Konkan Railway-Fuji Silvertech JV Wins ₹830 Cr Kharicut Canal Redevelopment Phase-2 Bid
November 28, 2025
Ahmedabad: The Amdavad Municipal Corporation (AMC) has announced that it has completed the tender process for the crucial Phase-2 of the Kharicut Canal Redevelopment Project. The Engineering, Procurement and Construction (EPC) contract has been awarded to the L-1 bidder, a joint venture of Konkan Railway Corporation Ltd.–Fuji Silvertech Concrete Pvt. Ltd., at a price significantly lower than the estimated project cost.
Project Background and Purpose
The Kharicut Canal, built nearly 138 years ago by the Irrigation Department, was originally designed to drain stormwater from Ahmedabad’s eastern region. Over the years, the canal has faced challenges such as accumulation of solid waste, pollution, traffic bottlenecks, and fragmented neighbourhoods caused by its open alignment.
To address these issues and provide seamless infrastructure to the expanding eastern, northeastern, and southeastern zones, the state government approved the redevelopment project in a phased manner and entrusted AMC with its execution.
Phase-1 Nearing Completion
Under Phase-1, AMC undertook the redevelopment of approximately 12.75 km of the canal stretch between Naroda Muktidham and Vinzol Vhela. This work is now nearing completion.
Phase-2: 22.415 km Redevelopment Planned
The remaining stretches will now be redeveloped under Phase-2, covering a total length of around 22.415 km:
-
SP Ring Road–Muthiya Drain–Naroda Muktidham
-
Vinzol Vhela–Ghodasar Avkar Hall–Vatva village–SP Ring Road
-
Vatva village–Ropda Lake–Kharinadi (extension)
The project involves replacing the existing open stone-lined canal with new RCC box structures. Depending on the section and available width, the construction will incorporate RCC stormwater box structures, irrigation canal box structures, or a combination of both. A key feature is the construction of a road over the completed RCC box structure.
The total length of the structure, including box crossings, is 22,415 meters (22,160 meters of straight length plus 255 meters of crossings).
The Detailed Project Report, prepared by Multimedia Consultants Pvt. Ltd. with a block estimate of ₹1,003.08 crore, received approval from relevant state departments on 28 November 2024, followed by in-principle approval under the Gujarat Urban Development Mission on 13 March 2025.
EPC Tender Finalised
Following these approvals, AMC invited EPC tenders. Technical and financial bidding saw strong competition.
The tender, issued on 14 August 2025 with an estimated value of ₹979,26,27,348 plus GST, saw participation from 19 bidders in the pre-bid stage and 11 in the final round. The L-1 contractor—Konkan Railway Corporation Ltd.–Fuji Silvertech Concrete Pvt. Ltd. JV—secured the contract with a bid 15.25% below the estimate, bringing the final tender amount to ₹829,92,51,677.43 plus GST.
The project will be executed on an EPC basis, with proof checking by IIT Gandhinagar. It carries a defect liability period of 10 years for structures and 3 years for roads, along with a 7-year O&M period. The competitive bidding process ensured a significant reduction from the original tender estimate.
Benefits Expected from the Redevelopment
-
Solid waste discharge into the open canal will be prevented from mixing with the canal flow, reducing pollution and associated health problems.
-
In many areas, existing canal banks and crossing structures are currently elevated. These will be removed, and level-related issues resolved by constructing the canal structure and road at the same level.
-
A continuous canal structure with a road above it will provide direct connectivity for all TP roads linking to the canal, resolving traffic problems caused by limited crossings and creating a smooth mobility corridor.
-
Increasing the canal’s cross section will enhance rainwater drainage capacity, accelerating stormwater flow in areas parallel to the canal.
-
Key works such as lake interconnection from Devimata Pumping to Ropda Lake to Kharinadi will help mitigate rainwater flooding around Vatva village, Mahadevpura, Ropda village, and nearby lake areas.
Segment-Wise Functional Design
-
SP Ring Road–Naroda Muktidham: Separate conduits for irrigation and stormwater.
-
Vinzol Vhela–Expressway (SP Ring Road–Vinzol zone): Stormwater management provisions.
-
Vinzol Vhela–Ghodasar–Vatva (Devimata Pumping)–SP Ring Road: Irrigation water flow provision.
-
Vatva–Ropda Lake–Kharinadi: Dedicated stormwater disposal system.
A Big Boost for East Ahmedabad
Once completed, the Kharicut Canal Redevelopment Project will not only resolve decades-old civic challenges but also unlock new growth potential for East Ahmedabad. The state government expects the project to significantly enhance mobility, improve sanitation, boost stormwater management, and support the region’s future urban expansion. DeshGujarat
