Gujarat Govt Warns Action Against Officials Over ‘Bureaucratic Apathy’ Toward Elected Representatives

Gandhinagar: Amid recurring disputes and complaints over protocol violations between elected representatives and government officials in Gujarat, the state government has adopted a strict stance. The General Administration Department (GAD) has issued a circular dated February 25, 2026, directing all government officials and employees to strictly adhere to protocol while dealing with public representatives.

Reason Behind the Decision

According to reports, several MLAs and MPs had repeatedly complained of bureaucratic apathy, stating that they were not being accorded due respect at district headquarters and that protocol norms were being violated during official government programmes.

Although similar instructions were issued in 2018 and 2021, the Public Accounts Committee reportedly observed that the guidelines were not being implemented systematically.

Key Directives in the Circular

As per the fresh circular, officers have been instructed to strictly comply with the following:

  • Dignified Reception: Ministers visiting districts must be received formally in accordance with prescribed protocol.

  • Mandatory Coordination: All government programmes organised by district administrations must be conducted in coordination with the district’s in-charge minister and under their guidance.

  • Prompt Courtesy Meetings: When an MLA or MP visits a government office, officials must meet them promptly without unnecessary delay, listen to their representations, and respond courteously.

  • Protocol-Based Representation: Names of public representatives must be displayed in the correct order, as per protocol, on invitation cards, pamphlets, and in seating arrangements at official events.

Warning of Disciplinary Action

The circular clearly states that any violation of these instructions will be treated as a serious disciplinary offence. Strict action will be taken against officers or employees found misbehaving with public representatives or breaching established protocol norms.
