Gujarat, Scotland Sign MoU to Boost Ties in Renewable Energy, Sports and Trade
October 23, 2026
Gandhinagar: The Gujarat government and the Scottish government have signed a Memorandum of Understanding (MoU) to strengthen bilateral cooperation in renewable energy, trade, investment, sports, education, research and sustainable development. The agreement was signed in Gandhinagar in the presence of Gujarat Chief Minister Bhupendra Patel and Scotland’s First Minister John Swinney.
The MoU aims to expand economic and professional ties, promote people-to-people exchanges and facilitate knowledge-sharing, innovation and skill development. It will also encourage partnerships between businesses, universities, research institutions and other organisations in Gujarat and Scotland.
The agreement comes as Gujarat prepares to host the 2030 Commonwealth Games. Scotland’s experience in hosting the 2026 Commonwealth Games in Glasgow is expected to offer opportunities for cooperation in sports infrastructure, event management and the promotion of fitness and sporting culture.
During the meeting, Swinney expressed confidence that the agreement would open new avenues for cooperation in areas including culture, sports, renewable energy and life sciences. He also highlighted Scotland’s expertise in offshore energy and expressed interest in sharing its experience with Gujarat.
Responding to the proposal, Patel said Gujarat was a leading state in India’s renewable energy sector and had significant potential for offshore energy development, given its extensive coastline. He suggested that a delegation from Gujarat visit Scotland to study its expertise and explore opportunities for collaboration in the sector.
The MoU also provides for cooperation in trade and investment, entrepreneurship, sustainable economic growth and the exchange of best practices. It seeks to identify mutually beneficial opportunities based on the respective strengths of the two regions.
Chief Secretary M. K. Das welcomed the Scottish delegation and outlined opportunities for partnerships in sports, renewable energy, economic development and cultural exchange. He said the agreement would help connect businesses, institutions and experts while supporting the transition towards a more sustainable economy.
The MoU also envisages academic and research collaborations between universities, colleges and other educational institutions in Gujarat and Scotland. These partnerships are expected to strengthen links among students, researchers, educators and institutions while creating opportunities for skill development and professional exchanges.
In addition, the agreement seeks to promote cultural understanding and long-term relationships through cooperation in heritage, culture and the creative industries.
Rajiv Topno, Acting Additional Chief Secretary of the Industries Department, expressed confidence that the MoU would encourage dialogue, build trust and establish meaningful partnerships in education, skill development, sports and energy.
The meeting was attended by Sanjeev Kumar, Principal Secretary to the Chief Minister; principal secretaries of the Urban Development and Education departments; Dr Vikrant Pandey, Additional Principal Secretary to the Chief Minister; and senior secretaries from various government departments.
