Gandhinagar: Presented below is full text of Finance Minister Kanubhai Desai’s budget speech for financial year 2025-26.
Hon’ble Speaker Sir,
On behalf of the Hon’ble Chief Minister and all the people of Gujarat,
I congratulate the Hon’ble Prime Minister Shri Narendra Modiji, the architect of the world’s fastest growing economy, the visionary of Atmanirbhar Bharat, our beloved son of Gujarat and the most popular world leader on taking oath as Prime Minister of India for the third consecutive term.
To fulfill our Hon’ble Prime Minister’s goal of Viksit Bharat 2047, our Government under the leadership of Hon’ble Chief Minister Shri Bhupendrabhai Patel is committed to achieve the goal of Viksit Gujarat 2047.
Gujarat has been awarded the top performer in the Good Governance Index which shows the commitment of our Government towards fiscal discipline and development. The State has also been conferred the status of ‘Achiever’ in the Fiscal Health Index of the NITI Aayog for the year 2025. Our state is amongst the lowest in fiscal deficit and public debt while consistently maintaining high growth rate. Gujarat is ahead in per capita income and employment generation in the country.
Gujarat is considered the growth engine of the country. With only 6 percent of the land area and 5 percent of the total population of the country, Gujarat contributes 8.3 percent to the country’s GDP. We are committed to increasing our contribution to more than 10 percent by the year 2030 through our sustained efforts.
Gujarat contributes 18 percent of total industrial production in the country. The ports of Gujarat account for about 41 percent of the total exports of the country. Gujarat has been granted the status of ‘Achiever’ in the Logistics Ease Across Different States (LEADS) index.
By successfully organizing Vibrant Gujarat over the last two decades, Gujarat has attracted large investments and created huge employment opportunities. Gujarat has made significant strides in the sectors like Green Energy and Tourism. In addition, Gujarat is also leading in emerging sectors like semi-conductors, aerospace and biotechnology.
The state’s policy led approach is strengthening the vision of ‘Make in India, Make for the World’. Our State is rapidly becoming a global hub for semi-conductor manufacturing for which semi-conductor ecosystem is being developed at Dholera and Sanand. A manufacturing plant for military aircraft was jointly inaugurated by our Hon’ble Prime Minister and the Hon’ble Prime Minister of Spain at Vadodara. This facility will strengthen the Atmanirbharta in the defence sector of the country.
Inspired by vision of Hon’ble Prime Minister, the state has resolved to focus on GYAN – Gareeb (Poor), Yuva (Youth), Annadata (Farmers) and Nari Shakti (Women Power) to achieve Viksit Bharat 2047.
Hon’ble Speaker Sir,
Our Government has given high priority to housing, food security and nutrition for poor and disadvantaged groups. To fulfill the dream of ‘Ghar nu Ghar’ of every citizen, more than 3 lakh houses for the poor are planned. Under the Pradhan Mantri Awas Yojana (Rural), Dr. Ambedkar Awas Yojana, Pandit Dindayal Awas Yojana and Halpati Awas Yojana schemes, I hereby enhance the current assistance of ₹ 1 lakh 20 thousand per beneficiary by a substantial quantum of ₹ 50 thousand amounting to ₹ 1 lakh 70 thousand per house.
Our Government has successfully undertaken the herculean task of providing food grains free of cost to approximately 75 lakh families in the state under the ‘Pradhan Mantri Garib Kalyan Anna Yojana’. Oil, pulses, sugar and other essential food items are being distributed at a fair price to ensure the food security of the poor of the state.
Our Government is committed to effective and efficient implementation of nutrition schemes. These schemes are implemented by different departments to enhance nutrition and health through different departments. To give priority to nutrition, I propose an increase in the allocation for nutrition schemes by 21 percent with an estimated provision of ₹ 8,200 crore.
