Gujarat Govt promotes 14 IPS Officers

Gandhinagar: The Gujarat government today announced a major reshuffle in the Indian Police Service (IPS) cadre, promoting 14 officers across various ranks in the interest of public service. The promotions include elevations to Director General of Police (DGP), Additional Director General of Police (ADGP), Inspector General of Police (IGP), and Deputy Inspector General of Police (DIG) grades, with immediate effect. Several officers on Central and inter-cadre deputation have also been granted proforma promotions in accordance with IPS (Pay) Rules, 2016.
Here is the full order of the Govt:
(1) Narasimha N. Komar, IPS (GJ:1996), Commissioner of Police, Vadodara City is promoted to Director General of Police Grade in the Scale of Pay to Level 16 in Pay Matrix of Rs. 2,05,400-2,24,400 and appointed on the ex-cadre post of Commissioner of Police, Vadodara City by upgrading the cadre post of Commissioner of Police, Vadodara City in Additional Director General of Police Grade to the ex-cadre post of Commissioner of Police, Vadodara City in Director General of Police Grade.
(2) Dr. Prafulla Kumar Roushan, IPS (GJ:1996), Additional Director General of Police (Armed Units), Rajkot is promoted to Director General of Police Grade in the Scale of Pay to Level 16 in Pay Matrix of Rs. 2,05,400-2,24,400 and appointed on the ex-cadre post of Director General of Police (Armed Units), Rajkot by upgrading the ex-cadre post of Additional Director General of Police (Armed Units), Rajkot to the ex-cadre post of Director General of Police (Armed Units), Rajkot.
(3) Dr. S. Pandia Rajkumar, IPS (GJ:1996), Additional Director General of Police (Law and Order), Gandhinagar is promoted to Director General of Police Grade in the Scale of Pay to Level 16 in Pay Matrix of Rs. 2,05,400-2,24,400 and appointed on the ex-cadre post of Director General of Police (Law and Order), Gandhinagar by upgrading the cadre post of Additional Director General of Police (Law and Order), Gandhinagar to the ex-cadre post of Director General of Police (Law and Order), Gandhinagar.
(4) Dr. Vipul Aggarwal, IPS (GJ:2001), at present on Central Deputation as Principal Commissioner, Delhi Development Authority, New Delhi is granted proforma promotion under sub rule (6) of Rule 8 of IPS (Pay) Rules, 2016 in the Additional Director General of Police Grade in the Scale of Pay to Level 15 in the Pay Matrix of Rs. 1,82,200-2,24,100.
(5) Neeraj Kumar Badgujar, IPS (GJ:2008), Additional Commissioner of Police, Sector-1, Ahmedabad City is promoted to Inspector General of Police Grade in the Scale of Pay to Level 14 in Pay Matrix of Rs. 1,44,200-2,18,200 and appointed on the cadre post of Joint Commissioner of Police, Sector-1, Ahmedabad City by upgrading the ex-cadre post of Additional Commissioner of Police, Sector-1, Ahmedabad City to the cadre post of Joint Commissioner of Police, Sector-1, Ahmedabad City.
(6) Sarah Rizvi, IPS (GJ:2008), at present on Inter-cadre Deputation as Deputy Inspector General of Police (Administration, Police Headquarters), Jammu & Kashmir, Jammu is granted proforma promotion under sub rule (6) of Rule 8 of IPS (Pay) Rules, 2016 in the Inspector General of Police Grade in the Scale of Pay to Level 14 in the Pay Matrix of Rs. 1,44,200-2,18,200.
(7) Shobha Purushottam Bhutada, IPS (GJ:2008), at present on Central Deputation as Deputy Director, Intelligence Bureau, New Delhi is granted proforma promotion under sub rule (6) of Rule 8 of IPS (Pay) Rules, 2016 in the Inspector General of Police Grade in the Scale of Pay to Level 14 in the Pay Matrix of Rs. 1,44,200-2,18,200.
(8) Pradip Bhimrao Shejul, IPS (GJ:2008), at present on Central Deputation as Deputy Director, Intelligence Bureau, New Delhi is granted proforma promotion under sub rule (6) of Rule 8 of IPS (Pay) Rules, 2016 in the Inspector General of Police Grade in the Scale of Pay to Level 14 in the Pay Matrix of Rs. 1,44,200-2,18,200.
