Public Debt of Gujarat Around ₹4 Lakh Crore: Govt

Gandhinagar: The Gujarat government’s total outstanding public debt has reached nearly ₹4 lakh crore as of December 31, 2025, according to information presented in the State Assembly. The details were shared by Finance Minister Kanu Desai in response to a question raised during the ongoing budget session.
The Finance Minister stated that, as per the revised estimates for the financial year 2024–25, the total outstanding public debt of the state amounts to ₹3,99,633 crore.
Sources and Tenure of Borrowings
The government has raised loans from multiple sources over varying tenures:

Central Government Debt: Borrowed between 2000–01 and 2024–25 for periods ranging from 7 to 50 years.

NSSF (National Small Savings Fund) Loans: Raised between 1999–2000 and 2015–16 for tenures of 10 to 25 years.

Loans from Financial Institutions: Availed between 2016–17 and 2024–25 for 7 to 15 years.

Market Loans: Raised between 2015–16 and 2024–25 for periods ranging from 2 to 15 years.
Interest and Principal Payments
As per the revised estimates for 2024–25, the state government has made substantial repayments towards interest and principal. The details are as follows:

Market Loans: Carry interest rates ranging from 6.04% to 8.79%. In 2024–25, the government paid ₹22,440 crore as interest and ₹21,922 crore towards principal repayment.

NSSF Loans: Carry interest rates between 9.50% and 10.50%. During 2024–25, ₹2,038 crore was paid as interest and ₹3,629 crore towards principal.

Central Debt: Carries interest rates ranging from 0% to 12.50%. In 2024–25, ₹579 crore was paid as interest and ₹835 crore towards principal.

Loans from Financial Institutions: Carry interest rates between 2.75% and 8.10%. In 2024–25, ₹888 crore was paid as interest and ₹2,701 crore towards principal.
