Gujarat HC grants relief to suspended IAS Dahiya

Ahmedabad: The Gujarat High Court today barred the state (Gandhinagar)
police from conducting probe in to the allegations made by a Delhi
based woman against suspended IAS Gaurav Dahiya.

The court of Justice S H Vora accepted the contention of
Dahiya’s advocate that parallel investigation of the matter by Delhi
and Gujarat police could not be done. It observed that police in Delhi
where the complaint has been filed should probe the matter.

The Gujarat Government had on August 14 suspended Dahiya who was
posted as the joint secretary in the General Administration Department
(Planning). The orders read that Dahiya was facing serious charges of
misconduct and moral turpitude. He had approached the High Court
challenging the parallel investigation of the matter by Gujarat
(Gandhinagar) police before which he did not appear despite summons.

Dahiya’s advocate contended that the incidents, as alleged by the
woman, had not taken place in Gandhinagar. Therefore, the Gandhinagar
police does not have the jurisdiction to probe the case Dahiya is
apprehending that under the guise of recording his statement, the

Gandhinagar police might start criminal proceedings against him.

The woman, Leenu Singh, had earlier last month alleged that
Dahiya had compelled her to marry him secretly and later tortured her
for giving birth to a girl child.
The officer who was already married had denied the allegations
saying that the lady was trying to blackmail him and was not speaking
the truth.
The woman had filed a complaint with the crime against women
cell of Delhi police earlier last month which was intimated to the
sector 7 police station of Gandhinagar. .
The woman in her complaint alleged that Dahiya had befriended
her through Facebook while he was in Mexico in October, 2017 and she
was a final year student in Delhi. Later he came closer to her and
requested her to marry saying that he has filed a divorce petition
against his first wife. But she was not willing to marry him as her
parents were against it and she felt sympathy towards his first wife.
The IAS had taken her objectionable pictures after drugging her
during their stay in Shangrila hotel in Delhi and had threatened her
to upload these on social media if she did not marry her. He also
threatened to commit suicide if she did not agree. He also said that
he won’t let her marry anybody else.Though her parents were also not
willing ,they married in Tirupati Balaji temple in February last
year.She alleged that when she gave birth to a girl child, he also
tortured her saying that he wanted a male child.

She had on August 20 appeared before the Gujarat State Commission
for Women and sought justice for her and the eight month old daughter
whom she had given birth after her marriage with already married
Dahiya.
