Gujarat Govt Procures Power Worth ₹15,395 Crore from Adani, ₹1,612 Crore from Tata in 2 Years

Gandhinagar: The Gujarat government informed the Legislative Assembly on Monday that it has procured electricity worth ₹15,395 crore from Adani Power Limited and ₹1,612 crore from Coastal Gujarat Power Limited (Tata Group) during 2024-25 and 2025-26 so far.
The details were provided in a written reply to queries raised by MLAs regarding power purchase agreements (PPAs), tariffs, and recent expenditure.
Data tabled in the House show that Gujarat Urja Vikas Nigam Limited (GUVNL) undertook large-scale procurement of electricity from private power generators during 2024-25 and 2025-26.
From Adani Power Limited, the state purchased 15,492 million units (MU) of electricity in 2024 at a total cost of ₹8,095 crore. In 2025, as per provisional figures, 13,223 MU were procured at a cost of ₹7,300 crore.
Although the Energy Minister did not disclose the average per-unit tariff in the written reply, calculations based on the expenditure indicate that the effective procurement cost worked out to approximately ₹5.22 per unit in 2024 and ₹5.52 per unit in 2025. These rates are higher than the originally quoted levelised tariffs, primarily due to pass-through adjustments permitted under revised agreements.
With regard to Coastal Gujarat Power Limited (Tata Group), the government stated that 11,777 MU were procured in 2024-25. The state paid ₹1,322 crore in fixed charges, while the average variable cost stood at ₹3.77 per unit.
In 2025-26, as per provisional data, 2,948 MU were procured, with ₹290 crore paid in fixed charges and an average variable cost of ₹3.54 per unit.
However, it has been reported that power generation at Coastal Gujarat Power Limited has remained completely halted since July 1, 2025, a detail that was not mentioned in the Minister’s written reply. DeshGujarat
