In a reply to a question in the Rajya Sabha, the Union Minister of State for Housing and Urban Affairs, Tokhan Sahu, said, “Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan Mantri Awas Yojana Urban (PMAY-U) since 25.06.2015 with an aim to provide all weather pucca houses with basic civic amenities to all eligible urban beneficiaries across the country. PMAY-U is a demand driven scheme and Government of India has not fixed any target for construction of houses. As per the Scheme Guidelines of PMAY-U, selection of beneficiaries under different verticals through suitable means, formulation & execution of projects are done by States/ Union Territories (UTs). Based on the project proposal submitted by States/UTs, a total of 111.62 lakh houses have been sanctioned under PMAY-U by the Ministry. Out of which, 95.53 lakh are completed/delivered to the beneficiaries across the country, as on 24.11.2025. A total of 9,72,025 houses has been sanctioned for State of Gujarat under PMAY-U, against which 9,45,227 houses are completed. Thus, the completion percentage stands at 97%. Similarly, a total of 11,85,439 houses has been sanctioned for State of Maharashtra under PMAY-U, against which, 10,08,659 are completed which calculates to a completion percentage of 85%.”
“Based on the learnings from the experiences of implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the country to construct, purchase and rent a house by 1 crore additional eligible beneficiaries at affordable cost in next five years. PMAY-U 2.0 is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS),” he added.
The Minister further said that as per the Scheme Guidelines of PMAY-U 2.0, States/UTs are conducting demand survey in their
respective jurisdiction and validate the beneficiaries to ascertain eligibility which is a continuous
process. Eligible citizens are also allowed to apply through Unified Web Portal of PMAY-U 2.0 and
register their demand. Based on the demand survey, selection of beneficiaries, preparation of project
proposals, construction of houses and allotment to the beneficiaries are done by States/UTs.
“So far, based on the application received on the portal, verification done by States/UTs/Urban Local
Bodies (ULBs) and proposals received from States/UTs, a total of 10.43 lakh houses have been
sanctioned by the Ministry, including 50,698 houses in Gujarat and 86,680 houses in Maharashtra. The
States/UTs including Gujarat and Maharashtra are conducting verification of the online demand
received from beneficiaries for further sanctioning of proposals from the Ministry, the reply added. DeshGujarat
