Gujarat RTOs to Allow Registration, Modification of Sidecar Motorcycles for Disabled Persons

Gandhinagar, August 21: The Gujarat government has allowed the registration and modification of motorcycles fitted with sidecars for persons with disabilities, in a move aimed at improving mobility, independence and safe transportation.

The Commissioner of Transport has issued a circular directing all RTO and ARTO offices in the state to follow the Central Government’s guidelines for the registration and conversion of sidecar-equipped motorcycles.

Under the new provisions, persons with physical disabilities will be allowed to register or modify motorcycles with sidecars, subject to prescribed safety and technical requirements. The move is aimed at easing everyday mobility challenges and helping people with disabilities become more self-reliant.

Provisions for persons with intellectual disabilities

The circular also lays down specific provisions for sidecar-equipped motorcycles intended for persons with intellectual disabilities. These include requirements related to ownership, guardianship, operation of the vehicle, safety and speed limits.

Such vehicles must be operated by the person’s legal guardian or an authorised individual with the guardian’s knowledge and consent. The driver must also hold a valid driving licence for the relevant vehicle category.

Safety requirements

Safety has been made a key condition for registration or modification. The vehicle’s speed must not exceed 40 kmph, while helmets will be mandatory for both the driver and the passenger with a disability.

The sidecar must also have a suitable seat belt or other safety restraint system. Before registration or approval of the modification, the vehicle will undergo a physical inspection to ensure that the sidecar and other modifications do not pose a risk to the driver, passenger or other road users.

Applicants will also be required to have a valid comprehensive insurance policy, including at least third-party risk cover. All modifications and registrations will have to comply with the Motor Vehicles Act, 1988, and applicable government guidelines.

The state government said the measure is intended to promote safer, easier and more dignified mobility for persons with disabilities across Gujarat. DeshGujarat