To fulfil Hon’ble Chief Minister Shri Bhupendrabhai Patel’s focus on ‘Padhai bhi, Poshan bhi’, the Government has launched ‘Mukhya Mantri Paushtik Alpahar Yojana’ from December-2024. 41 lakh students of 32,277 schools are benefitted from this scheme. I propose a provision of ₹ 617 crore for this in the budget. Further, to set up ‘centralized kitchen’ with the assistance of voluntary organizations in 72 talukas for providing nutritious, healthy and tasty food to the students of primary schools, I propose a provision of ₹ 551 crore.
To improve nutrition and development of the children, I propose a provision of ₹ 274 crore for strengthening infrastructure under Anganwadi Yojana to make them more efficient.
To mark the 150th birth anniversary of Shri Birsa Mundaji who is the Bhagwan of the tribal communities, we are celebrating this year as ‘Janjatiya Gaurav Varsh’. On this special occasion, I propose an increase of 37.5 percent for New Gujarat Pattern Scheme with an allocation of ₹ 1,100 crore for holistic development of the tribals. This will accelerate the creation of facilities for education, employment and infrastructure in the tribal areas.
In order to provide food at nominal rate to the labourers, we are running 290 centres under ‘Shramik Annpurna Yojana’. The scope of the Shramik Annpurna Yojana will be extended in the industrial and construction areas as per requirement. To provide basic residential facilities to the labourers at their work sites, I propose a provision of ₹ 200 crore under ‘Mukhya Mantri Shramik Basera Yojana’.
Given the Hon’ble Prime Minister’s sensitivity for Divyangs, I declare extension of benefit of annual assistance of ₹ 12,000 to Divyangs having disability of 60 percent or more from the existing 80 percent which will benefit more than 85 thousand Divyangs under ‘Sant Suradas Yojana’.
Hon’ble Speaker Sir,
About 36 percent of the population of Gujarat is youth. Our Government is always committed to provide them required facilities for proper education, resources and employment for their progress. Government provides scholarships to more than 81 lakh beneficiaries under Social Justice, Tribal and Education departments. I hereby propose a provision of ₹ 4,827 crore for various scholarships to facilitate the education at every phase.
Samras Boys and Girls Hostels will be built at a total of 20 places in 10 districts to enable our youth to access higher levels of education. Above 13,000 students will benefit under this scheme.
Government has planned to establish an international level sports facility for the youth of Gujarat with the spirit of ‘Khele te Khile’. Government has implemented Olympic Readiness Programme to prepare the youth for sports competitions at various levels. International level sports infrastructures will be created at Sardar Patel Sports Enclave, Ahmedabad and at Karai.
I propose a substantial provision of ₹ 450 crore for ITI upgradation with the aim of providing training in latest technologies and equipments to ITI trainees to meet the requirement of the industry. This will benefit about five lakh trainees in the coming five years.
An Artificial Intelligence (AI) laboratory will be set up at L.D. Engineering College, Ahmedabad and six other Government technical institutions to help our youth to adapt and benefit from Artificial Intelligence.
An ecosystem for starts up with i-Hub and i-Create has been successfully developed in Ahmedabad. Similar i-Hubs are planned to catalyze start-up ecosystem in four regions of the state.
To increase employment opportunities for our youth, the State Government has announced the ‘Global Capability Centers (GCC)’ policy. This policy will strengthen the GCC ecosystem and is expected to generate more than 50 thousand jobs.
We are committed to create employment opportunities for the youth of Gujarat. MSMEs, Textiles etc. are the sectors with high employment generation potential. Incentives provided to MSMEs, the new textile policy, manufacturing parks etc. will attract significant investments in the state. These policies are expected to generate more than 5 lakh direct or indirect employment.
To support small, medium and large industries as well as start-ups in the state, a provision of ₹ 3,600 crore is made to provide assistance under various schemes.
To make textile units in the state globally competitive, I propose a provision of ₹ 2,000 crore for providing various assistance under Gujarat Textile Policy.
For encouraging self-employment in cottage industries under ‘Vajpayee Bankable Yojana’, the Government has increased the loan and subsidy support up to ₹ 25 lakh and ₹ 3 lakh 75 thousand respectively in industry, service and trade sectors in both urban and rural areas. I propose a 100 percent increase with a provision of
₹ 480 crore for this scheme.
