WTC GIFT Tower C Project Stalled at 28% Completion; GujRERA Begins Section 8 Proceedings

Gift City: Amid financial irregularities and ongoing legal challenges, the Gujarat Real Estate Regulatory Authority (GujRERA) has issued a public notice to begin proceedings under Section 8 of the RERA Act for the stalled WTC GIFT Tower C project in Phase I of GIFT City. The move marks a first-of-its-kind intervention by the regulator aimed at facilitating the completion of a delayed project under its statutory powers.

Developed by WTC Noida Development Company Pvt Ltd, the project failed to meet its revised completion deadline of June 30, 2025. According to GujRERA disclosures, only 28 per cent of the construction has been completed, despite 311 of the project’s 312 units having already been booked.

The project has faced mounting difficulties following investigations by the Enforcement Directorate and the Serious Fraud Investigation Office, as well as the arrest of its promoter. The situation worsened after the GIFT Authority cancelled the promoter’s land lease agreement on June 4, 2025, effectively removing its development rights over the site.

The promoters also faced legal action over the use of the “WTC” trademark. The Delhi High Court restrained the defendants from infringing the trademark, but the promoters allegedly failed to comply with the order by not updating the project’s name with the regulatory authority.

Following complaints from the newly formed allottee association, Gandhinagar Gift City (Tower C Members) Housing and Commercial Co-Operative Service Society Ltd, GujRERA took several measures against the project. These included freezing its bank account, prohibiting fresh bookings and revoking the promoter’s access to the regulatory portal.

GujRERA has now invited allottees and other stakeholders to submit written objections, claims and representations concerning the pending development work as it considers further action under Section 8 of the RERA Act. DeshGujarat
