AMC to develop blockchain platform to streamline certificates, TDR transactions service

Ahmedabad: In a significant step towards digital transformation, the Ahmedabad Municipal Corporation (AMC) is set to develop a blockchain-based platform to streamline and secure a wide range of municipal services.

As per press release of the civic body, “The initiative will initially be implemented for the Transferable Development Rights (TDR) system and will subsequently be expanded to cover several critical civic services, including birth, death and marriage certificates; Shops and Establishment registrations; Fire NOCs; vehicle and pet registrations; vaccination certificates; building use permissions; development rights certificates; and work completion certificates issued to agencies, among others.”

The proposed platform aims to address long-standing challenges such as manual processing, fragmented record-keeping, delays in verification, and the risk of document tampering. By replacing legacy paper-based systems with a secure, transparent, and efficient digital framework, the platform will eliminate physical ledgers, reduce manual intervention, and enable instant digital verification. This is expected to significantly improve service delivery timelines while ensuring tamper-proof and fully auditable records.

Built on enterprise-grade blockchain technology and a robust microservices-based architecture, the platform will support immutable certificate authentication, seamless TDR transactions, and the creation of a future-ready and dynamic TDR marketplace. “The system is being developed in strict compliance with national data privacy laws, Aadhaar regulations, and established e-governance standards, ensuring the highest levels of security, reliability, and trust for citizens and stakeholders,” the civic body said.

By enabling secure digital approvals, real-time document authentication, and enhanced accessibility for citizens, businesses, and partner agencies, AMC aims to address critical inefficiencies in urban governance while setting a new benchmark for municipal administration in India. DeshGujarat
