Gandhinagar: Health Minister Rushikesh Patel, while speaking about services in the state’s P.H.C.s and C.H.C.s in the Legislative Assembly, said that services are also provided through outsourcing for vacant posts to ensure that every citizen of the state receives good and intensive treatment.
The minister further added that the state government regularly recruits various cadres from Class-1 to Class-3. In some cases, manpower is also provided through outsourcing as part of an alternative arrangement for vacant posts.
In the state’s 355 community health centers, 1,236 out of the total approved Class-2 positions of 1,456 (i.e., 84.96 percent) are filled. Similarly, in primary health centers, 1,611 out of the approved Class-2 (M.O.) positions of 2,099 (i.e., 76.75 percent) are filled.
In C.H.C.s, out of the total sanctioned posts of 8,698 for Paramedical, Administrative Class-3, Driver, and Class-4 staff, 6,439 (i.e., 74.03 percent) are currently filled through permanent recruitment and outsourcing.
In P.H.C.s, 7,773 (i.e., 66.56 percent) of the total sanctioned posts of 11,678 for Paramedical, Administrative Class-3, Driver, and Class-4 staff are currently filled through permanent recruitment and outsourcing.
Further, he stated that outsourcing services are utilized when there is a need for Paramedical (Lab Technicians, Pharmacists, X-ray Technicians, Physiotherapists, Staff Nurses, etc.) and Administrative Staff (Drivers, Clerks) in Class-3. Similarly, Class-4 manpower (Sweepers, Ward Boys, Nannies, Peons, Watchmen, Security Personnel, Dressers, etc.) is also sourced through outsourcing services.
The tender process conducted in 2014-15 was extended until 31-10-2023, with a total of five agencies operating across the state.
In each district, a committee formed under the chairmanship of the Collector provides outsourced manpower for Medical College Hospitals, District Hospitals, Sub-District Hospitals, GMERS Hospitals, Sub-Centers, P.A. Centers, S.A. Centers, and Urban Health Centers (Municipalities), including Sub-Centers.
In 2023, a total of 66 new tenders were invited through GEM, with two tenders per district.
The tender was published only for service charges after fixing the prices of 105 cadres of the approved institution.
The work order was awarded to L-1, which was selected by the GEM system, effective from 01-11-2023. The duration has been extended until 31-10-2025. Under the new tender, a total of 25 agencies are currently providing manpower in health institutions across the state. DeshGujarat
