Surat Outer Ring Road Phase-2 Completion Likely by 2028; SMC Seeks ₹400 Crore Grant

Surat: Recently, officials of the Surat Municipal Corporation (SMC) met with State Finance Minister Kanu Desai, requesting a grant of over Rs. 400 crore to speed up the much-delayed Outer Ring Road project. However, reports indicate that even after the grant allocation, the project is expected to take another three years to complete.

Phase-2 of the Outer Ring Road will cover 66 km around Surat, with an estimated cost of over Rs. 480 crore. To accelerate construction, a grant of Rs. 400–500 crore is required. Local news reports suggest that despite the funding, the full benefits of the Outer Ring Road may only be realized by 2028.

The project, initially launched in 2019 with a target completion date of 2023, has faced significant delays. Most of the pending work falls within the limits of the Surat Urban Development Authority (SUDA). Phase-2 includes 10.45 km of road and a flyover bridge connecting Sachin to Surat-Kadodara Road via the Surat-Palsana Road stretch. Of the total 66 km, 10.45 km remains unfinished. Meanwhile, 17 km of the first phase within municipal limits has largely been completed, while the remaining 31 km passes through National and State Highways.

Once Phase-2 is completed, the entire Outer Ring Road will be operational, reducing travel distances by approximately 10 km and improving connectivity between Gadhpur Road, Surat-Kamrej Road, and areas such as Mota Varachha, Bharathana, and Kosad.

Phase-2 Tenders to be Approved in the Coming Days

The estimated cost for the road from Sachin to Kadodara in Phase-2 was initially Rs. 195 crore, while the cost for the six-lane flyover on Surat-Kadodara Road was around Rs. 60.91 crore. However, there may be an approximate 14% increase in these costs, bringing them to Rs. 220 crore for the road and Rs. 69 crore for the bridge. The road will be 9.16 kilometers long, with a six-lane flyover measuring 730 meters. The tenders for both projects are expected to be approved in the coming days.

The deadline for completing the road work is set at two and a half years from the date of tender approval, while the flyover work is expected to be completed in two years.

In Phase-2, a railway flyover will also be constructed at Niyol, with an estimated cost of Rs. 192 crore. Tenders for the railway flyover will be issued soon. However, if costs rise by an average of 5–10%, the project cost could reach Rs. 200 crore, with an estimated completion period of two years. DeshGujarat
