Summary of ₹3.70 lakh crore Gujarat Budget

Gandhinagar: The Finance Minister of Gujarat, Kanubhai Desai, today presented the budget of ₹3.70 lakh crore for the financial year 2025-26 in the state assembly.

Here are the key highlights of the budget.

The Budget Estimates of ₹3,70,250.35 crore for FY 2025-26 which is an absolute increase of ₹37,785 crore over the previous year

Boost to the Economy – Capex outlay increase by 16% (₹1,34,206 crore)

The Budget aims to push for inclusive growth and a sustainable development with focus on GYAN which stands for the words Garib (poor), Yuva (youth), Annadata (farmers) and Narishakti (women power).

Fiscal Indicators:

With revenue surplus of ₹19,695 crore for the FY 2025-26, the state has maintained impeccable track record of achieving the Revenue surplus for more than a decade

Fiscal Deficit is 96% consistently maintain FRBM target of 3% of GSDP

Public Debt at 15.28% is consistently below against the target of 27.1% of GSDP

Key Budget Highlight FY 2025-26.

Total Budget 2025-26: ₹3,70,250.35 crore

Revenue Outlay: ₹2,36,044.27 crore

Capital Outlay: ₹1,34,206.08 crore

Overall Increase: The total allocation for 2025-26 reflects an 11.37% rise compared to the 2024-25 budget.

Viksit Gujarat @2047:

The state Government has established “Gujarat Rajya Institution for Transformation (GRIT),” based on the model of NITI Aayog. It is aimed at formulating strategic scheme for various sectors considering long-term and short-term objectives of Viksit Gujarat 2047.

NITI Aayog has identified four regions in the country to be developed as growth hubs including Surat Economic Region (SER). To develop these regionsas world-class, 56 projects are being conceived, which will enhance industry, tourism, road network and other infrastructural facilities across the six districts namely Surat, Bharuch, Valsad, Navsari, Tapi and Dang.

Totransform Gujarat into a developed and prosperous state, six growth hubs will be developed including Surat Economic Region. For this, A Regional Economic Plan for Ahmedabad, Vadodara, Rajkot, Coastal Saurashtra and Kutch wherein all remaining districts will be included, which will facilitate comprehensive and balanced economic development of the state.

To achieve the vision of a developed Gujarat, the Government plans to initiate and execute strategically designed projects and public welfare schemes. In line with this goal, the Government proposes the creation of a ₹50,000 crore Viksit Gujarat Fund over the next five years. For the current fiscal year, an allocation of ₹5,000 crore is proposed for key initiatives. (High Speed Corridor, Development of Economic Region, Water Supply Projects, Tourism, Express Ways etc.)

A provision of ₹200 crore for the development of green ring roads in major cities under the ‘Mukhya Mantri Green Ring Road Yojana’.

A provision of ₹1020 under “Garvi Gujarat High Speed Corridor” for 12 New high-speed corridors of 1367 km.

Major announcements to fulfill the vision:

1. Social Security:

New Gujarat Pattern Scheme with an allocation of ₹1100 crore for holistic development of the tribals. This will accelerate the creation of facilities for education, employment and infrastructure in the tribal areas.

In the year 2021-22, under the Vanbandhu Kalyan Yojana-2’, an allocation of ₹1 lakh crore had been proposed for five years. Under which, by the end ofMarch-2025, ₹69,882 crore had been allocated. An estimated allocation of  30,121 crore has been made this year.

Under the ‘Pradhan Mantri Awas Yojana (Rural)’, approximately more than Three Lakh houses have been constructed for homeless families in rural areas over the past three  It is planned to construct more than two lakh houses in this budget, with a provision of ₹1,795 crore.

A provision of ₹1,350 crore for providing houses to urban poor under the Pradhan Mantri Awas Yojana (Urban) and ‘Pradhan Mantri Awas Yojana (Urban) 2.0’.

A provision of ₹30 crore for providing assistance up to ₹1 Lakh per beneficiary for purchasing the plot for landless beneficiaries of the villages wherein the Gamtals (village sites) are not available under ‘Pradhan Mantri Awas Yojana (Rural)’ and M. JANMAN Yojana’

A provision of ₹170 crore under ‘Sant Surdas Yojana’ for Divyangs having disabilityof 60% or more from the existing 80% which will benefit more than 85 thousand Divyangs.

2. Human Resources Development:

An Artificial Intelligence (AI) laboratory will be set up at D. Engineering College, Ahmedabad and six other Government Technical Institutions to help our youth to adapt and benefit from Artificial Intelligence. An ecosystem for starts up with i-Hub and i-Create has been successfully developed in Ahmedabad. Similar i-Hubs are planned to catalyze start-up ecosystem in four regions of the state.

Ahmedabad Medicity type facilities will be made available at Gandhinagar, Vadodara, Surat and  We are nearing completion in providing Medicity like facilities in the above cities. It has also been planned to establish a Neurology Institute at Medicity, Ahmedabad.

A provision of ₹75 crore for “Skill Enhancement Training” for construction workers through ‘Kaushalya’ – The Skill University.

Under Namo Lakshmi Yojana, a provision of ₹1,250 crore has been made, in this scheme ₹50,000/- assistance to every girl child completing education till class 12th (₹10,000/- Annual assistance during classes 9-10 in two installments, i.e. one for attendance and the remaining on completion of class 10, ₹15,000/- Annual assistance during classes 11-12 in two installments, i.e. one for attendance and the remaining on completion of class 12th).

