Ease of Doing Business: Gujarat govt proposes to change 92 rules, bill likely in monsoon session of assembly

By Japan K Pathak, Ahmedabad DeshGujarat: As many as 92 different rules and regulation effective in Gujarat at present are proposed to be changed by Gujarat government to get top position in Ease of Doing Business ranking.
Speaking at Ahmedabad Management Association(AMC) today evening on the subject ‘Future of Industrial Development in Gujarat in context of Make in India’, IAS officer Rajkumar Beniwal who is Managing Director of iNDEXTb said, ‘we have proposed to change 92 legislation to make environment more conducive for industries and emerge as better facilitator. The process is in pipeline and mostly in upcoming monsoon session of the assembly, related legislation will be passed.’
Beniwal said the changes proposed are not small. They will need assembly’s nod. Entire government is behind it and all the changes are going t take place. Chief Secretary and Chief Minister are reviewing these things personally.
Beniwal assured that in monsoon session this thing will work.
He said, “Ease of doing business is now the focus of every state in the country. It is a study which is being carried out by the World Bank as well as Central govt arm DIPP. These two agencies rank every Sate on certain parameters. This year they have set target of 460 parameters on which every state will be reviewed and given ranking, and based on this ranking the decision will be taken by investors whether the state is conducive for business. Gujarat has been at the top ranks in last two years. In 2015 Gujarat was on number one rank and in 2016 Gujarat went to rank two almost as Andhra Pradesh and Telangana were were same marks on number one position. But in several sectors such as land information, environment registration, inspection, obtaining power connection etc Gujarat was still number one.”
Increasing transparency and reducing corruption are another parts of this process, Beniwal said and added, “maximum permission related processes are being computerized. You just apply online and entire back-end process will be done, and you will get permission online by email or by electronic media. We are developing IFP portal to deliver more than 100 permissions online. There will not be any interface between the govt and the user. You don’t need to come to government office or meet any government official. If permissions are not granted in 90-day period, there will be a grievance redressal mechanism.”
