AM/NS India to Invest ₹240 Crore to Upgrade 5 ITIs in Surat Under PM-SETU
October 13, 2026
Surat: In a major boost to India’s industrial training ecosystem, Shareholders’ Agreements (SHAs) have been signed under the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) scheme to upgrade government Industrial Training Institutes (ITIs) in Gujarat and Andhra Pradesh in partnership with ArcelorMittal Nippon Steel India (AM/NS India).
The agreements were signed by the Directorate General of Training (DGT), under the Ministry of Skill Development and Entrepreneurship (MSDE), the governments of Gujarat and Andhra Pradesh, and AM/NS India. The agreements pave the way for the implementation of approved Strategic Investment Plans (SIPs) for the two clusters in the respective states.
The partnership covers a cluster of five government ITIs in Surat, Gujarat, and another four in Visakhapatnam, Andhra Pradesh.
The signing of the SHAs formally establishes the framework for collaboration among the industry partner, the Union government and the respective state governments to implement the approved projects. Dedicated special purpose vehicles (SPVs) will now be established to manage the upgradation and operations of the ITI clusters. AM/NS India will hold a 51% stake in each SPV, while the Union government and the respective state government will each hold a 24.5% equity stake.
Industry-academia collaboration for future-ready skills
AM/NS India will implement the projects in collaboration with the New Age Makers’ Institute of Technology (NAMTECH), its academic and technical partner. While AM/NS India will contribute its manufacturing expertise and industry insights, NAMTECH will support curriculum enhancement, training delivery reforms, faculty development and academic innovation.
The planned interventions include:
- Modernisation of training infrastructure, workshops and laboratories.
- Introduction of new-age, industry-relevant trades and technologies.
- Upgradation of existing curricula to align with evolving industry requirements.
- Strengthening of instructor training and capacity-building initiatives.
- Expansion of hands-on, practical learning opportunities for trainees.
These interventions are expected to improve training quality, enhance employability and better prepare ITI graduates to meet industry requirements.
Major industry commitment under PM-SETU
The Surat and Visakhapatnam clusters together account for an approved investment of approximately ₹440 crore, comprising ₹240 crore for the Surat cluster and ₹200 crore for the Visakhapatnam cluster.
The AM/NS India-led projects represent a significant industry commitment under the PM-SETU scheme. The total proposed investment across the first 14 approved Strategic Investment Plans (SIPs) under the scheme stands at ₹3,446 crore. DeshGujarat
