Gujarat govt launches I-PRAGATI, Tera Tujhko Arpan Portal, and Unfreeze Application

Gandhinagar: Chief Minister Bhupendra Patel today launched two portals and one application from the Home Department, enhancing the Gujarat Police’s capacity to tackle crime — from street-level offenses to cybercrime. Minister of State for Home Harsh Sanghvi was also present at the event.
As a result of these launches, citizens will benefit from online services, relieving them from the need to visit police stations in person. Chief Minister Patel launched the statewide Cyber Crime Refund Portal “Tera Tujhko Arpan”. Additionally, he introduced an online application for unfreezing bank accounts frozen due to financial cybercrime complaints, as well as the I-PRAGATI Portal, which provides complainants with updates on investigation progress.
I-PRAGATI Portal
In the eGujCop portal, forms must be filled at each stage of the investigation process — including filing an FIR, preparing a panchnama, arresting the accused, and submitting a charge sheet. Now, the State Crime Record Bureau (SCRB) has integrated a system in eGujCop that automatically sends SMS updates to complainants once each of these four stages is completed. This ensures that complainants stay fully informed about the progress of their cases.
This system, known as I-PRAGATI, completed its pilot phase with automatically generated, accurate, and timely updates. The Chief Minister has now initiated its statewide rollout.
The Chief Minister emphasized that the Home Department is using these portals to promote good governance, increase transparency, and reduce human interference in the state’s administrative processes.
Cyber Crime Refund Portal – “Tera Tujhko Arpan”
On October 3, 2024, Union Home and Cooperation Minister Amit Shah launched the “Tera Tujhko Arpan” portal in Ahmedabad. Developed by the Cyber Crime Department of Ahmedabad City, this portal expedites the refund process through Lok Adalats for citizens who lost money due to cybercrimes. Both citizens and police stations benefit from this system.

After the launch of this portal in Ahmedabad, a significant reduction in pending applications led to a 50% increase in efficiency. Following this success, the Chief Minister today launched the portal statewide. User IDs and passwords have been issued to all police stations across Gujarat. The Ahmedabad Police, in collaboration with the Crime Investigation Department (CID), also provided online training to all police stations twice before the official rollout.
Unfreeze Application
Chief Minister Bhupendra Patel also launched the Unfreeze Application, which allows citizens to unfreeze their bank accounts online. These accounts were frozen following financial cybercrime complaints via the NCRP portal under BNSS 106 (CRPC 102).
With this application, citizens no longer need to appear in person. They can apply online, track their application’s status, and receive updates via email — eliminating the need for follow-up phone calls. The system empowers users to file requests independently, saving both time and money, and ensures full transparency.
In his remarks, Chief Minister Patel emphasized that under Prime Minister Narendra Modi’s leadership, technology has been used to serve citizens and strengthen national security. He noted that digital tools have helped solve crimes more efficiently and bring offenders to justice more effectively.
Minister of State for Home Harsh Sanghvi added that one of the most common issues citizens face is getting timely updates on their complaints. Over the past two years, the government has taken note and addressed this with the i-PRAGATI portal, which ensures citizens receive SMS notifications about key stages in their case — from FIR to charge sheet.
He further stated that Gujarat is the first state to inspire others with its citizen-centric approach to cybercrime. Gujarat Police has already unfrozen more than 2.25 lakh bank accounts. To make this process more efficient, a dedicated portal was created. Moreover, the Cyber Crime Refund Portal helps victims recover money easily.
