civil Defence/Aware Citizens help citizens as first responders through siren/SMS.

* Civil Defence Aware Citizens will inform citizens about airstrikes through SMS.

* Firefighters help evacuate citizens from the site and medical team provides treatment in the field.

* PWD helps in removing debris and dilapidated buildings and cleans the site.

* Forest Department staff is working to evacuate animals from the battle sites.

* Home Guards will maintain law and order with the help of police.

* Revenue officers will monitor.

* In the overall situation, the entire action is taken under the supervision of the District Collector.

* Police department has to maintain law and order in such a situation.

* General public including students will be trained by Civil Defence, SDRF and SRP to sensitize and spread awareness.

* Village Sarpanches will also be given proper guidance.

It is important to point out here that after the Chinese invasion in the year 1962, the Government of India, like other countries, has started the Civil Defence system in India from the year 1963. The main objective of starting this system is to protect the lives and property of the people during the war, to maintain the morale of the people on the home front, to protect the people from rumors and to see that the process of industrial production and supplies continue. Over time, the scope of civil defence activities has been expanded.

In times of peace, during natural disasters such as floods, earthquakes, storms and man-made (unnatural) disasters such as communal riots, major fires, major accidents, the officers/employees of the Civil Defence system and honorary officers/volunteers of Civil Defence are present on the spot and perform their service duty to the people.

ગૃહ રાજ્ય મંત્રી શ્રી હર્ષ સંઘવીએ આ અંગે મીડિયાને વિગતો આપતા સામાબન્ય નાગરિકોએ મોકડ્રીલ સંદર્ભમાં શું કરવું જોઈએ તેની વિગતો આપતાં કહ્યું કે, આવી પરિસ્થિતમાં નાગરિકોએ આટલું કરવું જોઈએ:

* ચેતવણી આપવામાં આવે ત્યારે નાગરિકોએ સતર્ક રહી બે પ્રકારના સાયરનને સમજવા જોઈએ. જેમાં (૧) વોર્નિંગ સિગ્નલ: સંભવિત હવાઈ હુમલાનો સંકેત આપતો લાંબો સાયરન વાગશે. (૨) ઓલ ક્લીયર સિગ્નલ: ટૂંકો અને સ્થિર સાયરન જે ખતરો પસાર થઈ ગયો છે, તે દર્શાવે છે.

* કોઈપણ પ્રકારની ઈમરજન્સી પરિસ્થિતિમાં તાત્કાલિક નાગરિક પ્રતિભાવ તરીકે તમામ બાહ્ય પ્રવૃત્તિઓ તાત્કાલિક બંધ કરી વૃદ્ધો, બાળકો અને દિવ્યાંગ નાગરિકોને સહાય કરવી જોઈએ. આ ઉપરાંત લિફ્ટનો ઉપયોગ ટાળવો જોઈએ તથા સ્થળાંતર સમયે સીડીનો ઉપયોગ કરવો જોઈએ.

* તા. ૭/૫/૨૦૨૫ના રોજ રાજ્યમાં સાંજે ૭.૩૦ થી ૮.૩૦ દરમિયાન વિવિધ જિલ્લાઓમાં અલગ-અલગ સમયે અડધો કલાક માટે બ્લેકઆઉટ રહેશે. જે દરમિયાન ઘરો, ઓફિસો અને વાહનોમાં તમામ લાઇટ બંધ કરો અથવા ઢાંકી દો. પ્રકાશ લીકેજ અટકાવવા માટે બ્લેકઆઉટ પડદા અથવા ભારે કાપડનો ઉપયોગ કરો. બારીઓ પાસે મોબાઇલ ફોન અથવા ફ્લેશલાઇટનો ઉપયોગ કરવાનું ટાળો.

* નાગરિક સંરક્ષણ અધિકારીઓ તરફથી રેડિયો અથવા જાહેરાતો દ્વારા સત્તાવાર સૂચનાઓ આપવામાં આવે તેનું પાલન કરો, અફવાઓ કે ખોટી માહિતી ફેલાવવી નહીં તથા જેઓ પ્રક્રિયાઓથી અજાણ છે તેવા પડોશીઓને મદદ અને માર્ગદર્શન આપો.

ગૃહ રાજ્ય મંત્રીશ્રીએ સૌ નાગરિકોને એવો પણ અનુરોધ કર્યો કે, આ મોકડ્રીલ એ માત્ર સતર્કતા અને પૂર્વ તૈયારી રૂપે થવાની છે તેથી કોઈએ ભય કે ગભરાટ રાખવાની જરૂર નથી.

