SMC fast-tracks Creek Flood Mitigation Plan with High-Tech surveys across 188-km Network

Surat:  In a major effort to permanently tackle chronic urban flooding caused by overflowing creeks (khadis) during heavy monsoons, the Surat Municipal Corporation (SMC) convened a high-level review meeting of the Special Creek Flood Mitigation Committee today at Tapi Bhavan. Chaired by the Municipal Commissioner, the session focused on evaluating ongoing technical surveys and hydrological modeling designed to safeguard the textile hub from future inundations.

To establish an overarching flood management model, an appointed consultancy firm has been tasked with executing detailed DGPS (Differential Global Positioning System), LiDAR, and topographic surveys across a 188-kilometer stretch of city creeks. According to progress reports shared during the meeting, DGPS and drone mapping have been completed for 35 kilometers, with digital elevation data for 23 kilometers already processed for technical analysis.

To ensure accurate hydrological planning, the civic body has supplied the consultancy team with key historical and spatial datasets. These include Surat’s rainfall records, industrial effluent discharge metrics from the Gujarat Pollution Control Board (GPCB), 2026 High Flood Levels (HFL), coastal tidal patterns from 2020 to 2026, creek cross-sections, topography, storm outlets, 2025 drone visual footage, previous flood studies, proposed Ring Road alignments, Irrigation Department canal escape and siphon records, and land mapping for water bodies and government plots. Addressing remaining data gaps, the Municipal Commissioner issued a strict two-day deadline to relevant departments to deliver missing structural details, including National Highway drainage outlets, bridge designs, and structural specifications for the Dedicated Freight Corridor Corporation (DFCC) and the Surat-Mumbai Expressway.

The meeting also resulted in critical operational directives for high-risk zones across Surat. Officials were instructed to conduct immediate field surveys along Mithi Khadi to establish revised danger thresholds and identify exact siltation hotspots where urgent dredging can smooth water flow. Following recent clearance from the Surat Airport Authority, drone mapping within the restricted Air Traffic Control (ATC) airspace will commence tomorrow.

Furthermore, the consultancy team was asked to draft a concrete layout to utilize land at the Bamroli Biodiversity Park to retain and divert surge waters. In Varachha, planners were directed to evaluate a scheme to route Varachha Khadi floodwaters directly into the Tapi River via floodgates beneath the Chikuvadi Kalakunj river bridge, effectively bypassing the overburdened Koyli Khadi.