The state Government is committed to enhance the opportunities of self-employment for the youth belonging to Scheduled Tribe, Scheduled Caste and Other Backward Classes. For this purpose, I declare financial assistance in the form of interest subsidy on bankable loans. Under this, male and female beneficiaries will get the benefit of interest subsidy of 7 percent and 6 percent respectively on loans up to ₹10 lakh.
Hon’ble Speaker Sir,
Benefitting by the Hon’ble Prime Minister’s farsightedness, our tourism sector is developing rapidly. UNESCO has included Smritivan at Bhuj in the list of 7 most beautiful museums of the world. Due to transformational initiatives to develop places like Statue of Unity and Historical Town of Vadnagar, Gujarat has become the favourite tourist place for the tourists across the globe. 18 crore 63 lakh domestic and international tourists have visited Gujarat during the year 2024. With development of employment-oriented sectors like tourism, our youth will have additional opportunities in rural as well as urban areas. A large number of jobs will be generated either directly or indirectly in many sectors like hotel business, transportation and handicrafts. For the development of the tourism sector, I propose a provision of
₹ 6,505 crore with an increase of 31 percent under various departments.
In the context of integrated tourism destination development, approximately 150 roads will be constructed to connect significant tourist attractions, along with the introduction of 200 new air-conditioned buses for the tourists. For the development of Adhya Shakti Amba Dham – Ambaji, one of the fifty-one Shakti Peeths, a special provision of ₹ 180 crore has been made.
To promote the comprehensive development of pilgrimage centers, the infrastructure facilities of cities such as Dwarka, Somnath, Becharaji, Pavagadh, Siddhpur, Kapadvanj, Patan and Palitana will be enhanced, which will increase investment and local employment in these places.
Hon’ble Speaker Sir,
Our Government has always been sensitive towards Annadata (Farmers) who are the providers of the world. Farmers face danger from venomous insects and wild animals while irrigating the farms at night. Under the able guidance of the Hon’ble Chief Minister to address these challenges, we have introduced the “Kisan Suryodaya Yojana,” which aims to provide daytime power so that the farmers do not need to work at night time. This initiative has successfully delivered electricity to farmers during daylight hours in 16,683 villages, i.e. 97 percent of the villages. To further strengthen this Yojana, I allocate ₹ 2,175 crore.
After the completion of the Sardar Sarovar Dam, the canal works are also on the verge of completion. Under Sardar Sarovar Yojana 17.22 lakh hectare area has been irrigated out of 18 lakh hectares. Remaining canal network works are under progress.
In the Union Budget, the Kisan Credit Card credit limit has been increased from ₹ 3 lakh to ₹ 5 lakh which the state is committed to implement fully. In line with this, the state Government has made a provision of ₹ 1,252 crore to provide benefit of 4 percent interest subsidy on the enhanced limit. This loan will enable farmers, livestock keepers and Sagarkhedu to carry out their activities in a timely manner.
Government has prioritized the promotion of natural farming. To accelerate the natural farming and related activities on campaign mode, I propose a provision of more than ₹ 400 crore.
Our Government emphasises on farm mechanization to increase agriculture productivity and to increase farmers’ income. I announce increase in existing assistance for tractor purchases to ₹ 1 lakh. Additionally, to provide assistance for various farm equipments, fertilizers and pesticides, a provision of ₹ 1,612 crore has been made.
To protect standing crops from the wild animals, a provision of ₹ 500 crore is proposed for assistance to farmers for fencing agricultural land.
To promote Agro Processing and Export Promotion for value addition in agricultural produces and increase farmers’ income, I propose a provision of ₹ 100 crore.
Our Government emphasises on fisheries and animal husbandry along with agriculture to increase livelihood opportunities and income in the rural areas.
For the development of fisheries which is a highly employment intensive sector, I announce a package of ₹ 1,622 crore to support fish farming, storage, processing and export. Because of this, 27,000 mechanical and non-mechanical boats and
2 lakh fishermen will be benefitted from different schemes, mainly from development of infrastructure activities.
