Gujarat Govt Announces Job Charts for Panchayat, Revenue Talatis; Roles Clearly Demarcated

Gandhinagar: The Gujarat Government has announced a clear division of work and job chart for Panchayat Talatis and Revenue Talatis, aimed at simplifying administration and making it easier for citizens to access government services at the village level.
Panchayat Minister Rushikesh Patel said the decision was taken after detailed consideration of the roles and responsibilities of both cadres. He said the move will bring greater clarity to their respective duties and improve administrative transparency in rural areas.
According to the government, around 90 to 100 types of small and major tasks are handled at the village level. When classified according to their subjects, these account for nearly 290 public-facing activities. The new job charts are intended to clearly define which responsibilities fall under the Panchayat Talati-cum-Mantri and which come under the Revenue Talati.
Panchayat Talati-cum-Mantri to handle Gram Panchayat and rural development work
Under the job chart prepared by the Panchayat, Rural Housing and Rural Development Department, the Panchayat Talati-cum-Mantri will carry out duties assigned to the Gram Panchayat Secretary under the Gujarat Panchayats Act and applicable rules.
The responsibilities will include implementing Central and State Government schemes at the village level, issuing various certificates, handling matters related to village land, grazing land and land owned by Gram Panchayats, and managing issues concerning public properties.
The job chart also covers cleanliness, water supply, tree plantation, Gram Sabha and village-level committees, along with activities related to PM-KISAN, PM Vishwakarma, e-Gram/e-Nirman Card, Anganwadi services, primary education, rural sanitation, water supply, village plots, land reserved for public purposes, sanitation and health.
Revenue Talati to handle revenue and land-related matters
As per the job chart prepared by the Revenue Department, the Revenue Talati will be responsible for work under various revenue laws and rules, including matters covered under the Migrant Property and Ashant Act.
The responsibilities also include land records and surveys relating to Central and State Government land, PM-SVAMITVA Yojana, collection of land revenue, recovery of outstanding dues, maintenance of land records and rights, verification of government properties and land-related rights, land acquisition and other revenue administration matters.
The Revenue Talati will also handle matters related to crop production and land improvement, crop-cutting experiments, farmer registration, crop insurance, agricultural relief packages during natural calamities, and other land-related duties assigned by revenue authorities.
Coordination between both cadres
The government has also made provisions for coordination and mutual assistance between the two cadres wherever required. In particular, Panchayat Talatis and Revenue Talatis will work together on matters related to agricultural relief packages during natural calamities.
The job chart further provides that, in special cases involving village-level work, a Village Computer Entrepreneur (VCE) can assist the Revenue Talati through a special order issued by the Development Commissioner.
The State Government said the decision will provide greater clarity regarding the roles, responsibilities and scope of work of both cadres. It is expected to bring more systematic management of Panchayat and revenue-related activities at the village level and reduce confusion over responsibilities.
The government said the decision, taken after prolonged consideration, will help strengthen rural administration and improve the delivery of services by clearly defining responsibilities related to Panchayat and revenue work. DeshGujarat
