Gujarat Govt Discloses Lawyers Engaged in Fixed Salary Case & Their Fees

Gandhinagar: The Gujarat government on Monday disclosed the names of lawyers engaged to represent the state in the ongoing fixed salary case in the Supreme Court, along with details of the fee structure, in a written reply in the State Assembly.

The information was shared in response to a question regarding the Special Leave Petition (SLP) related to the fixed salary case pending before the Supreme Court.

Team of nine senior lawyers

The government informed the Assembly that a total of nine lawyers have been appointed at different times since 2012 to represent the state in the matter. The panel includes several senior advocates of the Supreme Court.

According to the reply, the lawyers appointed include Mahesh Agrawal (appointed on April 19, 2012), Harish Salve (April 18, 2012), Kamal Trivedi (April 18, 2012), Mukul Rohatgi (April 18, 2012), K. Vishwanathan (March 10, 2014), Tushar Mehta (November 3, 2017), K.K. Venugopal (April 17, 2018), Neeraj Kishan Kaul (December 30, 2019), and Manisha L. Shah (November 29, 2025).

Fees fixed for legal representation

The government also provided details of the fees fixed for legal services. As per the reply, different fee structures were approved for different advocates depending on drafting, conferences, court appearances, and final hearings.

Senior advocate Mahesh Agrawal is paid as per approved rates for drafting SLPs, preparing replies, conferences, and court appearances. The approved fee includes ₹50,000 for drafting and filing SLPs and ₹40,000 to ₹70,000 per day for court appearances.

Kamal Trivedi, Tushar Mehta, Mukul Rohatgi, and Manisha L. Shah are paid approximately ₹2 lakh per appearance, while K.K. Venugopal’s fee for conference and appearance is ₹5,00,000 along with ₹50,000 as clerkage.

For some senior advocates, including Harish Salve, K. Vishwanathan, and Neeraj Kishan Kaul, no fixed fee had been determined, the government stated.

Pending payments

The government further informed that as of January 1, 2026, payment of about ₹3.3 lakh to Mahesh Agrawal is pending due to procedural revision in the fee approval resolution, while about ₹1.75 lakh payable to Manisha L.