(9) Saurabh Singh, IPS (GJ:2012), at present on Central Deputation as Deputy Secretary in Senior Executive cadre of Cabinet Secretariat (R&AW), New Delhi is granted proforma promotion under sub rule (6) of Rule 8 of IPS (Pay) Rules, 2016 in the Deputy Inspector General of Police Grade in the Scale of Pay to Level 13-A in the Pay Matrix of Rs. 1,31,100-2,16,600.
(10) Dr. Sudhirkumar J. Desai, IPS (GJ:2012), Superintendent of Police (Intelligence), Gandhinagar is promoted to Deputy Inspector General of Police Grade in the Scale of Pay to Level 13-A in Pay Matrix of Rs. 1,31,100-2,16,600 and appointed on the ex-cadre post of Deputy Inspector General of Police (Intelligence), Gandhinagar by upgrading the ex-cadre post of Superintendent of Police (Intelligence), Gandhinagar to the ex-cadre post of Deputy Inspector General of Police (Intelligence), Gandhinagar.
(11) Balram Meena, IPS (GJ:2012), ADC to Hon. Governor of Gujarat, Lokbhavan, Gandhinagar is promoted to Deputy Inspector General of Police Grade in the Scale of Pay to Level 13-A in Pay Matrix of Rs. 1,31,100-2,16,600 and appointed on the ex-cadre post of ADC to Hon. Governor of Gujarat, Lokbhavan, Gandhinagar by upgrading the ex-cadre post of ADC to Hon. Governor of Gujarat, Lokbhavan, Gandhinagar to the ex-cadre post of ADC to Hon. Governor of Gujarat, Lokbhavan, Gandhinagar in Deputy Inspector General of Police Grade.
(12) Dr. Karanraj Vaghela, IPS (GJ:2012), Deputy Commissioner of Police (Economic Wing), Surat City is promoted to Deputy Inspector General of Police Grade in the Scale of Pay to Level 13-A in Pay Matrix of Rs. 1,31,100-2,16,600 and appointed on the ex-cadre post of Additional Commissioner of Police (Economic Wing), Surat City by upgrading the ex-cadre post of Deputy Commissioner of Police (Economic Wing), Surat City to the ex-cadre post of Additional Commissioner of Police (Economic Wing), Surat City.
(13) S. V. Parmar, IPS (GJ:2012), Commandant, SRPF, ONGC, Group-15, Mehsana is promoted to Deputy Inspector General of Police Grade in the Scale of Pay to Level 13-A in Pay Matrix of Rs. 1,31,100-2,16,600 and appointed on the ex-cadre post of Deputy Inspector General of Police, SRPF, ONGC, Group-15, Mehsana by upgrading the ex-cadre post of Commandant, SRPF, ONGC, Group-15, Mehsana to the ex-cadre post of Deputy Inspector General of Police, SRPF, ONGC, Group-15, Mehsana.
(14) A. M. Muniya, IPS (GJ:2012), Commandant, SRPF, Group-05, Godhra is promoted to Deputy Inspector General of Police Grade in the Scale of Pay to Level 13-A in Pay Matrix of Rs. 1,31,100-2,16,600 and appointed on the ex-cadre post of Deputy Inspector General of Police, SRPF, Group-05, Godhra by upgrading the ex-cadre post of Commandant, SRPF, Group-05, Godhra to the ex-cadre post of Deputy Inspector General of Police, SRPF, Group-05, Godhra.
It is certified that all the conditions laid down in the sub rule (6) of Rule 8 of the IPS (Pay) Rules, 2016 for grant of proforma promotions are satisfied in the case of officers who are on Central Deputation/Inter-cadre Deputation.
Furthermore, the government has granted the Junior Administrative Grade (Level-12 in the Pay Matrix of Rs. 78,800–2,09,200) to 28 IPS officers and the Selection Grade (Level-13 in the Pay Matrix of Rs. 1,23,100–2,15,900) to seven IPS officers, effective from January 1, 2026.