Our Government is committed for the holistic development of fisheries. Henceforth, non-agriculture (NA) approval will not be required for undertaking fish farming on agricultural land.
A provision has been made to make primary agricultural cooperative societies economically viable by facilitating their transition towards the concept of “Cooperation to Prosperity”. This initiative will benefit more than 1 lakh farmer members associated with them.
Animal husbandry is a major source of supplementary income to millions of farmers. The Gir cow stands as a symbol of pride and distinctive identity for our state. Advanced facilities will be established in Dharampur, Porbandar to promote scientific breeding, conservation and genetic breeding improvement.
Gujarat pioneered the White Revolution in the country. More than 11 lakh women of the state are self-employed in the animal husbandry and dairy activities, contributing to the development of the state.
Hon’ble Speaker Sir,
The role of women power is significant in shaping modern Gujarat, with women’s education serving as a fundamental pillar. Last year, our Government introduced “Namo Lakshmi Yojana”, which provides scholarships to approximately 10 lakh girl students. Additionally, the “Namo Saraswati Vigyan Sadhana Yojana” extends scholarships to around 68 thousand girl students.
To further enhance women’s self-reliance and promote “Namo Drone Didi Yojana”, training is imparted to use drones for sprinkling fertilizers and pesticides. Moreover, interest free loans are sanctioned to promote “lakhpati Didi Yojana”, to impart various skill trainings to prepare them for self-employment.
To give a boost to the self-reliance of women, I declare a new scheme “Sakhi Sahas”, to provide equipment assistance, loan guarantee and capacity building for which I allocate ₹ 100 crore.
For women who have to stay far-away from their homes to work in cities, we propose to build well-equipped Working Women Hostels at Ahmedabad, Surat, Vadodara, Rajkot and Gandhinagar.
Adoption of LPG in place of traditional fuels will significantly decrease smoke emissions to promote environmental sustainability and safeguard the health of women and children. For this purpose, I propose provision of ₹ 500 crore under the “Pradhan Mantri Ujjwala Yojana” and the “PNG-LPG Sahay Yojana” of the State Government.
More than 4 crore 45 lakh beneficiaries including destitute widows, farmers, individuals involved in animal husbandry, unorganized workers, students at schools/colleges, persons with disabilities and sanitation workers have been included in the “Janata Juth Aksmat Veema Yojana”. Presently, this scheme offers insurance coverage ranging from ₹ 50 thousand to ₹ 2 lakh. I propose a significant increase in this coverage ranging from ₹ 2 lakh to ₹ 4 lakh.
Our Government is firmly committed towards the comprehensive development of the underprivileged (Gareeb), skill development and education for the Youth (Yuva), empowering farmers (Annadata) to lead the state’s prosperity and upliftment of women (Nari Shakti) by providing a conducive environment.
Hon’ble Speaker Sir,
To realize the Hon’ble Prime Minister’s vision of Viksit Bharat 2047, Government of Gujarat has prepared a roadmap for Viksit Gujarat 2047. Building on the development over the past two decades, our Hon’ble Chief Minister envisions “Living Well & Earning Well” for the citizens of the state by achieving continued development over the next two decades.
To transform this vision into reality, the Government is committed to formulating and implementing well-planned projects and public welfare schemes. For this, I propose to create a ₹ 50 thousand crore Viksit Gujarat Fund over the next five years. I propose an allocation of ₹ 5,000 crore in this budget.
The state Government has established the “Gujarat Rajya Institution for Transformation (GRIT),” based on the model of NITI Aayog. It is aimed at formulating strategic schemes for various sectors considering long-term and short-term objectives of Viksit Gujarat 2047.
NITI Aayog has identified four regions in the country to be developed as growth hubs including Surat Economic Region (SER). To ensure world-class development of this region, 56 projects have been conceived, which will boost industry, tourism, road network and infrastructural facilities across the six districts namely Surat, Bharuch, Valsad, Navsari, Tapi and Dang.
