RRU, CAPSI sign MoUs to develop training, certification framework for private security sector

Gandhinagar: Rashtriya Raksha University (RRU) and the Central Association of Private Security Industry (CAPSI) have signed Memoranda of Understanding (MoUs) to develop an Indian framework for the training, assessment and professional certification of private security personnel, according to a press release issued on Saturday.

The initiative proposes a “Bharat Gold Standard” for the private security sector, covering professional skills, first-response capabilities, technology use and career progression.

The partnership will combine RRU’s academic, training, research and assessment capabilities with CAPSI’s industry experience and network. The objective is to align training with the operational and technological requirements of India’s private security industry.

Focus on technology and practical training

As per the release, RRU’s Advanced Security Skills Training Centre will serve as a key platform for the initiative. It is intended to train new entrants, serving security personnel, former armed forces and police personnel transitioning to private security, agency managers, and professionals in risk, compliance and facility management.

The training will include classroom instruction as well as simulation-based and practical exercises. The facilities include driving and firing simulators, OSINT and technology laboratories, drone training, K9 exposure, maritime security facilities, a Private Security Lab and physical training infrastructure.

The proposed framework will also focus on technologies used in modern security operations, including CCTV analytics, electronic access control, alarm systems, drones, digital communications and AI-enabled platforms.

Certification and career progression

The proposed system will link training with practical assessment and certification rather than relying solely on course attendance.

It is expected to provide a career pathway from entry-level security duties to supervisory and specialised roles, including K9, drone and technology-enabled security, and eventually managerial and consultancy positions.

Private security sector has around 10 million personnel

CAPSI estimates that India’s private security workforce comprises around 10 million personnel, serving industrial units, financial institutions, corporate establishments, hospitals, educational institutions, residential communities, logistics facilities and other locations.

RRU and CAPSI said the proposed framework is intended to create a common professional ecosystem covering occupational competencies, training curricula, qualified trainers, practical learning, assessment, certification and continuing education.
