Dholera to have multi-specialty hospital, school, food court, park

Dholera: Dholera Industrial City Development Limited (DICDL) has invited bids for the operation and management of key public infrastructure projects, including a multi-specialty hospital, a school, and a food court. These projects, built in the Activation Area of the Dholera Special Investment Region (DSIR), will make the emerging industrial smart city functionally ready for residents, workers, and investors.
The tenders issued by DICDL aim to bring in private partners to commission, operate, and maintain critical social and urban service infrastructure within the early-development zone.
Multi-Specialty Healthcare Facility
The healthcare facility, which has already been constructed, will be operationalised through a concessionaire responsible for the installation of equipment, commissioning, and long-term operations, with an initial capacity of 100 beds in the first phase.
The facility is designed to provide core clinical specialties, including Emergency and Trauma care, General Surgery, Pediatrics, and Neonatology. The selected concessionaire will be responsible for installing medical equipment and commissioning the project within three months of the appointed date.
Modern Educational Institution
In parallel, bids have been invited for the operation and management of a school to support future residential communities and workforce settlement within the Activation Area, signalling a shift from pure infrastructure creation toward liveable urban development.
The newly constructed school will offer curriculum from Nursery to Class XII, with mandatory affiliation to boards such as CBSE, ICSE, or IB. The operator is expected to provide modern infrastructure, including computer labs and sports facilities, with academic operations set to commence no later than the 2027–28 academic year.
Organized Retail and Food Court
To complement these services, DICDL has also invited proposals for the operation and maintenance of a food court, part of the planned commercial ecosystem designed to provide everyday amenities within the smart-city environment.
The first organised retail food outlet has been developed on 7,467 sq. m of land, with a leasable area of 2,981 sq. m. It features seating for 600 patrons and is designed to host at least two internationally reputed food brands.
DSIR’s role in the national industrial corridor
DSIR is being developed as a major greenfield industrial hub under the National Industrial Corridor Development initiative, aligned with the Delhi–Mumbai Dedicated Freight Corridor. Located about 100 km south of Ahmedabad and spread across nearly 920 sq. km covering 22 villages, the region is strategically positioned among Gujarat’s key urban-industrial centres and linked to port infrastructure through state highways.
Urban planning within DSIR is structured through six town-planning schemes, with the first two—forming Phase-1—covering roughly 51 sq. km and 102 sq. km, respectively. To accelerate early investment, an Activation Area of around 22.5 sq. km, with nearly 72 km of roads and mixed land use, has been prioritised for initial development.
The latest tenders are being seen as a transition point from infrastructure creation to urban activation, where healthcare, education, and daily-use commercial facilities become operational alongside industrial growth.