To transform Gujarat into a developed and prosperous state, six growth hubs including Surat Economic Region will be developed. For this, Regional Economic Plans for Ahmedabad, Vadodara, Rajkot, Coastal Saurashtra region and Kutch wherein all remaining districts will be included, are being prepared to facilitate the comprehensive and balanced economic development of the state.
Service sector has huge potential for the state. To realise the potential of the service sector of the state, I propose to setup a new Commissionerate of Services.
A master plan aimed at optimizing water storage of the rivers of the state and maximizing groundwater recharge, will be developed based on techno-feasibility study across 185 river basins. To ensure meeting the future drinking water demand of villages and cities of Saurashtra through the Narmada water bulk pipeline, a provision of ₹ 2,636 crore has been made.
Hon’ble Speaker Sir,
To enhance energy security, the renewable energy target has been increased to over 100 GW by 2030. At present, a 37 GW Renewable Energy Park is in progress in Kutch. Special budgetary provisions have been made for energy storage and pump storage projects.
Gujarat is prone to natural disasters like earthquakes and cyclones. The state plans to improve the disaster management system through cyclone-resistant power infrastructure, roads and other essential facilities.
For the development of new expressways and for construction of high-speed corridors for heavy traffic roads, I propose a total provision of ₹ 1,020 crore.
Under the “Garvi Gujarat High Speed Corridor” project, 12 new high-speed corridors of 1,367 km will be developed.
Further, two greenfield expressways will be developed in the state. The “Namo Shakti Expressway” connecting Banaskantha to Saurashtra’s coastal area i.e. Deesa to Pipavav and the “Somnath-Dwarka Express Way” connecting Ahmedabad to Rajkot with an extension to pilgrimage centers i.e. Dwarka, Somnath and Porbandar will be developed.
In addition, providing air connectivity to places of tourist significance is planned. In collaboration with the Government of India, expansion of the airports at Surat, Vadodara, Bhavnagar and Porbandar will be undertaken, along with the development of a greenfield airport at Dahod.
Hon’ble Speaker Sir,
Currently, over 50 percent of the population of Gujarat resides in urban areas. Urbanization plays a pivotal role in the development journey of Gujarat. The Government is committed to transforming cities into dynamic, vibrant, liveable and environmentally resilient and sustainable areas.
The Hon’ble Prime Minister and the then Chief Minister of Gujarat, Shri Narendrabhai Modi, declared the year 2005 to be celebrated as the “Urban Development Year” which provided a new direction to urban development. Continued efforts have been made under the leadership of Hon’ble Chief Minister Shri Bhupendrabhai Patel to take this initiative of urban development further. Two decades of this journey of development has resulted in improved cities with enhanced infrastructure and a modern transportation system. I express my gratitude to the state Government, local authorities and citizens for their partnership in this endeavor. Taking inspiration from this, I hereby declare this year as the “Year of Urban Development”. A budget provision with an increase of about 40 percent amounting to ₹ 30,325 crore has been made for this purpose.
The state Government had announced the creation of nine new municipal corporations in the previous budget. A provision of ₹ 2,300 crore is made to accelerate the development of these new corporations.
In addition, there is a plan to upgrade 69 existing municipalities and create new municipalities. This will include district headquarters like Khambhaliya, Lunawada, Modasa, Vyara, Chhota Udepur, Dahod and Rajpipla. Further, places of religious importance like Dwarka, Palitana, Chotila and Dakor will also be included amongst the Nagarpalikas to be upgraded. Given the 2,500 years of mythological, historical and cultural heritage of Vadnagar, as well as its significance on the national and international stage, it is proposed to upgrade it to a category “A” Nagarpalika.
Water harvesting plays a crucial role in the urban areas of the state. In this context, “Catch the Rain” campaign will be launched under the “Swarnim Jayanti Mukhya Mantri Shaheri Vikas Yojana”, with an 80:20 public participation scheme for water recharge. For this purpose, I propose an allocation of ₹ 250 crore.
