Gujarat Government Transfers Seven IAS Officers ; Surat Gets New Municipal Commissioner

Gandhinagar: The Gujarat government on Saturday carried out a significant administrative reshuffle involving seven IAS officers, with changes affecting key departments including revenue, urban development, housing, finance and social welfare.

The General Administration Department (GAD) issued a notification dated September 5, 2026, announcing the transfers, new appointments and additional charges of the officers.

Among the key changes, Rajkumar Beniwal, IAS (RR:GJ:2004), has been transferred from his post as Managing Director of Gujarat Narmada Valley Fertilizers & Chemicals Ltd. (GNFC), Bharuch, and is being considered for appointment as the Surat Municipal Commissioner.

Following the reshuffle, several officers have also been given additional responsibilities to ensure continuity in important administrative positions.

Sanjeev Kumar gets additional charge of GNFC

Sanjeev Kumar, IAS (RR:GJ:1998), presently serving as Principal Secretary to the Chief Minister at Sachivalaya, Gandhinagar, will hold the additional charge of Managing Director, Gujarat Narmada Valley Fertilizers & Chemicals Ltd. (GNFC), Bharuch.

He will hold the additional responsibility until further orders, following the transfer of Rajkumar Beniwal.

Rajesh Manjhu appointed Superintendent of Stamps and Inspector General of Registration

Rajesh Manjhu, IAS (RR:GJ:2004), who was serving as Revenue Inspection Commissioner and Ex-officio Secretary to the Government, Revenue Department, has been transferred.

Manjhu, who also held the additional charge of Superintendent of Stamps and Inspector General of Registration, Gandhinagar, has now been appointed as the Superintendent of Stamps and Inspector General of Registration, Gandhinagar.

The move formally places him in charge of the registration and stamps administration.

Rajkumar Beniwal set to move to Surat

One of the most significant changes in the notification is the transfer of Rajkumar Beniwal, IAS (RR:GJ:2004).

Beniwal, who was serving as Managing Director of Gujarat Narmada Valley Fertilizers & Chemicals Ltd., Bharuch, has been transferred and his services have been placed at the disposal of the Urban Development and Urban Housing Department for appointment as Surat Municipal Commissioner.

He will relieve Tejas Parmar, IAS, who was holding the additional charge of Surat Municipal Commissioner.

The move is expected to bring a new administrative leadership to the Surat Municipal Corporation.

Jenu Devan gets additional Revenue Department responsibility

Jenu Devan, IAS (RR:GJ:2006), Secretary to the Government in the Finance Department (Expenditure), Sachivalaya, Gandhinagar, has been assigned additional responsibility.

Devan will hold the additional charge of Revenue Inspection Commissioner and Ex-officio Secretary to the Government, Revenue Department, until further orders.

He will take over the additional responsibility until the transfer of Rajesh Manjhu is completed.

Remya Mohan Muthadath gets additional charge in Housing and Urban Development

Remya Mohan Muthadath, IAS (RR:GJ:2007), currently serving as Commissioner of Municipalities and Ex-Officio Managing Director, Gujarat Urban Development Company Ltd., and Additional Chief Executive Officer, Gujarat Urban Development Mission, Gandhinagar, has also been assigned an additional responsibility.

She will hold the additional charge of Secretary to the Government (Housing & Municipal Gujarat), Urban Development & Urban Housing Department, Sachivalaya, Gandhinagar until further orders.

The additional charge will be held by Muthadath after relieving Rajkumar Beniwal, IAS, from the responsibility.

Rachit Raj moved from Scheduled Castes Welfare to Tribal Development

The government has also transferred Rachit Raj, IAS (RR:GJ:2014).

Rachit Raj, who was serving as Director of Scheduled Castes Welfare, Gandhinagar, has been transferred and appointed as Director of Tribal Development, Gandhinagar.

He will take charge of the post by relieving Ashish Kumar, IAS, who was holding the additional charge.

At the same time, Rachit Raj will continue to hold the additional charge of Director of Scheduled Castes Welfare, Gandhinagar, until further orders.

Harshil R. Meena appointed Mehsana DDO

In another field-level posting, Harshil R. Meena, IAS (RR:GJ:2021), has been appointed as the District Development Officer (DDO), Mehsana.

Meena will take over from P. B. Rathod, IAS, who was holding the additional charge of the post.

The latest reshuffle covers a range of administrative responsibilities, from the state government’s revenue and registration machinery to urban development, municipal administration, tribal and Scheduled Castes welfare, and district-level administration.

The notification was issued by order and in the name of the Governor of Gujarat by Dr. Anju Sharma, Additional Chief Secretary to the Government of Gujarat, General Administration Department (Personnel).
