Speaker reconstitutes various assembly committees, Vansh made PAC head

Gandhinagar: Speaker of the Gujarat assembly, Rajendra Trivedi, today re-constituted various committees of the house for the year 2019-20 here in which Congress MLA Punjabhai Vansh has been made the head of the all important Public Accounts Committee (PAC) while senior woman MLA of BJP Neemaben Acharya has been given the charge of committee on Estimates.
PAC is composed of 15 members elected by the Assembly from amongst its members according to the principle of proportional representation by means of a single transferable vote. A Minister of the Government cannot become the member of this Committee. A practice has been adopted to appoint a prominent Member from the Opposition as the Chairman of the Committee. The Committee examines appropriation accounts, financial accounts of the State, and the audit reports thereon and presents its report before the House. The Committee also examines the other accounts presented before the House or other matters assigned by the Speaker to the Committee.
The Committee examines the estimates on the expenditure mentioned in the Budget and reports as to what cost cutting measures or administrative reforms consistent with the policy underlying the estimates may be adopted for improving the efficiency of the organization and suggests how to make it effective. The Committee also examines whether the money is well laid out within the limits of the policy implied in the estimates. The Committee also suggests the form in which the estimates should be presented before the House.

11. Committee on Welfare of Scheduled Castes – Pradip Parmar
12. Committee on Welfare of Scheduled Tribes – Mohan Dhodiya
13. Committee on Welfare of Socially and Educationally Backward Classes -Shambhuji Thakor
14. Committee on Absence of Members – Mahesh Rawal
15. M.L.A.’s Hostel Committee – Harsh Sanghavi
16. Committee on Papers Laid on the Table of the House – Mukesh Patel
17. Committee on Member’s Salaries and Allowances – Jitendra Sukhadiya
18. Committee on Petitions – Arjunsinh Chauhan
19. Library Committee – Speaker Rajendra Trivedi (Ex officio)
In a parliamentary democratic system, different Committees of the Legislative Assembly try to control the administration of the Government as far as possible and review and evaluate the action of the Government. Committee of the Legislative Assembly functions as a representative of the Legislative Assembly, i.e., it acts as a Mini House. The Committee has a right to seek any information, and call for any papers from the Government, to examine them and to summon the concerned representative to appear before the Committee and to examine him. In the Gujarat Legislative Assembly there are 19 Committees in all.