To enhance the infrastructure facilities in large villages of the state with populations exceeding 10 thousand, as well as in villages adjacent to urban development authorities and taluka headquarters, I propose to make a provision of
₹ 100 crore for development of robust infrastructure at par with urban areas.
The second phase of Riverfront Development on the Sabarmati River linking Ahmedabad-Gift City-Gandhinagar is in progress. The work for the remaining five phases is planned to be completed in the next three years. For the development of this longest riverfront of the country, I allocate ₹ 350 crore.
The expansion of Ahmedabad-Gandhinagar and Surat Metro is underway. Ahmedabad Metro Rail Phase-2 will be completed by the end of this year, while 55 percent of the Surat Metro Rail project has already been completed. I propose a provision of ₹ 2,730 crore in the budget to ensure that citizens can access fast, reliable and modern rail-based public transport services.
For the safety and convenience of citizens using public transport, it is planned to introduce 2,060 new buses in the service of the public. For this purpose, I announce an allocation of ₹ 1,128 crore. This includes 400 Midi buses to provide connectivity to labour migrating from rural to industrial areas as well as provide connectivity in remote areas.
It is a priority of the State Government to maintain the health and wellness of the people of Gujarat. Ahmedabad Medicity type facilities will be made available at Gandhinagar, Vadodara, Surat and Rajkot. We are nearing completion of developing these facilities in the above cities. It has also been planned to establish a Neurology Institute at Medicity, Ahmedabad.
Modern laboratories will be set up at Ahmedabad-Gandhinagar, Junagadh, Mehsana and Valsad for testing samples of food and drugs.
The safety and security of citizens is a matter of highest priority for the State Government. With the focus on cyber security and law enforcement a Cyber Centre of Excellence will be set up at the State level and Cyber Forensic Labs will also be set up in all districts. An operational unit of the Anti-Narcotics Task Force will be set up to take stringent action against illegal trafficking of narcotic drugs and psychotropic substances. For the establishment of the above, I propose a total provision of ₹ 352 crore.
To improve the effectiveness of the law and order establishment, it is planned to recruit more than 14 thousand police personnel in the cadres of SRP, armed and unarmed police constables. 1,390 new posts will be created to enhance the set-up of the traffic police for effective implementation of road safety and traffic rules.
As a part of the Hon’ble Prime Minister’s campaign ‘Ek Ped Ma Ke Nam’ launched with a view to conserve the environment for future generations, more than 17 crore trees have been planted in the state this year. Extending the initiative to improve tree cover with public-private partnership, I propose a provision of ₹ 90 crore under the ‘Harit Van Path’ Yojana.
Each year, pensioners of the state Government are required to visit various offices/banks in person to obtain life certificates. Digital Life Certificates will now be made available to the 5 lakh 14 thousand pensioners at their door-step free of cost.
Hon’ble Speaker Sir,
This is the year of the 150th birth anniversary of Sardar Vallabhbhai Patel, the great son of the soil of Gujarat and the architect of a United India. To commemorate his resolve of “Ek Bharat, Shreshth Bharat”, the then Chief Minister and present Prime Minister Shri Narendrabhai Modi has paid him the unparalleled tribute with the building of the world’s highest statue (Statue of Unity). The programmes being organized to mark his birth anniversary will inculcate the youth with the spirit of unity, integration and patriotism.
Our glorious constitution, drafted by Dr. Babasaheb Ambedkar encapsulates the essence of the Indian identity through its foundational values. As we mark the 75th anniversary of the Indian Constitution, the State Government is set to commemorate this “Amrit Parva” throughout the state.
This year we also celebrate the birth centenary of the former Prime Minister of India and Bharat Ratna Shri Atal Bihari Vajpayeeji. Our Hon’ble Prime Minister Shri Narendra Modiji has taken forward the legacy of good governance of the Late Shri Atal Bihari Vajpayeeji. With a view to bring about necessary reforms in the state administrative structure and procedures, rationalisation of human resources and use of new technologies to improve the effectiveness of the Government machinery, I announce the establishment of the Gujarat Administrative Reforms Commission under the chairmanship of Dr. Hasmukh Adhiya.
