AMTS to build ₹250 crore multi-modal transport hub at Vadaj; invites bids under PPP model

Ahmedabad: The Ahmedabad Municipal Transport Service (AMTS) of Amdavad Municipal Corporation (AMC) has invited e-bids for the development of a modern Multi-Modal Transport Hub (MMTH) at Akhbarnagar, Vadaj, under a Public-Private Partnership (PPP) model.

The estimated project cost is ₹248.87 crore, with the selected concessionaire granted a 90-year authorization period for operation and maintenance. The first phase of construction is scheduled for completion within 24 months, while the entire project is expected to be completed in 48 months. The scope includes planning, designing, financing, construction, marketing, operation, and maintenance of the hub along with world-class infrastructure facilities.

The hub will cover 5,564 sq. meters (FP No. 763, TPS No. 28) and will integrate bus facilities, commercial outlets, corporate offices, green spaces, EV charging stations, multi-tier basement parking, and a G+18 storied building with modern amenities.

The project includes detailed civil, structural, electrical, PHE, fire safety, communication, landscaping, and allied works. The PPP developer will be responsible for design, construction, procurement, approvals, safety, environmental management, and ensuring a minimum 3-star GRIHA rating.

Authorization Format: Design, Build, Finance, Operate, Maintain, Transfer (DBFOMT)

Mandatory Development Obligations (MDOs – 36 months):

  • • Bus alighting and departure facilities

  • • Public toilets and convenience stores

  • • Metro connectivity via 252-meter foot-over bridge

  • • Terrace-level green leisure spaces

  • • Corporate offices, waiting areas, and advertising spaces

  • • EV charging points: 9 buses, 18 four-wheelers, 27 two-wheelers

  • • 2-tier basement parking: 270 cars, 250 two-wheelers

  • • Additional commercial components: retail outlets, food courts, gaming zones, multiplex (3–5 screens), business hub, and 3-star hotel/studio apartments

  • • Compliance with GRIHA 3-star rating and 3D BIM modeling

Construction Schedule:

  • • Part 1: Mandatory development including basement parking and floors – 24 months

  • • Part 2: Remaining development and site completion – 24 months

  • • Total Construction Period: 48 months

Scope of Work for PPP Contractor:

  • • Obtain all required approvals from relevant authorities.

  • • Secure GRIHA certification.

  • • Assist AMTS in vacating and shifting the existing bus station.

  • • Process approvals for diverting or stopping vehicular movement on adjacent roads.

  • • Procure additional power load for EV charging infrastructure.

  • • Submit all designs and drawings to AMTS/JAGDPL for approval before commencement.

  • • Implement specialized surveillance systems for public and private vehicles.

  • • Design and implement a garbage disposal system.

  • • Design and implement a drainage system.

  • • Design an emergency exit system.

  • • Plan recreational facilities.

  • • Ensure connectivity with the Metro station.

  • • Ensure connectivity with BRTS bus stops.

  • • Design passenger movement patterns.

  • • Plan general public flow patterns.

  • • Design linear alignment and boarding bases.

  • • Allocate built-up area for bus terminal: G.F. & F.F. 900 sqm each, S.F. 450 sqm for administrative offices.

  • • Provide sufficient air-conditioned passenger concourse/waiting lounge on S.F., minimum 225 sqm, near the foot-over bridge.

  • • Install 2 escalators from ground floor to second floor in the bus terminal area.

  • • Follow National Building Code, AMCGDCR, and prevailing codal provisions for all designs.

  • • Maintain the bus terminal facility for 30 years.

  • • Provide required DG sets as per norms/GDCR.

  • • Install 9 EV charging points for buses (G.F.) and 35 for private vehicles (1st-level basement).

  • • Provide two-level basement parking, including double-stack parking in the upper basement (minimum 270 cars or as per GDCR, whichever is higher).

  • • All structural drawings must be vetted by NIT/IIT before commencement of work.
