Gandhinagar: Taking into consideration the challenges faced by farmers in Gujarat and their demands, the state government has decided to simplify the process of providing agricultural electricity connections. The announcement was made by Energy Minister Kanubhai Desai.

According to the existing provision, if more than one co-owner is listed in the 7/12 land extract, consent from all co-owners on notarized stamp paper is required to obtain a new agricultural electricity connection. This caused particular difficulties in tribal areas, where land was often internally divided among many heirs without official revenue records, making it hard to obtain a new connection.

In response to the representations made by farmers and MLAs from tribal regions, the state government has decided to amend this rule. From now on, instead of requiring the co-owner’s consent, a self-declaration by the applicant on notarized stamp paper will be accepted.

Additionally, a new change has been introduced in the rules: if more than one co-owner is listed in the 7/12 extract, each co-owner will be eligible to receive an electricity connection, regardless of the survey number or area of the land. To obtain an electricity connection, the applicant’s name must be listed in the 7/12 extract, and the water source (well/bore) must be separate. Along with the application, the applicant must submit a clear map of the entire land showing distinct boundaries and demarcation of each co-owner’s portion. ગુજરાતના ખેડૂતોને પડતી મુશ્કેલીઓ અને તેમની માંગણીઓને ધ્યાને લઈને મુખ્યમંત્રી શ્રી ભૂપેન્દ્ર પટેલના નેતૃત્વ હેઠળની રાજ્ય સરકારે ખેડૂતોને ખેતી વિષયક વીજ જોડાણ વધુ સરળતાથી પૂરા પાડવા ઊર્જા મંત્રી શ્રી કનુભાઈ દેસાઈએ ખેડૂતોના હિતમાં વધુ એક મહત્વપૂર્ણ નિર્ણય કર્યો છે.

પ્રવર્તમાન જોગવાઇ મુજબ ખેતી વિષયક નવું વીજ જોડાણ મેળવવા માટે ૭-૧૨ના ઉતારામાં એક કરતા વધારે સહમાલીકના નામ હોય તો નોટરાઈઝ્ડ સ્ટેમ્પ પેપર પર સહમાલિકનું સંમતિ પત્રક મેળવવાની રહે છે. જેના કારણે ખાસ કરીને આદિજાતિ વિસ્તારોમાં વધુ વારસદારો હોવાથી આંતરિક વહેચણી કરેલ હોય પરંતુ મહેસૂલી નોંધ ન હોવાને કારણે ખેતી વિષયક નવું વીજ જોડાણ મેળવવા માટે મુશ્કેલીઓ પડતી હતી.

આથી ખેડૂતો તેમજ આદિવાસી વિસ્તારના ધારાસભ્યશ્રીઓની રજૂઆતોને ધ્યાને લઈ રાજ્ય સરકાર દ્વારા આ જોગવાઈમાં સુધારો કરવાનો નિર્ણય લેવામાં આવેલ છે. તે મુજબ હવેથી સહમાલીકના સંમતિ પત્રકને બદલે હવેથી અરજદાર દ્વારા નોટરાઈઝ્ડ સ્ટેમ્પ પેપર પર અપાયેલ સેલ્ફ ડિક્લેરેશન ગ્રાહ્ય રહેશે.

આ ઉપરાંત નિયમોમાં એક નવો સુધારો કરવામાં આવ્યો છે. જે મુજબ ૭-૧૨ના ઉતારામાં એક કરતા વધારે સહમાલીકના નામ હોય તો દરેક સહમાલીકને તે સર્વે નંબર/જમીનના ક્ષેત્રફળને ધ્યાને લીધા વગર વીજ જોડાણ આપવામાં આવશે. વીજ જોડાણ મેળવવા માટે અરજદારનું નામ ૭/૧૨ ઉતારામાં નોંધાયેલું હોવું જોઈએ, પાણીનો સ્ત્રોત/ કુવો/ બોર અલગ હોવો જોઈએ. અરજી સાથે અરજદાર દ્વારા સંપૂર્ણ જમીનનો સહભાગીદારોની અલગ સીમાઓ તથા હદબંધી દર્શાવતો સ્પષ્ટ નકશો રજૂ કરવાનો રહેશે. સહમાલિકો પોતાના નામે એક સર્વે નંબરમાં માત્ર એક જ વીજ જોડાણ મેળવવા પાત્ર રહેશે.

આમ, માનનીય ધારાસભ્યો તેમજ ખેડૂતોની રજૂઆતોને ગ્રાહ્ય રાખતા રાજ્ય સરકારે ઉક્ત ખેડૂત હિતલક્ષી નિર્ણય કર્યો છે.
