Gujarat Assembly passes Land Revenue Amendment Bill; same-day certification for genuine land sales

Gandhinagar: The Gujarat Legislative Assembly on Thursday passed the Gujarat Land Revenue (Amendment) Bill, 2026, aimed at expediting the certification of genuine registered land sale documents and protecting the interests of farmers, common citizens and legally entitled buyers.

Revenue Minister Hrishikesh Patel said the amendment introduces a same-day certification provision for clear and genuine registered sale transactions, subject to specified conditions.

Under the new provision, if a registered sale document relates to rightful land, all account holders have given their consent and there is no prior dispute, the transaction will be registered and certified on the same day. The move is aimed at reducing delays and saving farmers and citizens from repeated visits to government offices.

The Minister said citizens and farmers often had to wait for several days for the certification of agricultural land sale records. The delay, coupled with complicated procedures, could also be exploited by intermediaries and unscrupulous elements to file unnecessary applications and raise objections.

The amendment seeks to bring greater transparency to land administration and reduce opportunities for such harassment, building on the state’s digital land-record system, including e-Dhara.

The Bill also provides for the immediate registration and certification of changes made on the basis of orders issued by a competent authority, court or tribunal, without issuing a separate notice.

The state government had initially implemented the policy through an ordinance with immediate effect. The Bill now provides statutory backing to the measure. DeshGujarat