Under the Namo Saraswati Yojana, a provision of ₹250 crore has been  Students who secure more than 50% marks in the 10th-grade board examination and have opted for the science stream are eligible for the scholarship.

3. Nutrition

Total provision of ₹8,211 crore for nutrition, which is a 21% increase over 2024-

Aprovision of ₹617 core for ‘Mukhya Mantri Paushtik Alpahar Yojana’.

A provision of ₹551 crore has been made to set up centralized kitchens with thehelp of voluntary organizations in 72  This initiative aims to provide nutritious, healthy, and tasty food to the students of primary schools.

A provision of ₹90 crore under the ‘Poshan Sudha Yojana’ for providing hot meal once a day, folic acid and calcium tablets to pregnant and lactating mothers in 106 tribal components across 14 tribal districts.

Aprovision of ₹973 crore under the ‘Poorak Poshan Yojana’ for providing hot snacks and meals to children between the age group of 3 to 6 years in Anganwadis and for providing take-home rations to children, adolescent girls and pregnant-lactating mothers.

A provision of ₹335 crore under the ‘Poorna Yojana’ for providing Purna Shakti packets to reduce malnutrition in adolescent girls and improve hemoglobin levels.

A provision of ₹372 crore under the ‘Mukhya Mantri Matrushakti Yojana’ to provide 2 kg of chickpeas, 1 kg of dal and 1 liter of edible oil per month per beneficiary for 1,000 days to pregnant women.

4. Agriculture:

Government is emphasizing farm mechanization to boost agricultural productivity and enhance farmers’ income. The existing assistance for tractor purchaseshas been increased to ₹1 , a provision of ₹1,612 crore has been allocated to provide assistance for various farm equipments and Nano fertilizers.

Aprovision of ₹100 crore has been proposed to promote agro-processing and export promotion, aiming at value addition in agricultural produce and increasing farmers’ income.

5. Fisheries:

Gujarat has high potential to increase Fisheries Production and increase the income of Farmers/Fishermen

Unprecedented ₹1,622 crore package proposed for Gujarat’s Fisheries Sector this year-covering fish farming, capture, culture & post-harvest infrastructure, benefitting 2 Lakh fishermen.

6. Industries:

A provision of ₹3600 crore is made to provide assistance under various schemes to start-ups.

A provision of ₹2,000 crore has been allocated under the Gujarat Textile Policy to support textile units with various assistance, enhancing their global competitiveness and growth.

A provision of ₹785 crore for ongoing deep-sea projects at Ankleshwar, Sarigam,Vapi and Surat as well as new projects at Ahmedabad, Jambusar and

Aprovision of ₹480 crore for Vajpayee Bankable Yojana, doubling the financial support for self-employment in cottage industries. The loan limit has been increased to ₹25 lakh and the subsidy to ₹3.75 lakh, benefiting the industry, service, and trade sectors in both urban and rural areas.

7. Tourism:

Aprovision of ₹6505 crore for Tourism Sector under various departments with  an increase of 31%.

A provision of ₹2,748 crore for Tourism, Pilgrim Places and Civil

In the field of tourism, due to many new initiatives like ‘Gujarat Tourism Policy’, ‘Heritage TourismPolicy’ and ‘Gujarat Homestay Policy’, Gujarat has created a unique identity in the world as an excellent host.

DistrictTourism Development Societies are to be established in all the districts of Gujarat with the objective of encouraging tourism at district level.

Aprovision of ₹230 crore for the developmental work at religious places under the Pavitra Yatradham Vikas Board.

8. Infrastructural Facilities:

The year 2005 was declared the “Urban Development Year,” marking a new direction for urban growth. Continuous efforts have been made to advance urban development, resulting in improved cities with enhanced infrastructure and modern transportation system. This year has been declared the “Year of Urban Development.” A budget provision of ₹30,325 crore has been allocatedfor this purpose, reflecting an increase of approximately 40 percent.

There is a plan to upgrade existing municipalities and create new ones. 69 Nagarpalikas in the state will be upgraded, including district headquarters suchas Khambhaliya, Lunawada, Modasa, Vyara, Chhota Udepur, Dahod, and Rajpipla. Additionally, pilgrimage centres like Dwarka, Palitana, Chotila, and Dakor will also be included in the  In recognition of Vadnagar’s 2500- year-old mythological, historical, and cultural heritage, along with its national and international significance, it is proposed to elevate Vadnagar to category “A” Nagarpalika.

9. Administration:

The Government has decided to establish the Gujarat Administrative Reforms Commission underthe Chairmanship of Dr. Hasmukh Adhiya with the objective of bringing necessary reforms in the state’s administrative structure and procedures, rationalizing human resources, and integrating new technologies to enhance the efficiency of government operations.

The Government is focused on enhancing the”Ease of Living” for its citizens by maximizing the use of Artificial Intelligence (AI) in governance. An AI Task Force, consisting of experts, has been established to promote the application of AI across various  The aim is to make the state a hub for AI and a leader in technology-driven governance.

10. Public Safety & Security:

Government is making several reforms along with Zero Tolerance Policy to maintain law and internal security in the state.

A provision of ₹299 crore for 1186 posts under Cyber Center of Excellence for CyberCrime, Cyber Security and Cyber Intelligence at the State level and IT infrastructure.

A provision of ₹63 crore for creation of 1390 new posts of traffic police to increase traffic police presence in urban areas in the state.

Aprovision of ₹23 crore for Anti-Narcotics Task Force (ANTF).