ગૃહ રાજ્ય મંત્રી શ્રી હર્ષ સંઘવીએ રાજ્યના જે જિલ્લાઓમાં આ મોકડ્રીલ થવાની છે તેની વિગતો આપતાં કહ્યું કે, અમદાવાદ, ગાંધીનગર, વડોદરા, ભરુચ (અંકલેશ્વર), તાપી (કાકરાપાર), સુરત, ભાવનગર, જામનગર, દેવભૂમી દ્વારકા (ઓખા, વાડીનાર), કચ્છ-પૂર્વ (ગાંધીધામ), કચ્છ-પશ્ચીમ (ભુજ, નલીયા) ઉપરાંત પાટણ, બનાસકાંઠા, ગીર સોમનાથ અને મોરબી એમ કુલ-૧૮ જિલ્લાઓમાં મોકડ્રીલ થશે.

ગૃહ રાજ્ય મંત્રીશ્રીએ મોક ડ્રીલ માટે પગલાવાર પ્રક્રિયાની વિગતો આપતાં જણાવ્યું હતું કે,

* સિવિલ ડિફેન્સના સામાન્ય સિદ્ધાંતો અનુસાર કુલ ૧૨ વિવિધ પ્રકારની સેવાઓ છે, જે આ પ્રકારની પરિસ્થિતિમાં સક્રિયપણે ભાગ લેશે, જેમાં સીવીલ ડીફેન્સના પ્રશિક્ષિત વોર્ડન/સ્વયંસેવકોનો સમાવેશ થાય છે.

* ઇન્ડિયન એર ફોર્સે હોટલાઇન દ્વારા સિવિલ ડિફેન્સને ગુપ્ત સંદેશ મોકલ્યો

* સિવિલ ડિફેન્સ/જાગૃત નાગરિકો સાયરન/SMS દ્વારા નાગરિકોને પ્રથમ પ્રતિભાવ આપનાર તરીકે મદદ કરે છે.

* સિવિલ ડિફેન્સ જાગૃત નાગરિકો SMS દ્વારા નાગરિકોને હવાઈ હુમલાની માહિતી આપશે.

* ફાયર ફાઇટર નાગરિકોને સ્થળ પરથી બહાર કાઢવામાં મદદ કરે છે અને તબીબી ટીમ દ્વારા ફિલ્ડમાં સારવાર આપવામાં આવે છે.

* PWD કાટમાળ અને જર્જરિત ઇમારતો દૂર કરવામાં અને સ્થળ સાફ કરવામાં મદદ કરે છે.

* વન વિભાગનો સ્ટાફ યુદ્ધ સ્થળોએથી પ્રાણીઓને બહાર કાઢવાની કામગીરી કરે છે.

* પોલીસની મદદમાં રહી હોમગાર્ડ કાયદો અને વ્યવસ્થા જાળવશે.

* મહેસૂલ અધિકારીઓ દેખરેખ રાખશે.

* એકંદર સ્થિતિમાં જિલ્લા કલેકટરની દેખરેખ હેઠળ સમગ્ર કાર્યવાહી કરવામાં આવે છે.

* પોલીસ ખાતાએ આવી પરિસ્થિતિમાં કાયદો અને વ્યવસ્થાની જાળવણી કરવાની હોય છે.

* વિદ્યાર્થીઓ સહિત સામાન્ય પ્રજાને સિવિલ ડિફેન્સ, SDRF અને SRP દ્વારા સંવેદનશીલ બનાવવાની અને જાગૃતિ વિસ્તૃત કરવાની દિશામાં તાલીમ આપવામાં આવશે.

* ગામનાં સરપંચોને પણ યોગ્ય માર્ગદર્શન આપવામાં આવશે.

અત્રે નિર્દેશ કરવો જરૂરી છે કે, વર્ષ ૧૯૬૨માં થયેલા ચીનના આક્રમણ પછી ભારત સરકારે અન્ય દેશો અનુસાર ભારત દેશમાં પણ નાગરિક સંરક્ષણ તંત્ર વર્ષ ૧૯૬૩થી શરૂ કર્યું છે. આ તંત્ર શરૂ કરવાનો મુખ્ય ઉદ્દેશ યુદ્ધ દરમિયાન પ્રજાના જાનમાલનું રક્ષણ કરવું, ગૃહ મોરચે પ્રજાનો જુસ્સો ટકાવી રાખવો, અફવાઓથી પણ પ્રજાજનોને બચાવવા તથા ઔદ્યોગીક ઉત્પાદનની પ્રક્રિયા અને પૂરવઠો ચાલુ રહે તે જોવાનો છે. સમય જતાં નાગરિક સંરક્ષણની પ્રવૃત્તિનું કાર્યક્ષેત્ર વિસ્તારવામાં આવ્યું છે.

શાંતિના સમયમાં કુદરતી આફતો જેવી કે પુર, ધરતીકંપ, વાવાઝોડું અને માનવ સર્જીત (અકુદરતી) આફતો જેવી કે, કોમી રમખાણો, મોટી આગ, મોટા અકસ્માત વખતે નાગરિક સંરક્ષણ તંત્રના અધિકારી/કર્મચારીઓ અને નાગરિક સંરક્ષણના માનદ પદાધિકારી/સ્વયંસેવકો ખડેપગે હાજર રહી પ્રજાની સેવાકીય ફરજ બજાવે છે.
