Gujarat becomes first state to announce SpaceTech Policy to support space sector industries
April 17, 2025
Gandhinagar: Building on the vision of the Central Government’s Indian Space Policy and inspired by the rich legacy of Dr. Vikram Sarabhai, the Government of Gujarat today notified the Gujarat SpaceTech Policy (2025–2030).
The SpaceTech Policy envisages fiscal and non-fiscal support for the entire gamut of space sector activities ranging from manufacturing of satellite payloads and parts, including communication and propulsion systems, ground stations, satellite control centers, and space-based application design.
The Government of Gujarat shall also strive to establish a Center for Excellence in Space Technologies to impart skill development in this strategic sector and promote research and innovation, said an official statement
Key Incentives Announced for the SpaceTech Sector in Gujarat:
- 1. SpaceTech Manufacturing – Besides support under the Gujarat Electronics Policy (2022-2028), additional fiscal assistance will be provided to support Launch cost and Patent Filing.
- 2. Ground Segment, Space Applications, and Design – Enterprises involved in these domains will be eligible for incentives under the Gujarat IT/ITeS Policy (2022-27).
- 3. SpaceTech Startups – Startups will be supported through the ICT & Deep Tech Startups program under the Gujarat IT/ITeS Policy (2022-27).
This initiative will empower potential investors and entrepreneurs to build and operate in Gujarat. The Government of Gujarat will also work closely with IN-SPACe, Department of Space (Government of India), to develop a space manufacturing park with infrastructure including common technical facilities, providing a strong platform and critical impetus to propel the growth of enterprises in the space sector.
In synergy with dedicated policies for electronics, semiconductors, IT/ITeS, and GCCs, the SpaceTech Policy aims to make Gujarat the hub of high-tech manufacturing for the nation and pave the way towards “Aatmanirbhar Bharat.”
The space sector has emerged as one of the most strategically vital industries today, enabling foundational functionalities in sectors such as defense, communication, navigation, healthcare, internet access, data transfer, earth observation, disaster management, mineral exploration, weather forecasting, and many more. These essential activities rely on the seamless operation of satellites, precisely placed in orbit by rockets launched from dedicated facilities. Furthermore, space exploration also opens up a wide gamut of business opportunities.
The space economy is evolving rapidly, presenting unprecedented opportunities for innovation and investment. India has made remarkable strides in this sector, gaining global recognition for its pioneering missions, including the successful launch of multiple satellites on different occasions along with the glorious Chandrayaan, Mangalyaan, and SpaDEx (Space Docking Experiment) missions.
The Union Cabinet opened the space sector to private participation in June 2020, with the establishment of the Indian National Space Promotion and Authorization Centre (IN-SPACe) as a single-window facilitator for private enterprises. Furthering this momentum, the Government of India introduced the Indian Space Policy 2023 and also implemented reforms to enable Foreign Direct Investment (FDI) and comprehensive private sector engagement across all domains of space activities.