The Government of Gujarat is committed to ensuring “Ease of Living” of people through the maximum use of Artificial Intelligence (AI) in governance. The State Government has constituted an AI Taskforce including experts for enhancing the usage of artificial intelligence in various sectors. The State Government is committed to make Gujarat an AI Hub and also a pioneer in technology based governance.

With a commitment to building Viksit Bharat 2047 through the roadmap of Viksit Gujarat 2047 based on the five pillars of development namely Social Security, Human Resource Development, Infrastructure Development, Development of Economic Activities and Green Growth; I present the landmark budget of ₹ 3 lakh 70 thousand 250 crore for the year 2025-26 before this august house.

Keeping in view the slogan of “Sauno Sath, Sauno Vikas, Sauno Prayas ane Sauno Vishvas” coined by Hon’ble Prime Minister Shri Narendrabhai Modi, Gujarat is advancing on the road-map of the Viksit Gujarat 2047 to accomplish the resolution of the Viksit Bharat 2047 with the concept of Living Well & Earning Well for the citizens under the leadership of Hon’ble Chief Minister Shri Bhupendrabhai Patel.
Now, I will review the actual receipts and expenditure for the financial year 2023-24.
Accounts for Financial Year 2023-24.
The surplus of ₹ 2,103 crore due to net transactions was expected during the year 2023-24. The accounts for the financial year 2023-24 indicate surplus of ₹ 536 crore.

Now, I will present the revised estimates for the year 2024-25.
The surplus of ₹ 900 crore due to net transaction during the year 2024-25 was expected. The surplus of ₹ 344 crore is expected in the revised estimates due to net transactions at the end of year 2024-25.

Now, I present estimates for the year 2025-26.
To generate sources of revenue, the State Government has been implementing people-oriented legislation, policy reforms and technology along with lower interest rate loans. The Government is consistently promoting agriculture and rural development, non-conventional sources of energy, development of tourism, MSMEs and start-ups for realising the concept of “Seva, Samarpan ane Sushasan”.
As per estimates for the financial year 2025-26, surplus on revenue accounts will be ₹ 19,695 crore. Considering the revenue account with capital account and net public account, the estimates for the financial year 2025-26 show surplus of ₹ 1,007 crore.

Now, I will Present Part B of my Budget.

Hon’ble Speaker Sir,
As per the Budget estimates, the overall surplus for the year 2025-26 will be ₹1007 crore.
Now, I present the tax proposals for the year 2025-26.
Stamp Duty To realize the Mantra of ‘Ease of Living and Ease of Doing Business’, under the leadership of Hon’ble Chief Minister Shri Bhupendrabhai Patel, citizen centric reforms are being undertaken. For this purpose, a bill for rationalising the provisions of ‘The Gujarat Stamp Act-1958’ will be introduced by the Government. Some of the proposed reforms are as below:

In respect of ancestral property, on execution of release deed by the legal heirs of pre-deceased daughters, in place of the existing stamp duty of 4.90%, only a stamp duty of Rs. 200 will be levied, which is the same as payable by legal heirs of pre-deceased sons.

As per the provisions of the Gujarat Stamp Act, 1958, at present a maximum stamp duty of Rs. 25,000/- at the rate of 0.25% is levied on ‘mortgage deed’ for loan amounts of up to Rs.1 crore, which will be reduced to a maximum of Rs. 5,000. Home loan holders and small entrepreneurs will get financial benefit and the process will be made easy.

As per the existing provision, 1% stamp duty has to be paid on an amount of average annual rent on lease deeds of less than one year. In place of this, a stamp duty of Rs. 500 will be levied for residential properties and Rs. 1000 for commercial properties. For the purpose of lease deed, for other periods also stamp duty rates will be simplified.
Further, a facility of e-registration will be provided for registration of mortgage deeds, reconveyance of mortgage deeds, lease deeds etc. This will avoid the requirement to visit Sub Registrar offices, thereby saving the time and energy of citizens and small traders.
